Job Summary

Athabasca Tribal Council’s Child & Family Services is currently in the process of planning, evaluating, researching and advancing services as it relates to children, youth and families’ legislative initiatives. The Law Development Coordinator supports Athabasca Tribal Council

(ATC) Child & Family Services in advancing First Nations-led child and family services grounded in Dene language, culture, healing practices, and ways of knowing. Reporting to the Director of Child & Family Services and working under the guidance of consultants, this role plays a

key part in the development and implementation of ATC's Family Well-Being Law under the Act Respecting First Nations, Inuit and Métis Children, Youth and Families.

The Law Development Coordinator works collaboratively with the Law Development team to facilitate engagement, consultation, and collaboration with First Nations leadership, legal counsel, professionals, and other stakeholders to support law development. The role also

requires a strong understanding of the Child, Youth and Family Enhancement Act (CYFEA), related Alberta legislation, and applicable federal legislation to ensure the successful planning, development, and implementation of ATC's legislative initiatives.

Key Responsibilities

Coordinate and support the development of ATC's Family Well-Being Law by assisting with planning, organizing, documenting, and maintaining the Law Working Group process, including preparing scopes of work, gathering and cataloguing information, and contributing to the final law framework and drafting.

Coordinate and document meetings and discussions with the Legal Team, consultants, and other subject matter experts to support the development and implementation of the law.

Lead and facilitate engagement with ATC First Nations, including Elders, Youth, Leadership, community members, internal departments, external stakeholders, advisors, and partners to gather input, share progress, and incorporate First Nations knowledge, cultural perspectives, and land-based practices into the law.

Research, develop, and support the integration of restorative justice and dispute resolution processes into the Family Well-Being Law, including coordinating documentation and incorporating related practices into legislative drafts.

Ensure the law reflects applicable legislation, Indigenous rights frameworks, and guiding principles, including:

the Child, Youth and Family Enhancement Act (CYFEA), the Act Respecting First Nations, Inuit and Métis Children, Youth and Families,

Truth and Reconciliation Commission Calls to Action

National Inquiry into Missing and Murdered Indigenous Women, Girls and 2SLGBTQI+ People (MMIWG2S+)

United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP),

Canadian Human Rights Tribunal (CHRT) findings

Jordan's Principle, and other relevant legislation and frameworks.

Coordinate with Dene language Elders and Knowledge Keepers to ensure First Nation languages are meaningfully incorporated throughout the law and related documentation.

Prepare annual work plans, monthly reports, and other project documentation, while performing additional duties that support the ongoing development and implementation of ATC Child & Family Services legislative initiatives.

Perform other duties and responsibilities as assigned to support organizational objectives

Qualifications

One (1) year contract with opportunity for extension.

Undergraduate/Graduate degree in Political Science, Public Policy, Social Science or Native Studies. Equivalencies will be considered.

3-5 years’ experience in government or private sector is beneficial.

Broad knowledge of government policy processes.

Requires strong verbal and written communication skills to assist in writing briefings for executive leadership, reports and other documents specific to ATC’s Family Well-being Law.

Knowledge of Dene is considered an asset.

Requirements

Class 5 License with a clear Drivers abstract.

Availability to travel and work outside of business hours when necessary
