Development Technologist

Job Responsibility: This position is responsible for various activities related to municipal engineering including design, technical review, construction inspection and contract administration related to development and capital infrastructure projects. The main focus would be on developer driven projects and application of the Municipal Servicing Standards. This position is responsible for implementation and project management of projects identified in the Township's development charges background study, and water and wastewater master plans in collaboration with appropriate departments across the organization, including project budgets, schedules, technical review, contract administration, project inspection and close-out. This position is one of the primary liaison between external Engineers and the Township as it relates to Township infrastructure.

CORE RESPONSIBILITIES:

Development Operations:

• Undertake detailed review of design submissions by the development community for various development applications including, but not limited to, subdivisions, condominiums, site plans and zoning bylaw amendments, including supporting studies, master plans and similar studies as well as implementation of recommendations to ensure proposed works are in accordance with draft conditions, previous comments, Municipal Servicing Standards, Ontario Provincial Standard Specifications and Drawings, and industry custom and best practices.
• Assist in preparing comments and recommendations regarding the above various development applications.
• Undertake field construction review as required of works initiated by the Township and/or the development community to ensure adherence to relevant Development Agreements, drawings, and contract documents.
• • Review of lot grading plans;
• Conducting field inspections of municipal infrastructure and grading in accordance with drawings and Township Municipal Servicing Standards;
• • Review securities reduction request and provide recommendations.
  • Assistance in preparation of development agreements;
• Upload and edit data within the Township's Geographic Information System (GIS) as well as coordinate GIS work with external service providers.
• Assisting in the review of engineering studies, master plans and similar studies as well as implementation of recommendations.
• • Provide municipal consent to utilities and others for work proposed on public property.
  • Attend bi-weekly site meetings for active Township capital projects and development community projects
  • Assist with all requirements related to the Township's CLI-ECA process. Including annual review of existing municipal owned SWM facilities.
  • Be aware of new and emerging civil design technologies and industry trends to ensure Township infrastructure is environmentally, fiscally, socially sustainable.

• • Principal contact with Township Engineer or external engineer on development applications.
• Responding to developer and public enquiries regarding development and capital construction projects.
• Consult and coordinate with internal operating departments and external agencies on the approval process, where appropriate.
• Promote a high standard of customer service to the public and stakeholders, as well as to all internal staff.
• Maintain good working relationships with various consultants, contractors, utilities, municipal partners and Conservation Authorities.
• • Process enquiries from the developers, builders, agents, citizens, community groups, council members, county and provincial officials, and Township departments regarding subdivision and site plan development, handling resolution of requests, claims and complaints.

• Assist in the development and revision of engineering design standards (Municipal Servicing Standards), related policies, industry best practices (e.g. sewage allocation, sewer use) and enforcement of those standards and policies.
• Assist with review and preparation of various Certificates for Development Agreements, security reductions, and staff report for the assumption of subdivisions and site plan.
• Participate in the review and updating of policies, procedures, standards, and work methods, pertaining to land development applications.
• Act as a technical resource for Township studies or initiatives of other departments.
• Maintain thorough working knowledge of the Township's Policies, including Safety Manual, and applicable provincial Legislation.
• Maintain professional qualifications and complete continued professional development.

• • Assist in preparation of operations and capital budget for operations departments.
• Assist in the procurement of products and/or services per the Township's purchasing and procurement policy.
• Attend pre-consultation meetings with developers and their consultants to facilitate the engineering submissions.
• • Participate in the preparation and administration of Request for Proposal (RFP's), Request for Quotation (RFQ's), Request for Tenders (RFT's) as necessary to obtain Consulting and/or Contracting services in a Township infrastructure or development related capacity.
  • Assist in the development of the Township's 10-year capital forecast for both renewal infrastructure projects and the extension of new municipal infrastructure.

• • Diploma in Civil Engineering Technology or equivalent
• A minimum of 5 years of relevant experience in engineering design/development, design, construction, or equivalent is required.
• Proficiency with Microsoft Office 365 tools (Excel, Word, PowerPoint, Teams and Outlook) Bluebeam, AutoCAD and GIS software.
• Experience with various types of engineering drawings including legal surveys, plan and profile drawings, grading plans, drainage area plans, general servicing plans, etc.
• Demonstrated knowledge of applicable standards with respect to construction and development agreement process, as well as having knowledge of applicable municipal, provincial and federal regulations in regard to standard construction practices, public sector procurement and occupational health and safety guidelines.
• General knowledge of Township's zoning by-law, Municipal Servicing Standards, County Official Plan and planning law as well as an understanding of implications these have for development.
• Ability to exercise judgement and communicate effectively with contractors, consultants, staff, other agencies and the public.
• Thorough working knowledge of the development planning approval process, site servicing, Civil Engineering infrastructure construction and development, development agreement administration, contract administration, and municipal procedures.
• Demonstrated experience in organizing and coordinating tasks, projects, and data.
• Experience balancing multiple projects with conflicting deadlines.
• Experience responding to public inquiries and complaints.
• Organization and time management skills.
• Excellent written and verbal communication skills required.
• Ability to interpret and apply legislation, regulations, guidance documents, and other regulatory documents.

Required Designations / Licenses:

• Member or eligible for membership with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT)
• • Possess a valid “G” driver's license

Preferred:

• Three (3) years of progressive experience in the design and project management of linear municipal infrastructure (watermains, sanitary, storm sewer and related roads) will be considered an asset.
