Program Manager - Adolescent Mental Health

ABOUT THE OPPORTUNITY

Prosperity Workforce Solutions is recruiting on behalf of a respected and growing mental health organization dedicated to delivering timely, evidence-informed care to children, youth, and families across Alberta. Our client is expanding its services to Fort McMurray with the launch of an innovative new facility in 2027 — and they are seeking a foundational leader to help build it from the ground up.

The Program Manager will provide operational leadership and oversight for a first-of-its-kind integrated model of care, bringing together two levels of adolescent mental health programming within a single purpose-built facility. Reporting to the Director of Clinical Programs, this leader will play a pivotal role in building teams, establishing clinical and operational processes, strengthening community partnerships, and preparing the program to deliver exceptional care from day one.

POSITION DETAILS

Shift Structure: Monday to Friday, 7.25 hours per day

Location: Fort McMurray, Alberta (onsite)

FTE: 1.0

Status: Permanent

Union: Exempt

Relocation: Relocation assistance available for candidates outside of Fort McMurray

KEY RESPONSIBILITIES

• Provide operational direction and service delivery leadership, including performance management, mentorship and coaching of interprofessional staff
• Lead workforce planning, staff education, quality improvement and program evaluation
• Work closely with internal and external stakeholders to develop integrated service pathways ensuring adolescents and families receive seamless, evidence-informed mental health care
• Model, develop and promote effective, collaborative communication within and across teams to foster a safe, respectful and trusting workplace culture
• Promote a culture of growth and development, providing leadership, guidance and support to program, clinical and educational staff
• Initiate and lead the full recruitment cycle, including interviewing, hiring, onboarding, offboarding and terminations
• Oversee a collaborative leadership model, providing direction to program supervisors, physicians and interprofessional team members
• Effectively allocate personnel and operations budgets, including travel and transportation
• Organize and participate in external engagements representing the organization, including community presentations and partnership events
• Build and strengthen relationships with community organizations, schools and health-care providers to expand access to specialized mental health services

QUALIFICATIONS & EXPERIENCE

Required:

• Graduate degree in clinical psychology, social work (with psycho-social intervention designation), occupational therapy, or nursing; OR a bachelor's degree in nursing with a minimum of five years of experience in child and family mental health and at least two years of leadership experience
• Equivalent combinations of education, professional registration and progressive leadership experience in clinical health care environments may be considered
• Current registration and good standing with the applicable professional regulatory college under Alberta's Health Professions Act
• Minimum of five years of progressively responsible experience in child and youth mental health, addictions, acute health care or related human services
• Minimum of two years of leadership experience in a health-care setting
• Demonstrated experience leading interprofessional teams, managing operations, developing staff, and driving quality improvement initiatives

Considered Assets:

• Experience leading the development, implementation or expansion of clinical programs or services
• Project management experience, including operational readiness, implementation planning or change management
• Experience collaborating across health care, education and community sectors
• Certification in Lean methodology, quality improvement or project management

KNOWLEDGE, SKILLS & ABILITIES

• Demonstrated commitment to excellence in clinical practice, including the ability to monitor, supervise and educate on clinical practice standards and relevant legislation
• Commitment to quality improvement through enhanced skills in program design and evaluation
• Understanding of interprofessional approaches to mental health, Grades 7–12 health care education environments, and inpatient mental health nursing practices
• Ability to work autonomously and collaboratively to achieve objectives
• Demonstrated ability to identify barriers, adapt to unexpected situations, and facilitate solution development
• Ability to build consensus across internal and external programs and services
• Excellent organizational, interpersonal, communication, problem-solving and collaboration skills

CONDITIONS OF EMPLOYMENT

• Satisfactory Criminal Records Check with Vulnerable Sector Search and Child Intervention Check (at the candidate's expense)
• Ability to obtain and maintain Therapeutic Crisis Intervention (TCI) certification (training provided) and physical ability to perform all required interventions
• Relocation to Fort McMurray required by summer 2027; relocation assistance may be provided
• Valid driver's license and access to a reliable vehicle required for travel between sites and organizational learning events
