Position Overview
The Ontario Public Service is seeking an Intermediate Project Manager/Leader to provide project management and leadership for large-scale, complex, high-profile and high-risk OPS I&IT initiatives .
The successful candidate will be responsible for managing project scope, schedules, budgets, resources, risks, issues, vendors and deliverables while ensuring projects meet business requirements, timelines, financial targets and applicable OPS/Ministry standards.
The candidate must be comfortable working across Business, I&IT, Finance, Procurement, Privacy/Security and Legal stakeholders and presenting project status, risks, issues and recommendations to senior executives.
Critical Requirement
The successful candidate must have experience managing Oracle Service Cloud Platform or a similar service/customer-management technology platform.
Experience leading project teams and external service providers/vendors through the full project lifecycle is also mandatory.
Key Responsibilities
Project Management & Delivery
- Manage large-scale, complex and high-profile OPS I&IT projects through the full project lifecycle.
- Develop and manage detailed project schedules, scope, milestones, deliverables and integrated plans .
- Provide leadership and direction to project teams, OPS resources, external service providers and vendors.
- Plan, coordinate and assign work based on established priorities.
- Monitor project progress, anticipate issues and risks, troubleshoot problems and implement corrective actions.
- Ensure project deliverables are completed on time, within scope and within budget .
- Promote I&IT project management best practices and adherence to established methodologies and frameworks.
- Coordinate project processes and develop, document and communicate project guidelines and procedures.
- Identify potential conflicts between project and functional areas and develop appropriate responses.
- Support the development, preparation and approval of Terms of Reference and Project Charter documentation.
- Support planning and preparation of required OPS project planning submissions, including MB20s and/or RBP products , where applicable.
- Monitor and forecast project costs and provide reporting and recommendations to ensure financial targets are achieved.
Budget & Financial Management
- Develop and manage complex project budgets involving multiple funding channels and cross-Ministry dependencies.
- Maintain strong fiscal control and accountability.
- Prepare estimates, forecasts and reconciliations/confirmation of actual expenditures.
- Monitor project financial performance and identify potential budget variances.
- Provide financial information and recommendations to project leadership and senior stakeholders.
Stakeholder Engagement & Governance
- Coordinate effectively across:
- Business stakeholders
- I&IT
- Finance
- Procurement
- Privacy/Security
- Legal
- Establish and participate in steering committees and stakeholder forums .
- Prepare and deliver project, program and/or portfolio reporting to senior executives and multiple stakeholder groups.
- Clearly communicate project status, risks, issues, dependencies and recommended mitigation strategies.
- Manage client relationships and expectations throughout the project lifecycle.
- Escalate significant risks and issues appropriately and provide actionable recommendations to decision makers.
- Demonstrate familiarity with UPM, Enterprise Architecture and OPS gating processes .
IT Solutions & Technology Delivery
- Manage, control and coordinate project-related systems, processes and procedures.
- Oversee technology infrastructure change, transition and implementation activities.
- Coordinate technology-related project dependencies and implementation activities.
- Make recommendations regarding the acquisition of:
- Software
- Hardware
- Technology resources
- Ensure technology project deliverables align with applicable government and Ministry standards.
Team & Resource Management
- Source, select and onboard project team members across multiple disciplines.
- Clearly define roles, responsibilities, tasks, deliverables and performance expectations.
- Lead both OPS unionized employees and fee-for-service (FFS) consultants where applicable.
- Resolve resourcing issues and interpersonal conflicts.
- Negotiate resource changes and ensure appropriate allocation of project resources.
- Facilitate knowledge sharing across project teams.
- Maintain alignment between project objectives, team responsibilities and required deliverables.
Change Management
- Identify organizational resistance to change and develop appropriate strategies to address it.
- Build stakeholder support for project changes throughout:

- Capitalize on forces supporting change and help stakeholders transition successfully to new processes and technology.
Requirements
Mandatory Skills & Experience
Candidates must demonstrate the following experience :
1. Oracle Service Cloud / Similar Platform Experience – MUST HAVE
- Demonstrated experience managing Oracle Service Cloud Platform or a similar service/customer-management technology platform .
- Experience managing projects involving implementation, enhancement, transition, integration or transformation of enterprise service/customer technology platforms is highly relevant.
2. Project Team & Vendor Leadership – MUST HAVE
- Proven experience providing management and leadership to project teams and external service providers/vendors through all phases of projects .
- Ability to plan, coordinate and assign work based on established priorities.
- Experience managing multidisciplinary project resources and vendor relationships.
3. Project Monitoring & Issue Resolution – MUST HAVE
- Proven experience managing and coordinating project monitoring activities.
- Ability to anticipate and troubleshoot project issues.
- Demonstrated ability to provide ongoing project expertise, resolve problems and improve project effectiveness.
- Strong risk and issue identification, escalation and mitigation capabilities.
4. I&IT Project Management Methodologies – MUST HAVE
- Proven experience applying I&IT project management best practices and adherence to standard project management methodologies.
- Hands-on experience with Agile, Kanban and/or other structured project management methodologies .
- Ability to establish and maintain appropriate project governance, controls, processes and documentation.
5. Project Planning & Delivery
- Demonstrated experience developing and managing:
- Project schedules
- Scope
- Deliverables
- Milestones
- Integrated project plans
- Proven ability to deliver projects within defined timelines, scope, quality and budget parameters.
6. Stakeholder Management
- Demonstrated experience coordinating across multiple functional areas, including Business, I&IT, Finance, Procurement, Privacy/Security and Legal .
- Strong stakeholder relationship and expectation-management skills.
- Excellent written, verbal and executive-level presentation skills.
7. Financial & Budget Management
- Experience developing and managing project budgets.
- Experience monitoring and forecasting project costs.
- Ability to provide financial reporting, estimates, forecasts and variance information.
- Experience working with multiple funding channels and/or cross-organizational dependencies is an asset.
8. Governance & Executive Reporting
- Experience establishing or participating in steering committees and governance forums.
- Experience preparing project/program/portfolio reporting for senior executives.
- Ability to communicate complex project risks, issues, dependencies and recommendations clearly.
Additional Required Experience
- Experience preparing or supporting Terms of Reference and Project Charter documentation.

Desirable Qualifications
- Knowledge and understanding of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) .
- Knowledge of Information Management principles, concepts, policies and practices.
- Knowledge and understanding of AODA and related regulations and standards.
- Experience with OPS/Ministry project management standards and practices.
- Familiarity with UPM, Enterprise Architecture and OPS gating processes .
- Experience managing complex I&IT initiatives within a government or highly regulated environment.
Ideal Candidate Profile
The ideal candidate is an experienced Intermediate I&IT Project Manager/Leader who has successfully managed complex technology projects involving enterprise service/customer platforms, with particular value placed on Oracle Service Cloud or comparable platforms .
They should be equally strong in project delivery, team/vendor leadership, risk and issue management, financial control, stakeholder engagement and executive reporting .
The candidate must be comfortable working in a highly structured government environment, following established I&IT project management methodologies and coordinating across business and corporate functions.
This is a hands-on project leadership role and requires a candidate who can demonstrate specific, practical examples of managing technology projects, teams, vendors, schedules, budgets, risks and deliverables.
