Recreation Manager

The Tla’amin Nation is a modern, forward-thinking, self-governing nation located on the beautiful upper Sunshine Coast (qathet Region).

Position Summary
Job Type: Full-time, permanent 
Hours of Work: Monday to Friday, 8:30am – 4:30pm (hours may vary based on program needs) 
Reports to: Director of Community Services
Department: Community Services

The Recreation Manager oversees the planning, development, implementation, delivery and administration of comprehensive community recreation, fitness and wellness programs. The Recreation Manager will also evaluate all segments of recreation programs for program activity, event and service planning and community development. 

Key Responsibilities
Performs all duties and responsibilities in accordance with Tla’amin policies, standards, practices and procedures as directed by the Director of Community Services. Maintains confidentiality as required pertaining to members, clients, employees and general matters of the Nation.

Recreation Program Management

• Oversees the planning, development, implementation, and evaluation of wellness, fitness, recreation, and culturally relevant programs and services for Tla’amin Nation, ensuring alignment with community needs, departmental priorities, and organizational goals.
• Identifies and leads community engagement opportunities for the delivery of community-based recreation programs and services.
• Identifies, evaluates and manages the risks associated with the delivery of programs, services and activities.
• Provides leadership, supervision, and support to the Recreation Assistant, program staff, contractors, volunteers, and other front-line recreation personnel. Oversees staff scheduling, performance, training, and program delivery. 
• Engages volunteers for appropriate program activities using established volunteer management practices.
• Develops and sustains program-based relationships with internal/external stakeholders (e.g. Powell River Library, Recreation Complex, etc.)
• Develops and maintains a program evaluation framework, including a reporting-out process to identify opportunities, capabilities and community needs.
• Provides input and recommendations with regard to existing or proposed programs.
• Represents Tla’amin Nation at intra-governmental meetings relating to such initiatives as physical literacy, region-wide events, age-related services and health-related partnership opportunities.
• Establishes and maintains excellent relations with a variety of internal and external contacts and promotes and publicizes interest and participation in program activities.
• Participates in the advertising and promotion of recreation programs and services.
• Assists with special events or other community activities as requested.

Administration

• Monitors budgetary income and expenditures and reports actuals and variances to the Director of Community Services on a regular basis (monthly/bimonthly) ensuring that all programs and services operate within approved budgets.
• Researches and identifies potential funding sources to support initiatives related to recreation programs. Prepares grant applications for the delivery of programs and services 
• Maintains records and activity reports related to programs and events (i.e. participation, feedback from participants, summary of costs etc.) 
• Maintains inventory of recreation equipment and supplies and ensures any equipment maintenance requirements are met.
• Prepares written reports as required.
• Oversees the administration and maintenance of all required licencing requirements related to recreation programs, services, and facilities.

Other related duties as assigned.

Qualifications
Training, Education, Experience

• Completion of Post-secondary Degree program in Recreation, Kinesiology, or other related field, combined with a minimum of 3-5 years of experience working in recreation management
• Minimum 1-2 years’ supervisory experience.
• An equivalent combination of education and experience will be considered.
• Experience working with or within an Indigenous community.
• Acceptable Police Information Check (including Vulnerable Sector Check) prior to employment.
• Valid certificate in Level 1 First Aid and CPR level C (or willing to obtain within 3 months of hire date.) 
• Valid B.C. Class 4 Driver’s Licence (or a Class 5 with willingness and ability to obtain Class 4) and acceptable Driving Record.

Knowledge, Skills, Abilities

• Ability to design, deliver and assess effective recreation programing for people of all ages that are culturally aligned.
• Strong project coordination and organizational skills.
• Ability to participate in and support a variety of recreational, wellness, and community activities, including occasional physical activity and event setup as required.
• Ability to promote and market programs and events to maximize participation.
• Well-developed communication and interpersonal skills with the ability to build trusting relationships with members, partner agencies, volunteers, co-workers etc. 
• Professional writing skills including report writing.
• Excellent client service skills, including the ability to provide respectful, responsive, professional, and culturally safe services while building positive relationships with community members, colleagues, and partners.
• Ability to provide direction and supervision to front line staff and volunteers.
• Able to work independently with minimal day-to-day supervision as well as working within a collaborative team framework.
• Strong problem-solving abilities with the ability to adjust priorities and multi-task as needed in a dynamic environment. 
• Ability to facilitate group activities. 
• Intermediate computer skills including MS Office.  
• As a Tla’amin employee and leader, ability to uphold and demonstrate the principles of ʔəms taʔow (accountability, communication, discipline, fairness, honesty, humility, integrity, respect, sharing, and spirituality) in all areas of work.

Working Environment
Work is performed in a variety of office and community settings. Evening and weekend work may be required. Occasional travel to attend meetings or training is required.
