Primary Function

• The Supervisor is directly responsible for the operations, maintenance and budgetary management of Halifax Water wastewater treatment facilities and related infrastructure for the purpose of environmental protection, regulatory compliance, and public health. This position requires a high degree of decision making skills and requires working independently.

Duties & Responsibilities

Process / Technical

• Responsible for day-to-day facility infrastructure and facility performance including physical, biological, chemical treatment stages and process equipment in order to comply with regulatory effluent discharge parameters.
• Directs and schedules all mechanical/electrical repairs or upgrades, installation of new equipment, routine/preventative maintenance programs, as well as ensuring high quality internal and external aesthetics of the treatment facilities.
• Oversees facility laboratory management, responsible for ensuring, accurate analyses, current technician training, proper interpretation of laboratory results, and proper implementation of the QA/QC program.
• Recommends plant upgrades/projects and provides technical input for new projects during the design and construction phases.
• Recommends computer software/hardware installations/updates. 

Supervisory

• Participates in new hire interviews, disciplinary action, and may recommend termination.
• Conducts regular staff meetings and ensures good communications.
• Provides direction to union employees including employee development.
• Participates in the development of management activities including the budgeting process, labour relations matters such as collective agreement interpretation and proposal development.
• Prepares work schedules.
• Conducts and reviews performance appraisals, and recognizes and rewards the contributions of staff.
• Approves time /overtime mileage forms and vacation periods. Supervises contractors at their respective treatment facilities.
• Periodically act on behalf of manager(s).

Financial

• Prepares and submits Operations and Capitol budgets, maintains financial spread sheets, accesses Finance system for constant budgetary control.
• Responsible for purchasing all goods and services required for their respective treatment facility.
• Assists in preparation of contract specifications, RFP’s, tender documents (for Procurement) related to new or replacement facility equipment and contractor supplied services.

Reports

• Effective preparation of various detailed technical, operational and financial reports, for Senior management, and/or Federal /Provincial departments.
• Responsible for the compilation and organization of facility data collected by technical staff.

Safety

• Responsible for the safety of staff in compliance with Halifax Water and Nova Scotia Occupational Health and Safety standards and ensures that the surrounding community is not subjected to chemical releases, malodours, explosions, etc.
• Participates in workplace accident/incident investigations.
• Ensures all safety related equipment is available and maintained in compliance with applicable regulations.
• Ensures staff is adequately trained and safety training is up to date.

Other

• Must have effective oral and written communication skills.
• Conducts treatment facility tours for educational and interest groups.
• Wastewater treatment is a specialized field, aside from the “human relations” issues; it requires knowledge in physics, chemistry, biology, and mathematics.
• Supervisors must keep current with all applicable technologies, regulations, training requirements, and union contracts, etc.
• May perform other duties as assigned.

Reports to:  Manager of Wastewater Treatment

Supervises:  Process Technician, Biosolids Operator, Lab Analyst, Building Process Maintainer, Utility Operator, Seasonal Labour

Internal Contacts:  WWT Managers, WWT Staff, Other Halifax Water Business Units, HRM Business Units, Finance

External Contacts:  Federal/Provincial Regulatory Inspectors, Customers, Contractors, Equipment/Goods Representatives and Suppliers, Engineering Consultants’ Staff

Minimum Qualifications

Education and Experience

Minimum Qualifications:

Education:

• Minimum two-year community college technical program applicable to Water or Wastewater Treatment or related discipline; a Level III Nova Scotia Department of Environment and Labour (NSEL) certification (or equivalent) as well as specialized courses in water/wastewater treatment. A combination of industry recognized wastewater treatment, mechanical, electrical, plumbing, or instrumentation training and experience may be considered.

Experience:

• Five years related experience in the wastewater treatment industry with demonstrated supervisory ability.

Certificates / Licenses / Registrations:

• Must have a valid NS driver’s license and be willing to use their own vehicle in accordance with the Mileage Policy.
• Hepatitis A & B Vaccination (non-mandatory).
• Must be willing to undertake and maintain the following safety training:
• First Aid
• WHMIS
• Confined Space Entry
• Fall Protection
• Transportation of Dangerous Goods
• Rigging
• Lockout/Tagout
• H2S Awarenss

Knowledge, Skills and Abilities

• Knowledge of various wastewater/water treatment facilities and associated infrastructure.
• Applicable Federal and Provincial legislation, Environment Act, CCME, OH&S, WHMIS, Halifax Water policies.
• Biological and chemical treatment processes.
• Instrumentation, computerized control and electrical systems.Computer software programs: Microsoft Office, SCADA, and Datastream MP2, etc.
• Ability to react appropriately during emergency conditions.
• Ability to interact effectively with the public, internal, and external customers.
