Overview
The Marine Security Operations Centres (MSOC) provide effective maritime security by collocating agencies with a security and/or safety mandate. The Canadian Coast Guard monitors activities 24/7/365 using radar, LRIT, AIS, INNAV, and provides maritime expertise to identify threats.
Responsibilities
- Collect, analyze, and report maritime data to support operational decision‑making.
- Monitor activities in Canadian waters for the Canadian Coast Guard using radar, LRIT, AIS, INNAV.
- Interpret and assess on‑water activities to detect threats.
- Coordinate with partner agencies (DND, RCMP, CBSA, Transport Canada, Fisheries and Oceans Canada, etc.).
- Provide situational awareness to the National Command Centre (NCC) and maintain a 24/7 strategic communications channel.
- Support the National Incident Management Team during major incidents through alerting, coordination, and information management.
Qualifications & Experience
- Secondary school diploma or approved alternative (e.g., satisfactory PSC test).
- Minimum of two years of experience in an operations centre or maritime operations centre.
- Experience gathering and synthesizing information from multiple sources, conducting analyses, and developing reports.
- Experience in a seagoing or shore‑based work environment within the Canadian Coast Guard operations.
- Experience using navigation, mapping, GIS or other geospatial software.
- Experience in handling sensitive or classified documents.
Knowledge & Skills
- Understanding of maritime domain awareness (MDA) and the Canadian Coast Guard’s contribution.
- Knowledge of MSOC partner agencies, programs, and services.
- Knowledge of intelligence collection and analysis.
- Ability to analyze information and make recommendations to management.
- Ability to work under pressure and set priorities in a changing environment.
- Effective oral and written communication skills.
- Ability to collaborate effectively with partners and/or clients.
- Initiative, judgment, discretion, flexibility, integrity and respect.
Language Requirements
- Official Language Proficiency in English (essential). Bilingual proficiency may be required (BBB/BBB).
Additional / Asset Qualifications
- Post‑secondary education relating to position specialisations.
- Occupational certifications: Transport Canada Marine Certificate of Competency, DND Marine Certificate, MCTS Officer certification, Search & Rescue Coordinator certificate.
- Experience building and maintaining cooperative working relationships with stakeholders.
- Experience analyzing and reporting vessel or vehicle activity.
Operational Requirements
- Willingness and ability to work overtime and on short notice.
- Willingness and availability to travel.
- Willingness to work a variable 24/7 schedule.
- Willingness to wear and maintain a Canadian Coast Guard uniform.
- Secret security clearance required.
