About the Role
The Commander of Logistics is responsible for ensuring the ongoing system planning, evaluation, supervision and oversight of quality control and support services necessary for the safe, effective and efficient provision of services for the Department. The position is responsible for fleet, facilities and equipment maintenance, consumables, pharmacy and is a resource for safety related policies and procedures. The incumbent works as in integral part of the administrative team supporting front-line Superintendents and paramedics.
Job Duties and Responsibilities
Administration of Quality, Safety and Logistics Oversight
- Maintain all aspects of fleet and equipment maintenance including developing and implementing preventative maintenance schedules, ensuring all certifications and insurance requirements are met.
- Manage and monitor contracts with vendors, ensuring purchases and payments are conducted in accordance with the County’s Purchasing Policy and Procedures.
- Responsible for inventory control of all consumables and pharmacy items and will work to ensure adequate systems are in place to minimize waste and meet all relevant standards.
- Participate in vehicle and equipment evaluations, testing, tenders and RFP's, in conjunction with the County’s Procurement Department, as required.
- Develop and maintain vehicle standardization across the system to ensure consistency and efficient use of resources.
- Oversee annual testing requirements including oxygen testing, fit testing and station inspections.
- Oversee and coordinate station maintenance and contracts related to maintenance of paramedic services facilities.
- Monitor the effectiveness of specialized health care equipment, recommend changes to equipment and establish replacement schedules; monitor service and base hospital care and repairs of same equipment and preventative maintenance programs, in accordance with corporate and legislative requirements.
- Develop, monitor, and implement inventory management system, ensuring uninterrupted supply and distribution chains of medical supplies, consumables, and pharmaceuticals.
- Assist in the development and maintenance of policies and procedures pertaining to materials, equipment and resources that will ensure operations are maintained and supervised efficiently, in accordance with applicable legislation, policies, and procedures.
Budget/Finance
- Assist in the development, preparation, and recommendations to the fleet and consumables budgets for the department and participate in the preparation of the operating and capital budgets in consultation with the Deputy Chief, Emergency Operations and Chief of EMS.
- Assist the Deputy Chief in the monitoring of the department’s fleet and consumables budgets, aiding in the monthly variance reports and suggesting corrective action if required.
- Ensure compliance with all County policies and procedures relating to finances, purchasing, use of equipment, vehicles, and asset preservation.
Human Resources Management
- Responsible for Human Resource Management within the area in accordance with County Personnel Policies and current collective agreement.
- Handle as required, staff complaints, grievances and other labour disputes as they occur.
- Participate in the collective bargaining process, as required.
- Responsible for the safety and well-being of staff and the public, ensuring that all regulations, guidelines, legislation, etc. are followed (i.e., Workplace Safety and Insurance Act, Occupational Health & Safety Act) within the facilities and vehicles.
- Work with Human Resources to coordinate WI / WSIB intake and claims of staff.
- Oversee and assign work to employees on modified duties.
- Provide functional direction and assignments to Operations Superintendents to support the execution of logistics, health & safety, and employees on modified duties.
- Participate in Committees or any other labour related follow-up as requested by Management.
- Effectively provide guidance concerning labour relations and risk management in matters arising out of investigations.
- Work with Operations Superintendents, Deputy Chief, Emergency Operations, and front-line staff in attendance management policy oversight.
- Act as a resource for Occupational Health and Safety (OH&S) support for the Department.
Other
- Perform on-call duties as assigned in rotation with other senior EMS staff to support front-line Superintendents and paramedics.
General
- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed

Functional Authority: Provide direction and advice on technical issues and services to Primary and Advanced Care Paramedics, and Operations Superintendents.
What We Are Looking For
Minimum Formal Education
- Minimum of three (3) years’ experience in a management position, preferably related to Emergency Medical Services or Healthcare.
- Education or experience overseeing fleet and/or logistics, supply chain management, and health and safety in a healthcare or related environment.
- Demonstrated knowledge of the Occupational Health and Safety Act, Land Ambulance legislation, and all applicable Acts, regulations, standards and current practices pertaining to quality control and EMS vehicles and equipment is required.
- Completion of Joint Health and Safety certification an asset.
- Possess excellent interpersonal skills, superior analytical, multi-tasking, organizational, customer service, and teamwork skills and the ability to relate to the public, staff and associated health care providers.
- Strong experience with budgeting and expense tracking is required.
- Ability to use and maintain inventory management software.
- Demonstrated ability with word processing, spreadsheet and database software.
- Possess a valid “F” Ontario driver’s license.
