PROJECT OVERVIEW

Ontario Health's ONEID service is a secure identity solution leveraged by the Ministry of Health and numerous health care organizations in Ontario for purposes of accessing patient health information (PHI). The ONEID service enhances protection of PHI and user account information through privacy and security safeguards while providing access to multiple digital health services using the same login credentials.

ONE ID is currently being upgraded to Oracle 12C, and a modernization of the user interfaces is part of the upgrade.

The purpose of this request is to procure one (1) Senior Software Developer, Front End required to perform the role of Angular 10/12 UI Developer within a dedicated team for the ONEID Oracle 12c Upgrade.

DESCRIPTION OF SERVICES

- Develop the ONE ID 12C screens for Service Desk, User Recovery and Management, CPSO and Bulk Registration, and Express Registration using Angular

- Experienced in developing and using custom Angular UI libraries

- Develop single page web applications

- Enhance UI Framework and develop UI Components

- Develop dashboard applications

- Work closely with UI/UX designers to make applications smarter and reduce friction in the user experience

- Produce clean, reusable, performant code and maintain maintainable solutions to enhance the platform's quality

- Diagnose and troubleshoot functional and performance issues, implementing corrective and preventive fixes as required

- Research and implement the latest front-end technologies and standards to ensure the use of the best techniques possible

- Create and maintain code documentation as required

MANDATORY REQUIREMENTS (Candidate must meet all requirements below)

- 2 years+ strong experience with Angular 15+, and 5 years+ other Angular version

- 3 years+ strong experience in using and developing Angular UI libraries

- Strong experience in code review and unit testing

- Good experience with Identity and Access Management

- Proficient with both front end and backend development, including any associated areas such as API design/management and DevOps

- Experience with implementation of approved user interface, design and deployment

- Knowledge and experience with the design and development of REST API services

- Knowledge and experience integrating front-end UI with the constructed API

DESIRABLE REQUIREMENTS (Nice to haves)

- College/University undergraduate degree in Computer Science or Engineering, or related discipline from a recognized institution or equivalent experience

- Knowledge and experience with programming user interfaces and Internet-ready applications

- Knowledge and experience in continuous integration and continuous delivery (CI/CD) methodologies

- A team player with a track record for meeting deadlines; strong relationship building, facilitation, and influencing skills to successfully partner with internal and external stakeholders

- Working knowledge of privacy policies and security principles

- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

- Experience conducting design walkthrough sessions with project team

- Experience in structured methodologies for the development, design, implementation, and maintenance of applications

- Experience in design, code, test, debug, and document applications

- Experience in the use of object and/or third generation language development tools

- Experience in application design, latest design patterns, deployment, and troubleshooting

- Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

- Experience with Application Programming Interface

- Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, and debugging

- Ability to provide post-implementation support and resolve any post-implementation technical issues

- Ability to provide user and system documentation as required

- Proven track record working with Identity and Access Management solutions would be an asset

- Knowledge of leading-edge technologies, design criteria, security and recovery procedures, preparation of technical specifications for installation, testing and performance of integrated, multi-services systems; assess performance and capacity of existing systems making recommendations for improving performance and developing technical documentation

- Experience planning, migrating, implementing, and sustaining large complex system development projects

- Knowledge of JIRA and Confluence

- Experience designing and developing large, complex, highly available, mission-critical server applications

EXPERIENCE / SKILL SET AND EVALUATION CRITERIA

1. Minimum 7 years' experience designing and developing web user interfaces using Angular and 3 years+ with Angular 12+ - 30%

2. Minimum of 7 years' experience with interfacing to RESTful APIs - 20%

3. Experience in developing custom Angular UI libraries using Angular 12+ and using custom Angular libraries for UI development - 20%

4. Minimum of 7 years' experience in code reviews in Angular, JavaScript, and Java - 10%

5. Knowledge and experience with the design and implementation of the overall web application architecture - 10%

6. Proficient with front-end development using Angular 10 and 12 leveraging CI/CD principles - 10%

ADDITIONAL TERMS

Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.

Knowledge Transferred Details:

- The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before the end of the engagement.

- The Candidate must provide design and development-related documentation as part of the knowledge transfer protocol.

- Documents will be reviewed by leads and signed off by the manager.

- The Candidate should provide knowledge transfer to a full-time ONE ID development resource at least four weeks prior to the end of the engagement.

- Project development demo/walkthrough to the team will be required before the end of the agreement.

- Code Reviews will be performed and documented as part of the knowledge transfer process.

- All code is considered OH material and will be checked into the OH code repository.
