Director, Governance Framework Design & Regulatory Liaison

Governance Design & Framework Lead As the Governance Design & Framework Lead, you will define how RBC classifies AI usage risk and establishes the controls and governance decisions required for our AI platform. This strategic leadership role translates business and regulatory requirements into clear, consistent governance frameworks that are transparent, defensible, and automation ready. You’ll be the integrator of governance policy, ensuring that risk classifications drive appropriate controls, controls connect to verification evidence, and decision protocols are operationalizable across the organization.

Responsibilities In the areas listed, you will define risk, establish controls, determine risk and rights. Build automation-first decision protocols, establish escalation, partner with business and compliance stakeholders.

Maintain current understanding of applicable regulatory frameworks including NIST AI RMF, ISO 42001, SR 26-2, OSFI E-23, and EU AI Act

Communicate and interact frequently with RBC partners and/or employees located across Canada and/or worldwide

Qualifications Must-have

10+ years of demonstrated experience designing enterprise governance frameworks, risk classification models, or operating models that balance innovation, regulatory expectations, and business outcomes.

A systems-like thinker with a proven ability to understand how complex technology platforms operate and translate business, regulatory, and technical requirements into scalable governance frameworks and decision protocols.

Ability to thrive in ambiguity and comfortable working in emerging domains where regulations, industry standards, and best practices are rapidly evolving; enjoys defining the path forward when one doesn\'t exist.

Proven ability to partner with engineering, risk, legal, compliance, and executive stakeholders to build alignment and drive enterprise-wide governance decisions.

Experience developing governance frameworks and control models that are transparent, defensible, measurable, and capable of being implemented through technology and business processes.

Experience designing governance, risk or control frameworks within highly regulated industries such as financial services, banking, insurance, healthcare or government.

Proven ability to move from high-level policy and regulatory requirements to practical governance standards that can be consistently adopted across an enterprise.

Nice-to-have

Professional certifications in risk management, governance, or related fields (e.g., CRISC, CGEIT, CISM)

Experience with cloud computing, applications architecture, and system integration in enterprise environments

Background in data architecture development and application security with a focus on continuous improvement

Active participation in industry forums, standard-setting bodies, or working groups focused on AI governance and risk management
