Manager, Project Procurement

The Role

The Project Procurement Manager is responsible for implementing Procurement strategies and the execution of those strategies’ on projects. This will include a team of subcontract administrators, buyers, expediters, field material staff, and materials management systems staff. Ability to support development of any required corporate bid proposals related to Procurement activities; make sure all area projects are compliant with Corporate Procurement Policies, project execution directives, systems implementation, and the annual development of staff to achieve top level Procurement performance.

Responsibilities

• Senior level Procurement Manager and single point of accountability for Procurement performance.
• Besides project specific supervision it is expected that the manager will also take “hands on” responsibility for the preparation of some subcontracts and purchase orders required on the projects.
• Attending meetings, providing Procurement updates and reports as well as liaising with the client.
• Lead and manage the procurement team to ensure delivery of procurement activities and ensure adherence to relevant policies and procedures.
• Ensure Procurement teams work in unison with the Project Team to ensure timely and high quality execution of all subcontractor field work.
• Prepare the project procurement strategy, implementation plans and methods of dealing with the customer's requirements, including preparation of project specific procedures to identify potential risks and customer needs.
• Responsible for budget development and monitoring.
• Participates in writing and review of all major proposals affecting the procurement. Provides procurement consultation to customer and Company management as needed.
• Broad knowledge of business operations and ability to implement and lead organizational change effectively; Solutions are derived from interpreted and applied general information and consultation with other corporate individuals.
• The ability to effectively communicate and present complex program proposals and reports to executive level management.
• Liaise, and maintain strong working relationships, with engineering, planning, project controls, construction and quality management to ensure procurement is aligned to the project requirements. Monitor and make changes as work progresses and report to the Project Manager on progress and updates where required.
• Participate in the project risk assessment workshops and outline the procurement related risks to the project.
• In collaboration with other project disciplines, prepare the project procurement plan to include appropriate mitigation for the risks. Amend and update the project procurement plan as required in changing circumstances.
• Establish and maintain close relations and communication with the customer to ensure procurement is being executed as the contract requires and customer expects, while protecting the company's interests. Maintain and manage the procurement reporting to and from the customer.
• Counsel, assist and direct subordinate in accomplishing the project procurement objectives.
• Identify, develop and implement training to enable staff to more efficiently and effectively perform assigned functions.
• Encourage and promote innovation in obtaining procurement objectives.
• Demonstrate the behavior and business practices outlined in WorleyParsons Vision, codes, policies, procedures and standards (Processes). Implement these Processes, ensure personnel have access to them, regularly undertake reviews to assess compliance, and refer serious breaches to the relevant person or committee.
• Assist in developing, communicating, implementing and regularly review systems, strategies, standards and processes.
• Promote safe, healthy and environmentally friendly workplaces and behavior, including workplaces not managed by WorleyParsons and behavior when not at work.
• Manage workplace illness and injury.
• Acquire and maintain sufficient knowledge and awareness of the workplace environment to identify and manage work hazards and incidents.
• Comply and keep up-to-date with the behavior and business practices outlined in Worley Processes, and with all applicable laws and regulations.

Qualifications

• A recognized university degree in a relevant discipline or equivalent experience in engineering, procurement, business management, law or project/construction management.
• A minimum of 10 years of EP/EPC/EPCM industry experience.
• Progressive leadership experience.
• Qualified and experienced to manage procurement activities related to materials and contracts.
• Ability to supervise and mentor junior and intermediate procurement specialists.
• Excellent organizational, technical writing and verbal communication skills required.
• Procurement professional designation preferred.
