Job Description



Job Purpose:
The Risk Management & Insurance Advisor position is primarily responsible for performing a variety of risk management and insurance duties, including coordination of insurance coverage and claims and developing, implementing and monitoring of risk and insurance management strategies, procedures and training for the organization.

Job Duties and Responsibilities:

Risk Management Coordination
• Establishing and maintaining a Risk Management Plan and Program to reduce losses by identifying operational risk, advising staff on risk mitigation techniques and procuring sufficient risk financing through traditional insurance.
• Investigating, recommending and coordinating a program of self-insurance as annual operating budget and the County’s risk tolerance permits.
• Ensuring recommendations and required risk management and insurance programs from the County’s insurance provider are implemented and followed.
• Recommend indemnity/insurance specifications required for external groups performing work on behalf of the County to best protect County interests.
• Partner with the Procurement Advisor to ensure that adequate insurance coverage specifications are included in all competitive bid specifications.
• Research/source solutions for new/unique risk management issues as they arise through consultation/comparison with other municipalities and professional association resources.

Insurance and Claims Coordination
• Determine the insurance requirements of the County, consult insurers for coverage’s, terms deductibles, premiums, limits, endorsements, certificates and all other matters pertaining to insurance. Monitor program for required revisions.
• Manage self-insurance programs aimed at reducing claims frequency arising from minor incidents on the general insurance program. 
• Build rapport with insurance representatives and attend member advisory meetings. Report significant findings back to County Directors and Managers.
• Liaise with the public, insurance provider, insurance adjusters and obtain legal advice as required.
• Work closely with the Health and Safety team on accident and incident reporting involving insurance claims and losses and inspections of property.
• Research/acquire new insurance products/options as required by evolving County operations and priorities
• Work with Financial and Business Planning Services Department to cross reference insured tangible assets to the fixed asset and costing systems and coordinate required changes. 
• Monitor existing insurance coverage to ensure all tangible assets are accurately reported by departments and adequately insured.
• Identify areas of operational improvement stemming from loss trends; communicate out for further consideration.

Coordination of Insurance and Claims for Additional Named Insureds
• Review all requests for insurance coverage by ANI’s with the County insurers and coordinate and present the recommendations for coverage to Council.
• Coordinate insurance and risk management training and information sessions for ANI’s.
• Work with ANI’s to ensure that the requirements of County risk management policy and requirements by the County’s insurers are met.
• Processing & coordination of claims for ANI’s.

Qualifications



Education and Experience:
• Successful completion of a two (2) year post-secondary program in Risk Management, Public or Business Administration or an insurance-related field such as completion of Chartered Insurance Professional (CIP) designation or the Canadian Risk Management (CRM) designation.
• Completion of the Fellow Charged Insurance Professional (FCIP), considered an asset.
• Five years (5) years direct work experience in an insurance environment, commercial underwriting, property & casualty and automobile claims adjusting, or general insurance brokerage function.

Knowledge, Skills, Abilities: 
• Familiarity with auto, property, boiler and machinery and commercial general liability lines of insurance coverage.
• Insurance adjusting techniques and applicable laws.
• Common law and statutes (Motor Vehicle Act, Municipal Government Act, Occupiers Liability Act, Criminal Code, etc.) affecting operations of a municipality.
• Risk and insurance management principles and practices, as they apply to risk and insurance management programs and business continuity.
• Ability to manage conflicting priorities and frequent interruptions while ensuring goals of the municipality are met.
• Well-developed verbal and written communication skills with a proven ability to operate diplomatically and tactfully.
• Strong time management and organizational skills.
• Demonstrate problem solving and decision-making skills.
• Valid Alberta class 5 driver’s license is required.
• Thorough working knowledge of computers and Microsoft products.

Work Schedule: This permanent, full-time position entails a 35-hour work week. Monday to Friday from 8:30 to 4:30, with some overtime as required to meet operational needs.

Hourly Pay Rate: $57.79 - $67.99
