About the Job:

For the Silvertip Mine in Northern British Columbia, the Community Relations Manager , is the key owner for collaboration, creation, and execution of all community engagement initiatives with Indigenous Groups, local communities and Coeur Silvertip stakeholders. Experience with Indigenous communities, partnerships, planning and implementing programs and training for community members, marketing, and brand recognition, along with strong organization and communication skills are essential requirements for this position.

Responsibilities:

  • Work closely with the Permitting Manager to conduct engagement with Indigenous Nations and the public in support of provincial permitting processes;
  • Produce engagement strategies, plans and permitting-related engagement documentation;
  • Develop strategic plans, programs, and tools to support continuous improvement to the community relations function that align with the site and Corporate engagement operational readiness deliverables;
  • Oversee the implementation and management of stakeholder and engagement information platform(s);
  • Manage direct reports to support evolving project and site requirements;
  • Coordinate, track and manage internal and external reporting obligations and commitments;
  • Review deliverables to ensure alignment with community expectations and interests;
  • Coordinate and participate in the execution of community engagement events, tours and/or functions;
  • Participate and monitor site-level data on social performance and risk management, such as baselines and impact assessments, risk registers, engagement tracking and management plans;
  • Considers risks; communicating, managing, and mitigating as they arise;
  • Participate in negotiations with Indigenous government and organizations;
  • Responsible for the implementation of community programs and partnerships, consistent with Coeur Silvertip policies, site realities and community priorities;
  • Maintain Coeur Silvertip’s overall relationship with local Indigenous communities, in keeping with Coeur values of safety, protect, develop and deliver;
  • Responsible for identifying and implementing outreach programs to our community partners to achieve the goals and commitments of SEPA and IBA;
  • Work closely with the Coeur Human Resources department to develop strong tracking, analytics and reporting indigenous employees;
  • Work closely with the local Employment Officers, Kaska Liaison Officer (KLO), and Coeur Silvertip Human Resources department to identify indigenous candidates for employment opportunities which have been pre-screened by the KLO and meet the minimum qualifications for the position;
  • Coordinate local job fairs with the Human Resources department to assist in sourcing indigenous candidates for employment opportunities;
  • Participate, present, and consult with indigenous leadership with respect to the SEPA, IBA, and other technical working groups as requested by the General Manager and Permitting Manager or Coeur Advisory Committee;
  • Provide quarterly information sessions, or more frequently if requested, as it pertains to positive community interactions, donations, partnership opportunities, outreach programs, training initiatives, business opportunities, etc.;
  • Develop, maintain, and update an indigenous workforce directory with Kaska and Tahltan Employment Officers; to include members who are, or who desire to be, active in the labour force;
  • Responsible for the tracking, management and escalation of any grievances and any unresolved issues identified by indigenous members, including barriers to employment;
  • Make recommendations Coeur leadership respecting workplace retention of indigenous community members;
  • Develop and implement in partnership with Kaska and Tahltan, a framework for cross cultural training, regular training and included in the onsite orientations provided to all new employees;
  • Manage daily correspondence with respect to the SEPA and IBA;
  • Develop and maintain tracking systems to monitor and gather feedback on SEPA and IBA;
  • Perform other related duties as required.

Required Qualifications & Skills:

  • Bachelor’s Degree in business administration, social sciences, sustainable community development, social work, sustainability, public health, participatory research, and/or economic development may be considered;
  • Minimum of 5 years of direct experience in rural communities with an emphasis on working with Indigenous peoples and focus on community engagement, and/or community development;
  • Experience in Indigenous and public engagement in support of B.C. or Yukon permitting and environmental assessment processes;
  • Knowledge and understanding of the culture and history of Northern B.C. and Yukon Indigenous Nations;
  • Knowledge of relevant approaches and methodologies with a detailed understanding of social and community issues;
  • Excellent interpersonal communication skills, which includes being comfortable and effective at communicating complex technical knowledge and concepts to other staff, clients, regulatory agencies, and project stakeholders;
  • Excellent written, communication, and interpersonal skills, including active listening, public speaking and dialogue;
  • Proven ability to identify and manage social risks;
  • Demonstrated planning, organizing, meeting facilitation and program design experience;
  • High degree of initiative, self-motivation, accountability, and independent judgment.
