Your Opportunity at SECURE

As an Environment & Regulatory Advisor – Planning & Development , you will play an important role in supporting SECURE’s commitment to regulatory excellence and responsible operations. You will provide environmental and regulatory expertise across the business, helping teams navigate complex regulatory requirements, develop permitting strategies, support new projects and business opportunities, and identify practical solutions that strengthen compliance while enabling operational success.

This is an opportunity for an experienced environmental and regulatory professional who enjoys working at the intersection of operations, regulatory strategy, project development and business growth. You will work closely with internal teams, government and regulatory agencies, industry associations, consultants, and other stakeholders to influence positive outcomes and support SECURE’s continued growth.

This role is based out of Calgary, Alberta.

The Team

You will join a collaborative Environment & Regulatory team that works closely with Operations, Business Development, HSE and other groups across SECURE. The team values technical expertise, practical problem-solving and strong partnerships, with an emphasis on finding solutions that balance regulatory requirements with the needs of the business.

Work Environment

This role combines office-based work with regular collaboration across SECURE’s operations and project teams. Some travel to operational locations and meetings with regulators, industry groups and other stakeholders will be required.

A Day in The Life

Environmental & Regulatory Support

• Interpret facility permits and regulatory requirements and identify opportunities to improve permitting efficiencies and operational effectiveness.
• Provide environmental and regulatory guidance to managers, supervisors and operational teams to strengthen regulatory awareness and day-to-day compliance.
• Analyze new and changing environmental regulations, industry trends and emerging issues, translating complex requirements into clear recommendations for the business.
• Develop and communicate regulatory alerts, bulletins, advisories, policies and standards.
• Conduct regulatory compliance audits and inspections and recommend actions to strengthen compliance performance.
• Liaise with laboratories, consultants, contractors and other service providers as required.

Planning, Permitting & Business Development

• Develop regulatory strategies, roadmaps and project schedules for new projects, existing facilities and emerging business opportunities.
• Lead and support greenfield and amendment regulatory applications across multiple jurisdictions.
• Advise project teams on regulatory approval strategies, application requirements, schedules and compliance considerations.
• Review project proposals and provide environmental, regulatory and risk-management guidance.
• Coordinate the information and documentation required to obtain regulatory approvals within established project timelines.
• Engage with government agencies and local authorities to support application strategies and project approvals.
• Support field consultation activities associated with permitting and regulatory applications.
• Prepare and deliver project presentations to regulatory agencies, government officials and other stakeholders.
• Maintain accurate facility, permitting and project records.
• Provide environmental and regulatory expertise for client requests, including RFIs, RFPs, RFQs, MSAs and client audits.

Regulatory Strategy & Industry Engagement

• Apply environmental and regulatory expertise to advise internal teams and external stakeholders on complex regulatory matters.
• Identify strategies that reduce compliance risk and operational impacts while supporting new business opportunities.
• Represent SECURE on relevant industry and government committees and ensure the organization’s experience and interests are effectively represented in regulatory discussions.

Management Systems & Continuous Improvement

• Support the implementation and ongoing development of SECURE’s Health, Safety and Environmental Management System (HSEMS), including policies, standards and guidelines.
• Investigate environmental and regulatory incidents, identify trends and develop recommendations to reduce the likelihood of recurrence.
• Develop and deliver internal training related to environmental and regulatory requirements.
• Review environmental and regulatory performance data to identify trends and opportunities to strengthen compliance and emissions-reduction programs.

Regulatory Reporting

• Maintain oversight of regulatory reporting obligations, including NPRI, TIER, CEPA and Statistics Canada requirements.
• Manage environmental consultants and contractors supporting regulatory reporting and related projects.
• Support budgeting, capital planning and forecasting, AFE preparation, project execution and reporting.
• Work with regulatory agencies to establish appropriate and cost-effective reporting and monitoring requirements.

Skills, Experience & Qualifications

• Bachelor’s degree in Environmental Science, Regulatory Affairs or a related field.
• Minimum 5 years of experience in environmental and regulatory planning and development.
• Strong knowledge of Western Canadian environmental and regulatory requirements.
• Demonstrated experience supporting facility, pipeline and well applications across multiple jurisdictions.
• Experience developing permitting strategies and navigating regulatory approval processes.
• Strong project management, organizational and time-management capabilities.
• Ability to interpret complex regulatory information and translate it into clear, practical recommendations.
• Strong written and verbal communication skills with the ability to effectively engage operational teams, senior leaders, regulators and external stakeholders.
• Ability to manage multiple priorities while maintaining strong attention to detail.
• Collaborative approach with the ability to work effectively across departments and operational environments.
• Ability and willingness to travel as required.
• Valid Class 5 Driver’s License.

The Following Are Considered Assets In This Role

• Experience within the Western Canadian waste services and disposal industry.
• Experience working with regulatory agency systems such as DDS, OneStop, KERMIT, eSubmission, IRIS or the Saskatchewan regulatory portal.
• Familiarity with environmental data management, incident management and reporting platforms such as SharePoint, Power BI, SCHOOX or ITRAK.
