As the Leader, Project Delivery, you will foster an inclusive, high-performance environment that advances equity, diversity and inclusion, while prioritizing psychological and physical safety. You will guide teams through complex delivery environments with strong political acumen, balancing strategic leadership with operational execution.

You will oversee the end-to-end delivery of a diverse portfolio of major vertical infrastructure projects, including recreation facilities, firehalls, operations centres, libraries, mixed-use developments, and other critical City assets - ensuring projects are delivered on time and on budget while driving innovative, resilient solutions aligned with Calgary's long-term infrastructure needs. Primary duties include:

• Build inclusive teams, support the development of self and others, while modelling the City's values and promoting respectful workplace behaviors.
• Perform human resource functions within the section and effectively manage resources to achieve results aligned with business goals and develop strategic solutions to address delivery challenges.
• Lead organizational change and empower others to take calculated risks to improve service.
• Provide direction and oversight to staff regarding capital investment initiatives from a broad understanding of capital budgeting process, procurement standards, funding sources, financial systems, tangible capital assets, and asset management.
• Schedule deliverables, risk assessment, mitigation plans, costing, reporting, and sign off of projects.
• Oversee projects as the Project Sponsor in alignment with the approved documentation on scope, cost, and schedule.
• Select contractors and oversee performance from onboarding to substantial completions, progress reports, change requests, cost tracking, permit coordination and facility acceptance.
• Lead work in complex, unstructured situations, managing risk with minimal supervision.
• Respond to corporate, public, media and council related inquiries.
• Prepare forecasts related to project sequencing and investment plans, demonstrate collaboration and application of problem solving and negotiation skills in managing projects.
• Assist in assessing the performance of the asset delivered compared to the initial plan and contract documents, lessons learned, and formally close out and transition the project into facility operations.
• Participate in business and annual work planning to help develop, monitor and manage divisional operating and capital budgets.

Engineering-Specific Duties (if applicable):

• Provide responsible member obligations within the corporation, including overseeing research, and developing and maintaining guidelines, standards, and policies governing design and construction, as well as supporting legal proceedings.

Qualifications

Non-Engineer (M2):

• A degree in Urban Planning, Engineering, Architecture, Business or Public Administration, or a related field and at least 8 years of experience in design and construction project development, oversight and building contract administration.
• Equivalent combinations of experience and education may be considered.

Engineer (M2E):

• A degree in Engineering with at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. All Applicants:

• Experience must include progressive leadership experience.
• Previous experience overseeing delivery of public sector vertical-build projects through planning, design and construction completion is preferred.
• Knowledge with managing design and construction consultants and a Project Management Professional (PMP) designation will be an asset.
• Success in this role requires sound judgment and political acumen through your understanding, navigation and culture of municipal government. It also requires strong communication and relationship management skills to work effectively with all levels of staff, external parties, and the general public.
