Your New Role:
The Proposal Writer & Production, under the direction of the VP of Pursuit, is responsible for leading the proposal process from concept to completion, ensuring full compliance with proposal requirements and deadlines at the Arnprior, Office, as well as supporting the satellite offices if necessary. The Proposal Writer will also assist with all marketing initiatives promoting the internal and external corporate brand for the company.

This is a full-time, permanent position based out of the Arnprior, ON office.

Specific Duties and Responsibilities:
While the Proposal Writer & Production is responsible for a multitude of duties, main elements include but not limited to: 

Proposal Coordination

• Ensures compliance with all Sullivan policies and procedures.


• Coordinate the full proposal lifecycle from opportunity identification and RFP review to submission and post-submission follow-up.


• Develops and supports proposals, both independently and as part of a proposal team.


• Coordinates professional, high quality, compelling proposals through the strategic management of proposal responses to RFPs, RFQs, and RFIs.


• Analyzes and interprets solicitation documents and requirements to Develop proposal schedules, compliance matrices, outlines, and submission plans. 


• Prepares and facilitates proposal kick-off meetings, review sessions, milestone deliverables, production deadlines and submissions.


• Collaborate closely with proposal managers, estimators, project managers, engineers, and senior leadership to gather required content and approvals.


• Manage version control and ensure all documents are reviewed, approved, and submitted on time.


• Coordinates all proposal sections to ensure compliance with RFQs, RFIs, and RFPs.

• Ensures that the brand and messaging in all proposals are consistent with corporate standards.
  

Content Development and Writing

• Draft, edit, and proofread proposal content, including executive summaries, project understanding, methodologies, resumes, project profiles, and company overviews.


• Coordinate content to align with client needs, evaluation criteria, and key differentiators.


• Maintain and update a library of proposal materials such as project sheets, staff bios, safety statistics, and company narratives to streamline future pursuits.


• Ensure all written materials are clear, persuasive, and compliant with submission requirements.


• Defines and manages the proposal response plan, schedules, and internal communications associated with the proposal development including follow-up with contributors.

Design, Layout and Production

• Leads and coordinates proposal production (formatting, graphics, printing, and binding).


• Use Adobe InDesign and the Adobe Creative Suite (InDesign, Illustrator, Photoshop, Acrobat) to design visually appealing, professional-quality proposal documents and presentations.


• Integrate graphics, charts, renderings, and photography to create engaging and readable layouts.


• Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review and approval, entering and monitoring tracking data, coordinating requirements with contributors, contributing proposal status information for review meetings, and transmitting proposals.


• Coordinate printing, binding, and digital submission formats (PDFs, portals, online uploads).


• Maintain consistent branding and visual identity across all proposal and marketing materials.

Collaboration and Process Improvement

• Partner with proposal manager, marketing, estimating, and operations teams to continuously improve the quality and efficiency of proposal submissions.


• Interviews subject matter experts (SMEs) to gather non-technical and technical data.


• Builds an in-depth inventory of core response components.


• Manages proposal response plans, timelines, and internal communications associated with proposal requirements.


• Updates supporting materials to suit the unique requirements of each pursuit (CVs, project profiles, organizational charts, etc.).


• Participate in post-proposal debriefs to gather feedback and identify lessons learned.


• Support corporate marketing initiatives such as brochures, capability statements, and presentations when required.


• Contribute to maintaining a professional proposal database and tracking system.

Health, Safety, and Environmental

• Adheres to all safety procedures and regulatory.


• Communicates and enforces safety standards in conjunction with the Health, Safety and Environmental Officer.
   

Quality

• Adheres to all Sullivan standard processes and procedures established.


• Ensures the quality of produced efforts reflects the Sullivan quality standards core values.

What you will need to succeed:

• 3-5 years of experience in proposal coordination, writing, or marketing.


• Experience in proposal writing within the construction, engineering, or architecture is considered an asset. 


• Is proficient in the use of the MS Office Suite and the Adobe Creative Suite of applications, including Visio and InDesign, or equivalent.


• Post-secondary education in Communications, Marketing, English, Business, or Construction Management is an asset.


• Experience in responding to complex construction RFPs, RFIs, and RFQs.


• Must be able to obtain and maintain a Level II Secret Government Clearance.

Your skills:

• Familiarity with federal, provincial, and municipal government contracting, solicitations, and RFP/RFI/RFQ processes would be an asset.


• Excellent organizational and time-management skills with the ability to manage multiple deadlines simultaneously.

Travel requirements
The Proposal Writer & Production may be required to travel to client meetings and/or project sites for meetings, job showings, and/or photographs.
