Position: Procurement Manager

Location: MaRS Centre, Toronto

Department: Procurement

Reports To: Senior Director, Finance

Hiring Range: $93,000 to $104,500 per annum, commensurate with level of experience; total compensation includes a competitive benefits plan, plus a defined benefit pension plan (HOOPP) 

Hours: 35 hours/week

Position Summary

The Ontario Institute for Cancer Research (OICR) is looking to fill an existing vacancy for a Procurement Manager to lead the Procurement Team at OICR and support the organization’s very diverse procurement and contract management needs. 

Position Responsibilities

• Preparing, issuing and analyzing the organization’s RFX processes with internal and external customers in accordance with the Broader Public Sector Procurement Directive, Trade agreements and the organization’s procurement and related policies.


• Sourcing and qualification of (potential) new suppliers by gathering and analyzing supplier data.


• Contracting for and procurement of materials, equipment and services to meet the needs of OICR’s diverse internal clients, taking into consideration cost, commercial, legal and risk mitigation requirements.


• Reviewing material specifications with client groups through meeting and ongoing communication with suppliers in an effort to maximize value (cost, quality, delivery, warranty) for materials and services.


• Negotiating with suppliers to obtain fair and reasonable pricing, volume discounts and/or vendor of record agreements, leveraging volume purchasing power and monitoring supplier performance.


• Ensuring quality assurance, follow up and maintenance of good business relations with suppliers.


• Identifying relevant government contracts that OICR can leverage in its procurement activities.


• Developing/conducting analysis of management information to inform procurement strategies and thereby leverage OICR’s total procured spend which is approximately $15 million annually.


• Reviewing new contracts and annually reviewing existing contracts, managing any quality assurance or tendering processes that arise from contract reviews or renewals.


• Remaining informed about equipment and supplies available in the marketplace.


• Managing the day-to-day activities of the procurement team.


• Developing, implementing and updating policies, processes and procedures to ensure that procurement activities and contracts are aligned with corporate policies and business strategies.


• Working closely with OICR managers and scientists to ensure that procurement needs are met on a timely basis.


• Managing OICR’s procurement card (P-Card) and travel card program.


• Managing OICR’s asset tagging program for information technology and laboratory equipment and convening the Asset Review Committee as needed to determine the final disposition of surplus and end-of-life assets.


• Working with the Finance team to resolve invoicing/receipt discrepancies.


• Working with the Finance team to identify and record prepaid warranties.


• Working with all departments in the ongoing maintenance of warranties on existing in-use equipment.


• Responding to multiple requests within constrained time frames.


• Identifying, presenting and implementing new and creative procurement strategies.


• Training team and the rest of the organization as needed with regards to procurement processes and policies.


• Remaining informed of new and upcoming procurement policies and trade agreements which would impact OICR


• Any other duties consistent with the job as assigned.

Position Requirements

• Bachelor’s degree in supply chain management, business or a related field, or recognized equivalent.


• Completed Certified Supply Chain Management Professional (CSCMP) designation.

• Proven Broader Public Sector Procurement Directives RFx experience.


• Experience working with an ERP (Enterprise Resource Planning) system like JD Edwards.


• Demonstrated experience in negotiating and reviewing contracts.


• Demonstrated experience in supplier relationship management and supplier qualification.


• Experience with e-procurement initiatives and strategies.


• Working experience in and knowledge of the scientific and/or research fields.


• Action oriented team player with an eye for both strategy and detail.


• Excellent negotiation skills, interpersonal/communication skills and initiative.


• Excellent customer service skills.


• Excellent process/project management skills.


• Working experience and knowledge of Microsoft Office.
