    POSITION SUMMARY

    As Capital Assets Project Manager at the University of St. Michael's College (USMC), the position will oversee the development and implementation of project plans and workflows within the Facilities & Services team. Working closely with the Director, Facilities & Services, the position will help advance vital and dynamic initiatives, while managing key collaborations with other departments within the organization. The position is the primary point of contact for the management of capital assets on campus, including building structures, systems, infrastructure, and grounds. Demonstrated project management experience and ability to drive change through data-driven recommendations, in-depth analysis of components and systems performance, and collaboration with specialized consultants will ensure that high-quality budget-conscious projects are consistently and efficiently implemented throughout the campus.

    DUTIES AND RESPONSIBILITIES

    Management of Asset Management Database

    • As the campus expert on asset management software (Streamlined Asset Management - SLAM), manage the capital assets inventory and data system to accurately reflect component replacements and system renovations.
    • Analyze asset management software information to establish priorities and risks associated with individual capital asset components (all aspects including but not limited to building envelope, interior finishes, mechanical and electrical services, etc…).
    • Prepare reports as requested by Bursar's Office, Facilities & Services, Finance, Office of the President. Effectively utilize data to generate a variety of reports for use by various University offices and funding government bodies.
    • Conduct inspections of the USMC capital assets, as required, and update the asset management database to ensure accuracy of system components, performance, condition and remaining useful life.

    Strategic Planning

    • Provide primary oversight and responsibility for the strategic building maintenance and deferred maintenance plans for USMC. Develop strategic maintenance plans and budget forecasts (short-term (2-years), mid-term (5-years), and long-term (10-years)) to address deferred maintenance and manage Facility Condition Index (FCI) levels.
    • Provide expert advice to Facilities & Services team, Finance and the Bursar's Office, regarding deferred building maintenance. Utilize data and broad market sector knowledge of construction, renovation, and utilities, etc… to prepare and present business cases and obtain buy-in for the best strategic options for the campus.
    • Prepare proposed capital asset management plans in alignment with St. Mike's 180 priorities, various departmental, campus and University missions, as well as day-to-day building user needs.
    • Prepare documentation required to assist fiscal budget planning, approvals and allocation of annual operating and capital budgets.
    • Interact closely with the Director, Facilities & Services, when assessing problems and determining whether components or equipment should be repaired or replaced.
    • Work closely with Managers and Department Heads to include sustainability measures and initiatives into the capital asset management plans.
    • Gather input and needs assessments, to align capital project renewal plans with academic needs.
    • Conduct research, analysis and prepare materials for feasibility studies for contemplated maintenance projects to develop and include in strategic plans.

    Risk Management

    • Conduct risk assessments for all capital asset management plans to mitigate risks (e.g. safety, code compliance, master plan integration etc…)
    • Evaluate the impact of all possible maintenance projects. Identifies secondary effects and potential knock-on effects when presenting building maintenance and deferred maintenance plans.
    • Maintain good working knowledge of the USMC master plan, open space and landscape plans, and applicable local authorities having jurisdiction by-laws and plans, to anticipate and manage risks.
    • Prepare notices and updates to the Office of Communications and correspond with the USMC community when campus projects or other Facilities & Services activities impact regular campus operations.
    • Project Management

      • Project Management from inception through to end of implementation, including but not limited to scope development, engagement of consultants, review of tender documents, collaborate with Procurement team during the bid process, make recommendation for award of projects, and project management and contract administration.
      • Drive project deliverables that align with USMC priorities, timelines, and budgets. Monitor and track progress (milestones, critical paths, project timelines), manage changes, conflicts and escalations that may arise.
      • Direct vendors, contractors, and staff to meet or exceed acceptable industry quality standards, and ensure University standards and policies are adhered to.
      • Address matters brought forward by Department Managers as they relate to building maintenance and operations.
      • Review consultant and contractor service submissions/reports for accuracy and feasibility, ensuring that the submissions are accurate and representative of USMC needs.
      • Manage capital Improvement projects, $50K in value and above, in conjunction with Director, Facilities & Services and other USMC stakeholders.
      • Guide department staff by providing the necessary direction and training to complete department/project work, based on knowledge of department procedures and specialized expertise.

      Management/Supervision

      • Oversee the operations of grounds: soft and hard landscaping, recycling and solid waste management, summer grounds maintenance, snow removal, ice rink operations.
      • Oversee improvement projects to the campus grounds, adhering to the campus master plans. Bi-annual review of campus hardscapes with the Groundskeeping team to ensure all areas of the campus are safe for the USMC community and the public utilizing the campus grounds.
      • Collaborate with the Ground Coordinator, as required, to engage an Arborist or other grounds specialists when necessary.
      • Supervise Facilities & Services/Plant staff, as required.

      Health and Safety

      • Ensure compliance with Health and Safety policies and procedures, in all matters including exterior vendors, contractors and consultants.
      • Responsible for maintaining a healthy and safe campus environment campus-wide.

      SKILLS & QUALIFICATIONS

      • Minimum five (5) years of related experience overseeing a range of projects ranging in size and complexity, including some related experience in design and construction.
      • University degree in Engineering (Civil/Electrical/Mechanical) or Architecture with professional designation.
      • Certified Energy Management, WELL and/or LEED accreditation strongly preferred.
      • PMP Certification is an asset.
      • Demonstrated experience in managing a variety of capital projects (building envelope, structural, HVAC, plumbing, electrical, civil, interior improvements, grounds, etc…), budget management and timeline forecasts.
      • Extensive and comprehensive working knowledge of construction administration, standard forms of contracts, multiple project delivery methodologies and applicable laws.
      • Advanced working experience with SLAM asset management software experience, or acceptable equivalent.
      • Working knowledge of the Ontario Building Code, Electrical Code, and other applicable codes and by-laws.
      • Working familiarity of sustainable, heritage, accessibility, construction practices, standards and technologies is an asset.
      • Strong computer skills, including Microsoft Office (Word, Excel, PowerPoint, MS Project etc…).
      • Advanced knowledge of AutoCAD, or equivalent required, including the ability to read and understand construction drawings and interpret design drawings, schematics, technical specifications and details.
      • Ability to work in a highly collaborative fast-paced team environment.
      • Proven ability to respond to frequently changing priorities.
      • Strong multi-tasking skills with the ability to prioritize tasks.
      • Excellent attention to detail, organized, and procedural.
      • Demonstrated problem-solving and decision-making skills.
      • Exceptional communicator, verbal, written, and listening.
      • Strong command of the English language and superior oral and written communication skills; superior interpersonal skills with the ability to present in front of stakeholders.
      • Well-developed leadership, conflict resolution, diplomacy, interpersonal and persuasive skills to establish and maintain business relationships with consultants, contractors, community groups, staff, faculty and students.
      • Demonstrated self-directed and independent problem-solving work experience, including the ability to effectively work remotely.
