It’s an exciting time to join the Maintenance and Delivery Section within Transportation Services, who leads the Divisions state-of-good-repair and capital project delivery programs to ensure Toronto’s streets are vibrant, safe and well maintained. The Maintenance and Delivery section is responsible for a significant maintenance and capital delivery portfolio that ranges from street, sidewalk, and bikeway repairs, multi-modal capital project delivery, electrical capital and maintenance delivery, and the installation and maintenance of signage and pavement markings.

Contract Development, Delivery and Inspections (CDDI):

We are currently recruiting for the manager of the CDDI Area 1 (Downtown Toronto, East York and Scarborough) unit. CDDI is at the forefront of delivering operating and capital programs with a strong focus on sustainability, equity, and multi-modal transportation solutions. CDDI delivers road resurfacings, expressway maintenance, bridge maintenance, sidewalk repairs, new sidewalks and bikeways, green infrastructure and so much more.

As a manager, you'll lead a diverse team comprised of exceptional staff that develop and manage multiple permanent public right of way maintenance and capital project contracts including determine the scope of maintenance programs, prioritizing competing maintenance requests, effectively managing staff who oversee contractors and contractor performance. This position also oversees the downtown Toronto area, which offers the complex challenge of managing overlapping projects, priorities, and many of Toronto’s important historical, tourist, and Business Improvement Area sites.

Further, this position leads the small-scale civil delivery team who implements citywide multi-modal projects including new sidewalks, bulb-outs, key cycling connections and complex pavement marking projects.

Among your other key responsibilities, you will support the execution of winter maintenance services for all roads, sidewalks, and bike lanes within a specified geographic area. 

Major Responsibilities:

As the Manager, you will report directly to the Director of Maintenance and Delivery Services. You’ll provide team and project management, and technical expertise in the planning, construction and operations of transportation infrastructure. Everyday you’ll review and direct the work of staff in preparing bid packages and delivering awarded contracts. 

This leadership position includes responsibility for ongoing or annual street maintenance programs, engineering proposals, winter maintenance programs, and new initiatives, as well as ensuring compliance within guidelines and budget.

You will manage competing priorities for new maintenance projects and programs, while always ensuring the best outcomes for residents we serve. This is a high volume program with many opportunities to shape service levels, tracking and program scopes.

You’ll lead a talented multi-disciplinary project team of approximately 55 staff, and supervise or direct professional engineers, technical and administrative personnel, while ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.

You’ll ensure that project expenditures are controlled and maintained within approved budget limitations and participate in preparing capital and operational budgets, and deal with complex cost-sharing arrangements for the construction of municipal infrastructure. 

You'll also be expected to be able to read, interpret and report back on technical documents, drawings and specification in a timely manner.

An effective communicator, you’ll represent the Division/Department at meetings with the public, stakeholders and councillors, and act as a leader on the Department’s behalf at project and organizational meetings with other City divisions, contractors, partners and members of the public

Key Qualifications:

Among the strengths you bring to the role, the Manager of CDDI is expected to meet the following key qualifications:

1. Post-secondary education in Civil Engineering, Transportation or Planning, or public administration and/or an equivalent combination of education and experience.
2. Extensive experience in contract development and delivering large operations and multi-modal construction contracts from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
3. Considerable management experience with an emphasis on continuous improvement and development of team culture, morale and individual staff development to promote and support a high-performing team.
4. Considerable experience developing and overseeing annual operating and capital budget within a municipal/governmental setting
5. Experience managing within an operations and maintenance management field and/or considerable experience within transportation - related to road operations management issues such as road signs and pavement marking; roads, operations & maintenance; contract development delivery and inspections.
6. Excellent customer service and interpersonal skills including in relationship building, fostering positive and constructive relations.
7. Excellent analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively
8. Experience or excitement to learn Maximo would be considered an asset.
9. Possession of, and ability to maintain, a valid Province of Ontario Class "G" Driver's Licence, and access to a personal vehicle.
