Office Location – LLK Administration Building – Field Based Role, Rotation
The Field HSE Advisor’s primary focus will be implementation of the established Health Safety Security and Environment (HSE) Plan for the Project.
The Field HSE Advisors will report to the HSE Manager, receive daily direction in regard to work activities from the Construction Manager, Field Safety Lead and receive functional support from the CNOOC HSE Field Team.
The responsibilities of the HSE Field Advisors:
- Deliver project specific safety orientations for all workers, visitors, supervisors and managers arriving for COOEC projects.
- Performs data entry, generates spreadsheets and metrics demonstrating safety initiative (their progress and/or failure).
- Responsible for keeping all HSE files up to date and note any changes or amendments to files as soon as they are complete.
- Responsible for HSE administrative activities (statistics gathering and reporting, training records, actions logs, document filing and retention, daily/weekly/monthly HSE reporting, etc.)Responsible for taking HSE meeting minutes and distributing the information to the appropriate parties as needed.
- Ensure timely updating, implementation and communication of changes to HSE owned documents when the need for revisions are identified.
- Responsible for ensuring that all HSE documents are appropriately filed and are complete as per appropriate health and safety legislation.
- Coordinate and support the CMT in the management of all Contractors regarding the Project HSE Plan
- Provide leadership / guidance, when required, regarding HSE related regulations and standards in Alberta
- Coordinate the field level implementation of the Project HSE Program
- Participate in all contractor HSE activities (inspections, toolbox meetings, weekly meetings, etc.)
- Help promote CNOOC’s Life Saving Rules and Stop Work Authority
- Conduct HSE audits and inspections in accordance with the Project HSE Plan
- Review of Contractor risk assessment processes (JSAs, FLHAs, etc.)
- Provide support in response to project incidents / events (reporting, investigation, documentation)
- Ensure the requirements and expectations of the Project HSE Plan are being met
- Provide guidance regarding the Project HSE system to the Contractors, working with contractor HSE personnel
- Ensure appropriate programs are implemented and maintained to support medical emergencies
- Ensure appropriate emergency management plans are established, maintained and tested (preparation and response) for project related emergencies
- Participate in all contractor HSE activities (inspections, toolbox meetings, weekly meetings, etc.)
Requirements
- A certificate in Occupational Health and Safety preferred.
- At least 5 + years experience Health and Safety role.
- H2S, WHMIS, CSTS or GSO
- Advanced proficiency with database applications and administration systems, specifically Microsoft Office.
- Must possess excellent interpersonal skills.
- Strong organizational skills and time management skills are necessary.
- Strong English communication skills (both verbal and written).
- Must be a highly motivated, service, and team-oriented individual with an attention to detail.
- Must possess a clear understanding of confidentiality and the importance of it.
- Must be detail-oriented and able to juggle multiple demands.
