Job Summary

This role is pivotal in shaping the Public Policy Centre’s research agenda through high-quality economic analysis, quantitative modeling, and policy evaluation. This role will lead and contribute to high-impact research projects, translate complex economic insights into actionable policy recommendations, and engage with policymakers, media, and other stakeholders. They will collaborate across teams and contribute to publications and knowledge sharing, fostering a dynamic and collaborative research environment.

Principal Duties And Responsibilities Include

Understanding the Business

  • Demonstrates broad knowledge offerings of CSA Standards
  • Understands the CSA Group value proposition of business opportunities identified in the Public Policy strategic plan for Canada. Drives and closes those opportunities in support of CSA Standards.

Working Well With Others

  • Works collaboratively with interdisciplinary researchers and external partners.
  • Contributes to multi-stakeholder consultations, roundtables, workshops, and conferences.
  • Develops and maintains strong working relationships with external stakeholders engaged in policy domains across government, industry and academia
  • Works closely with other Standards team members and corporate functions.

Delivering Results

Research and Analysis

  • Conducts empirical economic research on topics such as health and social policy, labour markets, productivity, taxation, social policy, innovation, housing, climate economics, or fiscal policy
  • Designs and execute quantitative analyses using microdata, administrative data, or macroeconomic datasets.
  • Develops economic models or simulations to assess policy impacts.
  • Monitors economic trends and emerging policy issues relevant to the Policy Centre’s mandate.

Publications & Communication

  • Produces high-quality research outputs, including reports, briefing notes, policy papers, blog posts, and op-eds.
  • Presents research findings to policymakers, partner organizations, stakeholders, and public audiences.
  • Translates technical economic concepts into accessible insights for non-expert audiences.

Thought Leadership

  • Provides expert commentary to media upon request.
  • Represents the organization in academic, policy, and public forums.
  • Helps shape the strategic direction of the research program.
  • Other duties as required.

Education And Experience

  • Master’s degree or PhD in Economics, Public Policy, Applied Economics, or a related field.
  • 5-7 years of work-related experience
  • Strong grounding in microeconomics, macroeconomics, econometrics, or public finance.
  • Demonstrated ability to conduct rigorous quantitative analysis using statistical software (e.g., Stata, R, Python).
  • Excellent writing skills, with experience producing policy-relevant research.
  • Ability to communicate complex economic concepts clearly to diverse audiences.
  • Fluency in French is a requirement for candidates hired for our Quebec office.
  • Fluency in English is a requirement to meet the needs of our clients outside of Quebec.

Preferred

  • Prior experience in a think tank, academic research centre, government department, or international organization.
  • Familiarity with Canadian policy issues (or relevant regional context).
  • Experience accessing and working with large datasets.
  • Comfort engaging with media or public audiences.

The typical hiring range for this position is $98,490 - $129,270 CAD gross annually. The actual base pay offered will depend on factors such as education, licenses, certifications and experience. As part of our total rewards offering, permanent employees in this position may be eligible for our annual bonus program, subject to program eligibility requirements.

Ce poste joue un rôle central dans l'élaboration du programme de recherche du Centre des politiques publiques grâce à des analyses économiques de haute qualité, à la modélisation quantitative et à l'évaluation des politiques. Le titulaire de ce poste dirigera et contribuera à des projets de recherche à fort impact, traduira des analyses économiques complexes en recommandations politiques concrètes et dialoguera avec les décideurs politiques, les médias et d'autres parties prenantes. Il collaborera avec les différentes équipes et contribuera aux publications et au partage des connaissances, favorisant ainsi un environnement de recherche dynamique et collaboratif.

Compréhension du contexte commercial

  • Fait preuve d’une connaissance approfondie de l’offre des normes CSA.
  • Comprend la proposition de valeur du Groupe CSA en matière d’opportunités commerciales identifiées dans le plan stratégique de politique publique pour le Canada.
  • Sait saisir et concrétiser ces opportunités afin de promouvoir les normes CSA.

Capacité à travailler en équipe

  • Travaille en collaboration avec des chercheurs issus de disciplines variées et des partenaires externes.
  • Participe à des consultations multipartites, des tables rondes, des ateliers et des conférences.
  • Établit et entretient de solides relations de travail avec les parties prenantes externes impliquées dans les domaines politiques au sein du gouvernement, de l'industrie et du milieu universitaire.
  • Travaille en étroite collaboration avec les autres membres de l'équipe des normes et les fonctions corporate.

Recherche et analyse

  • Mène des recherches économiques empiriques sur des thèmes tels que la santé et la politique sociale, les marchés du travail, la productivité, la fiscalité, l’innovation, le logement, l’économie du climat ou la politique budgétaire.
  • Conçoit et réalise des analyses quantitatives à partir de microdonnées, de données administratives ou d’ensembles de données macroéconomiques.
  • Élabore des modèles économiques ou des simulations pour évaluer l’impact des politiques.
  • Suit les tendances économiques et les nouveaux enjeux politiques relevant du mandat du Centre des politiques.

Publications et communication

  • Produit des résultats de recherche de haute qualité, notamment des rapports, des notes d'information, des documents d'orientation, des articles de blog et des tribunes libres.
  • Présente les résultats de recherche aux décideurs politiques, aux organisations partenaires, aux parties prenantes et au grand public.
  • Traduit des concepts économiques techniques en informations accessibles à un public non spécialisé.

Leadership éclairé

Formation Et Expérience

  • Master ou doctorat en économie, politique publique, économie appliquée ou dans un domaine connexe.
  • 5 à 7 ans d'expérience professionnelle
  • Solides bases en microéconomie, macroéconomie, économétrie ou finances publiques.
  • Capacité avérée à mener des analyses quantitatives rigoureuses à l'aide de logiciels statistiques (par exemple, Stata, R, Python).
  • Excellentes compétences rédactionnelles, avec une expérience dans la production de recherches pertinentes pour l'élaboration des politiques.
  • Capacité à communiquer clairement des concepts économiques complexes à des publics variés.
  • La maîtrise du français est obligatoire pour les candidats recrutés pour notre bureau du Québec.
  • La maîtrise de l'anglais est obligatoire pour répondre aux besoins de nos clients hors du Québec.

La fourchette salariale habituelle pour ce poste est comprise entre 98 490 et 129 270 dollars canadiens bruts par an. Le salaire de base effectivement proposé dépendra de facteurs tels que la formation, les permis, les certifications et l'expérience. Dans le cadre de notre programme de rémunération globale, les employés permanents occupant ce poste peuvent être éligibles à notre programme de primes annuelles, sous réserve des conditions d'éligibilité prévues par ce programme.
