Salary Range: $66,697 - $83,372 - $100,046 (Typical hiring range: $71,000 - $79,000)

The Evaluation team works across HEC to:
- Design and implement organizational monitoring and evaluation approaches,
- Analyze and interpret data,
- Produce valid, credible evidence for learning and decision-making,
- Function as the primary evaluation contacts across the organization, and
- Provide centralized evaluation support for all of HEC.
At HEC, evaluation is a versatile and pragmatic tool that supports improvement and demonstrates organizational performance. This includes: measuring efforts towards HEC’s strategy, evaluating programs/initiatives/activities for effectiveness, evaluating internal processes, and delivering activities that build organizational and staff evaluation capacity. The analysis and recommendations garnered from our evaluative practices aid decision makers to better assess value and efficiency, document achievements, more quickly adapt, and focus our collective efforts towards continued improvements.
Reporting to the Director, Measurement & Evaluation, the Evaluation Lead assists with the planning, development and implementation of HEC’s corporate and program performance measurement and evaluation activities, and related analysis in collaboration with program leads and key stakeholders. As part of a team, the Evaluation Lead helps to ensure that HEC has appropriate performance and evaluation evidence upon which to conduct sound analysis, make key decisions and to account for results to its stakeholders.
Your core responsibilities include:
- Supports the implementation of HEC’s evaluation strategy and activities in alignment with HEC’s Logic Model and Performance Measurement Framework (PMF).
- Supports HEC programs with the design and implementation of evaluation plans, intervention projects and program level instrument design and analysis, to ensure consistent data collection, analysis and data management practices are adhered to across HEC programs.
- Participates in activities to inform new instrument design, data coding, analysis and communication of program and corporate results. This may include helping to develop or adapt evaluation methods and techniques most appropriate for HEC initiatives (e.g., social network analysis, real-time data collection, indicator development) based on best practices.
- Assists in the development, implementation, and dissemination of evaluation and performance measurement training materials and workshops.
- Compiles, analyzes, and synthesizes HEC’s program evaluative data to inform HEC’s strategy, ongoing evaluation, and continuous quality improvement (CQI) activities.

Education and experience you will need to have:
- Bachelor’s degree in social sciences, health sciences, or a related field (e.g., economics, public administration, public health, epidemiology), with a quantitative research background is required.
- Credentialed Evaluator designation is preferred.
- Minimum of three (3) years progressive experience in evaluation (conducting quantitative, qualitative, and mixed methods research analysis) is required. This includes applying quantitative and qualitative methodologies, coding and cleaning data, and analyzing and reporting on data, preferably in healthcare or a not-for-profit (NFP) organization.
- Bilingual in French and English is preferred (English communication skills at Advanced “C” level required).
- Advanced computer software skills in Microsoft Office suite and virtual environment are required.
- Experience using statistical analysis tools (e.g., SPSS) and using qualitative analysis software (e.g., NVivo) is required.
- Knowledge and experience using mixed-methods (quantitative and qualitative) approaches to research and evaluation planning, design, implementation, analysis, and reporting is required.

Chez ESC, l’évaluation est un outil souple et pragmatique qui favorise l’amélioration et met en évidence les performances de l’organisme. Cela comprend l’évaluation des efforts dans le cadre de la stratégie d’ESC et des processus internes, la mesure de l’efficacité des programmes, initiatives et activités, et la réalisation d’activités qui visent à renforcer les capacités d’évaluation au niveau du personnel et de l’organisme. Les analyses et les recommandations issues de nos pratiques d’évaluation aident les décideurs à mieux évaluer la pertinence et l’efficience, à documenter leurs réalisations, à s’adapter plus rapidement et à concentrer leurs efforts collectifs sur l’amélioration continue.
Sous la responsabilité de la directrice Mesure et évaluation, la personne titulaire du poste participe à la planification, au développement et à la mise en œuvre des activités d’évaluation et de mesure du rendement de l’organisme et des programmes, ainsi que toute analyse connexe, en collaboration avec les responsables de programme et parties prenantes clés. Elle travaille en équipe et veille à ce qu’ESC dispose de données d’évaluation et de rendement appropriées pour effectuer des analyses approfondies, prendre des décisions importantes et rendre compte des résultats à ses parties prenantes.
Responsabilités principales :
- Appuyer la mise en œuvre des activités et de la stratégie d’évaluation d’ESC conformément au modèle logique et au cadre de mesure du rendement (CMR) de l’organisme.
- Appuyer les programmes d’ESC à travers la conception et la mise en place de plans d’évaluation, de projets d’intervention et la conception et l’analyse d’instruments de mesure, et ainsi veiller à l’adoption de pratiques exemplaires en termes de collecte, d’analyse et de gestion des données par l’ensemble des programmes d’ESC.
- Participer aux activités liées à la conception de nouveaux outils, au codage des données et à l’analyse et la communication des performances des programmes et de l’organisme. Par exemple, aider à développer ou adapter des méthodes et techniques d’évaluation selon les besoins des initiatives d’ESC (analyse des réseaux sociaux, collecte de données en temps réel, création d’indicateurs) et conformément aux pratiques exemplaires.
- Prendre part au développement, à la mise en œuvre et à la dissémination de matériel de formation (documents et ateliers) sur l’évaluation et la mesure du rendement.
- Rassembler, analyser et synthétiser les données d’évaluation des programmes d’ESC afin d’orienter la stratégie, l’évaluation et l’amélioration continue de la qualité (ACQ).

Expérience et qualifications demandées :
- Baccalauréat en sciences sociales, en sciences de la santé ou dans une discipline connexe (par exemple, économie, administration publique, santé publique, épidémiologie) avec formation en recherche quantitative.
- Titre d’évaluateur qualifié ou évaluatrice qualifiée, un atout.
- Au moins trois (3) ans d’expérience progressive dans le domaine de la mesure et de l’évaluation (conduite d’études quantitatives, qualitatives et à méthodes mixtes), notamment l’application de méthodologies quantitatives et qualitatives, le codage, le nettoyage, l’analyse et la communication des données, de préférence dans un organisme de santé ou sans but lucratif.
- Bilinguisme anglais-français de préférence (niveau C – avancé – en communication en anglais obligatoire).
- Excellente connaissance de la suite et de l’environnement virtuel Microsoft Office.
- Expérience avec les outils d’analyse statistique (par exemple, SPSS) et les logiciels d’analyse qualitative (par exemple, NVivo).
- Connaissance et expérience d’utilisation de méthodes mixtes (études quantitatives et qualitatives) dans la conduite d’études et la planification, la conception, la mise en œuvre, l’analyse et la production de rapports d’évaluation.
