Position Overview

The Government Services Integration Cluster is seeking a Senior Business Analyst to lead and conduct comprehensive business analysis activities for complex I&IT initiatives.

The successful candidate will work closely with business stakeholders, subject matter experts, project teams, developers, QA specialists, and other technical stakeholders to understand business needs, define requirements, assess business problems and opportunities, and translate requirements into effective technology solutions.

The role requires strong experience with business analysis, requirements gathering, business process reengineering, business architecture, Agile/Scrum delivery, business cases, options analysis, stakeholder engagement, documentation, user stories, use cases, process modeling, and technical solution alignment .

The successful candidate must be comfortable working in a 100% onsite environment in Toronto, five days per week .

Key Responsibilities

Business Analysis & Requirements

• Lead and conduct business analysis to assess client business problems and opportunities.
  
• Gather, elicit, analyze, document, validate, and manage business and technical requirements.

• Ensure recommended solutions comply with enterprise and cluster standards and directions.
  
• Maintain awareness of emerging I&IT trends and technologies.
  
• Translate business and data requirements into specifications that support appropriate technology solutions.
  

Change Management & User Adoption

• Lead and support change management activities.
  
• Define change scope and conduct impact assessments.
  
• Develop training and communication strategies for end users.
  
• Support end-user adoption of new systems and process changes.
  
• Communicate system and process changes clearly to technical and non-technical stakeholders.
  
• Apply user-centered design principles to improve usability and user adoption.
  

UX & Design

• Support user experience, functional, and technical design activities.

• Use tools such as Figma to translate business requirements into user-friendly digital interfaces.
  
• Effectively communicate design concepts and development processes to stakeholders.
  

QA / Testing / UAT

• Apply knowledge of quality assurance methodologies and testing processes.
  
• Support and/or participate in User Acceptance Testing (UAT) .
  
• Ensure business requirements are validated against system functionality before deployment.
  
• Work closely with QA teams to identify and resolve requirement-related issues.
  
• Support quality assurance of business solution recommendations and implementations.
  

Production Support & Problem Resolution

• Oversee ongoing production support and configuration management activities.
  
• Lead problem identification and resolution activities.
  
• Monitor progress, resolve issues, and report regularly to management and stakeholders.
  
• Identify risks, assess impacts, and develop appropriate mitigation strategies.
  
• Ensure timely resolution of production and project issues.
  

Procurement / RFP Support

• Lead and participate in Requests for Proposals (RFPs).
  
• Focus on defining client requirements and evaluating vendor responses.
  
• Assess proposed I&IT business and/or infrastructure solutions against business needs and requirements.
  

Project & Stakeholder Management

• Plan, coordinate, and lead assigned business analysis, process improvement, architecture, or infrastructure activities within defined risk, time, and resource constraints.
  
• Balance competing priorities and manage stakeholder expectations.
  
• Provide technical leadership, functional business analysis, and architecture expertise to project staff, colleagues, and clients.
  
• Work collaboratively with developers, QA specialists, business stakeholders, project managers, architects, and other cross-functional teams.
  
• Monitor project progress and communicate status, risks, issues, and recommendations.
