COORDINATOR RECYCLING & WASTE MANAGEMENT

Job Summary

To develop and implement waste management and recycling programs in City office workplaces, bring about awareness of waste diversion and recycling initiatives, and ensure adherence to applicable legislation and regulation and Council's waste diversion targets.

Major Responsibilities

• Prepares policies and guidelines for waste management programs aimed at promoting waste diversion and energy reduction activities throughout City facilities.
• Ensures major City Corporate Real Estate Management (CREM) managed workplaces, including Toronto Police occupied buildings have active waste diversion programs. Monitors recycling from time to time to ensure that materials are being diverted correctly.
• Liaise with Environment, Climate & Forestry to update corporate-wide initiatives such as the 'Green Team' to identify areas of potential waste diversion in CREM managed facilities. Liaises with senior CREM management to ensure waste diversion plans represent the strategic direction of the division while meeting Council's objectives.
• Liaises with One FM staff, private contractors, and Solid Waste Management, to ensure efficiencies in waste management and recycling programs. Coordinates the City's "Green Bin" program in CREM facilities.
• Assists Divisions, Agencies, and, Corporations to meet Transform TO and Council's waste diversion targets through the implementation of efficient and effective recycling and waste management programs. Updates waste diversion plans for CREM in keeping with Council's waste diversion policy.
• Administers contracts for CREM and 14 Divisions to ensure the collection and disposal of confidential documents. Liaises with the Purchasing department (PMMD) to prepare contract documents.
• Coordinates waste audits in CREM facilities and works with PMMD to initiate and award Contracts.
• Coordinates and arranges the disposal of hazardous and controlled wastes.
• Provides expert advise to CREM, Divisions, Agencies, and Corporations with respect to waste diversion in the workplace.
• Work with Stakeholders to ensure waste management programs are installed in new buildings.. Liaise with Solid Waste Management Services to arrange collection schedules for Clients.
• Initiates communications to promote awareness of waste management and recycling program to City staff. Create and updates written material posted on the CREM - PMO intranet site and liaises with the strategic communications staff with respect to content design.
• Provides written response to inquiries received from City staff and the public, in relation to waste management issues.
• Promotes waste management through "Earth Week" and "Waste Reduction Week" through daily email messages to City staff.
• Provide Waste Diversion Subject Matter Expert advice to Project Manager’s in CREM to ensure Construction & Demolition Waste Diversion Guidelines are followed for compliance with Ontario Regulations.

Key Qualifications

• Post secondary degree or diploma in a related discipline or the equivalent combination of education and experience.

• Considerable experience in the areas of waste diversion and recycling programs, policies and procedures.

• Considerable experience in coordinating and arranging the disposal of hazardous and controlled wastes.

• Considerable experience with the application of the EPA, OHSA and RPRA related to waste diversion, hazardous and controlled waste.

• Must possess and be able to maintain a valid Province of Ontario, Class "G" Driver's License.

• Strong proficiency in Microsoft Office Suite (e.g., Word, Excel, PowerPoint), along with experience using various database systems such as SAP and CADD.

• Excellent organizational skills, with the ability to take initiative and collaborate effectively with staff at all levels, as well as consultants and members of the public.

• Excellent interpersonal, analytical, and problem-solving skills, and the ability to work effectively as a member of a team as well as independently.

• Strong understanding of invoicing, contract management and preparation of Tender documents.

• Ability to communicate effectively across all levels of the organization and represent the Division in a variety of situations.
