THE POSITION
Reporting directly to the President & CEO, the Vice President, Finance, Administration & Sustainability provides strategic and direct leadership for Northlands College’s financial and administrative functions, as well as its sustainability initiatives. The Vice President ensures operational excellence while integrating sustainable practices across business operations, student services, and institutional development.
The Vice President performs ongoing analysis of budgets, variance reports, and financial reporting to the Board of Directors and the Provincial Ministries of Advanced Education and Immigration & Career Training — playing a critical role in executive decision-making and College-wide performance:
Key areas of responsibility include:
Strategic Leadership & Administration
• Provides leadership as a member of the executive team to fulfill the College’s strategic plan.
• Develops and manages College-wide policies, processes, and services aligned with strategic goals.
• Supports staff in aligning personal and professional goals with institutional objectives.
• Leads development and implementation of budgets and financial policies.
• Ensures financial reporting accuracy and transparency to all stakeholders.
• Develops and posts tenders in compliance with the New West Partnership Agreement.
• Oversees compliance with the Collective Agreement and participates in labour negotiations.
• Drives continuous improvement in business functions to enhance service quality and sustainability.
Finance & Budget Management
• Prepares budgets for the College’s Multi-year Business Plans.
• Prepares Financial Statements using Public Sector Accounting Standards (PSAS) for Provincial Government consolidation.
• Participates in annual financial audits with the Office of the Provincial Auditor and the external auditors.
• Submits and presents financial reports to the Audit Committee at each Board of Governors meeting.
• Prepares monthly variance analysis and quarterly reporting to the Board and Provincial Ministries.
Facilities, Safety & Sustainability
• Oversees maintenance, capital planning, and infrastructure projects with the Director of Finance.
• Leads sustainability initiatives including energy efficiency, waste reduction, and environmental compliance.
• Ensures workplace health, safety, and regulatory compliance across all locations.
• Oversees capital asset tracking and planning for equipment replacement.
People and Culture
• Works with the Director of People and Culture to foster equity, diversity, and inclusion in the workplace.
• Directs People and Culture policy development, performance management, and professional development.
• Supports People and Culture strategy development and departmental improvements.
Information Technology, Marketing & Innovation
• Advances digital transformation and IT infrastructure with the Director of Marketing, IT & Innovation.
• Supports IT strategy including network, software, and security planning.
• Oversees development of marketing, public relations, and student recruitment strategies.
• Leads innovation initiatives that enhance operational effectiveness and student experience.
Governance & External Relationships
• Provides governance support to the Board of Directors and its committees.
• Prepares and presents financial and operational information at Board of Directors meetings.
• Develops the College’s risk management strategy and ensures risk management practices are followed.
• Acts as Chief Privacy Officer for the College.
• Collaborates with Senior Business Officers from other Regional Colleges.
• Manages tenders for insurance, banking, and other services as required.
• Establishes and maintains relationships with the government ministries, funding agencies, post-secondary institutions, business and industry.
• Provides effective representation on provincial committees and task teams.
WHAT YOU BRING
Education — Minimum • Bachelor’s degree in accounting, financial management, business administration, commerce, or a related field. • Ten (10) or more years of progressive leadership experience, preferably in post-secondary education. • Demonstrated experience in strategic planning, policy development, and financial management. • Experience working with Indigenous communities. • An equivalent to the required education combined with relevant experience may be considered. Education — Desirable • Master’s degree in a relevant field. • Chartered Professional Accountant (CPA) designation. • Professional designation such as CPHR, BOMI, or procurement-related certification. • Knowledge of human resource management principles and techniques. Knowledge, Skills & Abilities • Proven leadership in finance, administration, and sustainability. • Strong leadership, team-building, and interpersonal skills. • Experience in risk management, strategic planning, and operational leadership. • Strong understanding of financial reporting, audits, and compliance requirements. • Knowledge of equity, diversity, and inclusion principles. • Experience in labour relations and unionized environments. • Strong analytical and conceptual skills. • Proficiency in financial systems, data analytics, and reporting. • Competence in Microsoft 365, AI, and communication/media platforms. • Excellent communication and negotiation skills. • Knowledge of Indigenous education principles and reconciliation strategies. • High-level strategic thinking and ability to drive institutional change.
• Ability to make independent decisions on complex issues.
Additional Requirements: Flexibility to work evenings and willingness to travel, including overnight stays, air travel, and travel on gravel roads. Valid Saskatchewan driver’s licence required. A satisfactory Criminal Record Check is a condition of employment.
