Project Operations Lead - New Nuclear Development

Overview

The Project Operations Lead will report to the New Nuclear Development (Incubator) Project Manager and be responsible for supporting proposal development and execution of project initiatives critical to the successful deployment of new nuclear builds. The role requires leadership of project team members across engineering, procurement, construction, project controls, commercial and internal/external stakeholders, and entails project reporting, governance oversight, development of work breakdown structures, estimates, schedule, contract development, risk and change management, procurement, subcontract management, cost/revenue forecasting and people forecasting levelling.

Responsibilities

  • Provide day‑to‑day leadership to the project organization, exemplifying core values and ensuring alignment with safety, quality, schedule, cost and contractual requirements.
  • Support execution of projects to achieve strategic objectives, including feasibility studies, consulting assignments, early project works and other tasks contributing to the nuclear team’s goals.
  • Develop project scope, WBS, deliverables and estimates in compliance with contract and quality requirements.
  • Plan and implement detailed project execution plans and monitor execution through comprehensive reporting to clients and senior management.
  • Support contract development and negotiations, including scope and change control, requirements, subcontractor and supplier management, and flow‑down governance.
  • Ensure procurement and subcontract management aligns with risk, quality, schedule and budget requirements.
  • Apply KPIs to monitor project health and performance, establishing rigorous reporting protocols.
  • Apply project controls methodologies for planning, scheduling, baseline management, cost control, forecasting and resource management.
  • Support risk analysis in accordance with corporate standards, using Monte Carlo methodology and contingency draw‑down curves.
  • Make decisions on resourcing, and lead the team with servant‑leadership principles, driving health and safety culture.
  • Comply with nuclear and industrial safety, ethical compliance, cyber‑security, import‑export regulations, intellectual property protection and security clearance protocols.
  • Support the proposal process by driving development to meet submission deadlines and governance processes.

Qualifications

  • University or College Degree in Business Administration, Engineering or STEM.
  • 7+ years of experience supporting construction, manufacturing, or engineering design/services projects; new build engineering and construction experience is a substantial asset.
  • Experience on international projects is an asset.
  • Strong understanding of project delivery methodologies (earned value, critical path, prime contract, subcontract management, procurement, supply chain, construction packaging, inspection and test plans).
  • Experience managing Primavera P6 schedules is an asset.
  • 3+ years of experience leading individuals and teams; servant‑leader with the ability to inspire collaboration.
  • Strategy, commercial acumen, ability to plan and execute aligned with business unit strategies.
  • Innovation and data‑driven decision making.
  • Knowledge of industrial and nuclear safety culture, and quality assurance programs.
  • Excellent oral and written communication and stakeholder engagement skills.
