Recruitment range: $83,094- $91,625 starting salary determined by the PEA Collective Agreement.
Performance range: starting salary to max of $108,088 is available through annual performance increases.

Job SummaryReporting to the Associate Director, Maintenance and Operations, the Contracts and Compliance Inspector is responsible for acting as UVic's quality assurance and quality control (QA/QC) authority in the area of contracts management for compliance and maintenance work that is carried out by service providers. The incumbent is responsible for the inspection of work carried out by contractors in order to ensure quality of workmanship as well as compliance with contract specifications, terms, and conditions. Through this work, the Contract and Compliance Inspector will be an important link between the FMGT shops, service providers and University clients. The incumbent will be responsible for the efficient and effective planning and scheduling of all resources to conduct maintenance activities which result in minimum downtime and maximum productivity. To fulfill these responsibilities in the most effective manner, The Contracts and Compliance inspector will work closely with the Shop and procurement teams to research opportunities for service contracts (SC) and standing offer agreements (SOA) through BCNET and other sources to facilitate work requirements on the campus. Databases will be developed and kept up to date to collect, track, organize, analyze, and report information on SOAs and SCs. Back-up procedures will be established and maintained so that reports and data are current and available such that management is appropriately informed on contract expenditures. Outputs of this work will inform reports for budget forecasting and analysis as required. May be required to act independently in the Associate Director's absence.
Mandate: The Contracts and Compliance Inspector at UVic is tasked with overseeing quality assurance and control for maintenance and compliance work done by external service providers, ensuring adherence to contractual specifications and standards.
Objectives:- Inspect Work Quality: Ensure contractors' work meets UVic's quality and compliance standards.
- Plan and Schedule Maintenance: Efficiently allocate resources to minimize downtime and maximize productivity.
- Enhance Contract Management: Collaborate to secure and manage service contracts, optimizing operational efficiency.
- Manage Data: Develop databases to track contract performance and expenditures, supporting informed decision-making.
- Support Budgeting: Use contract data to assist in budget forecasting and financial planning.
This position requires a degree in mechanical or electrical engineering, engineering technology or related red seal equivalent trade certification with five years' experience in contracts management with a solid foundation and understanding of Quality Control and Quality Assurance measures in a facilities environment.
Experience to include:
- Advance understanding of the universities and public sector procurement and contracting principles, directive and policies.
- Experience reading and interpreting construction drawings and specifications including knowledge of building codes.
- Good knowledge of contract language, strong analytical skills, and the ability to review contracts and find gaps in compliance.
- Ability to identify, evaluate, and mitigate risks related to financial, operational, legal and reputational aspects of facility management, and to develop strategies to address these risks proactively.
- Diverse leadership experience including effective management of external service providers and negotiation skills to mitigate conflicts.
- Setting priorities and deadlines.
- Ability to inspect work being performed.
- Project management.

- Excellent analytical, critical thinking and problem-solving skills.
- Ability to build and maintain productive working relationships with all stakeholders.
- Adaptable and open to change, including embracing new technologies.
- Ability to work independently and collaboratively in a team environment.
