The Water Infrastructure Operations Branch is responsible for management of over $10 billion worth of critical water management infrastructure including dams, canals, river diversions, pumphouses, pipelines and various hydraulic structures. The Branch's primary functions include operations, maintenance, surveillance, capital projects, land management, SCADA systems, dam safety, and much more.

Role Responsibilities

The Operations Technologist position provides leadership and technical operational support to the Calgary Bow Basin Water Infrastructure Operations team by coordinating dynamic operational information including river flows, reservoir levels and capacities, river diversions, and dam release rates, ensuring Water Act License and Dam Safety regulatory guidelines are met. These functions support the teams responsibility to effectively manage water infrastructure headworks systems and Alberta's precious water resources which includes the impacts of drought and floods, ensuring a safe water supply for municipalities, irrigation districts, industry, the aquatic environment and all Albertans. This position is also responsible for field maintenance and surveillance activities ensuring minimum standards of care for Provincial infrastructure headworks systems, and support of the Emergency Preparedness and Response Program. Within a strong team environment, specific responsibilities include:

• Working with the Provincial hydrometric gauging station database and the Branch SCADA system, monitor in near-real time key operational information and provide input to the Operations team to support operational decision-making and longer-term planning including adhering to operating plan criteria and reservoir fill curves. This requires strong computer database and written report writing skills.
• Stakeholder liaison and operations coordination including day-to-day discussion with River Forecast, Irrigation Districts, contract operators, municipalities, the Water Act Regulator, and private irrigators as well as flood emergency first responders.
• Reviewing, updating and preparing key documents including Emergency Preparedness and Response Plans, Flood Action Plans, normal operating plans, operations, maintenance and surveillance (OM&S) manuals, and Water Act License regulatory reports.
• Provide support and leadership for the team's flood and drought response activities, including on-site field operations as required.
• Conduct and coordinate field infrastructure inspections, preventative maintenance activities, contract management, and hands-on operations.

Qualifications

Minimum Requirement for this Role:

• 2 year Technical Diploma from an accredited institution in an Engineering or Science discipline, preferably with a focus in Civil, Hydrotechnical, Environmental or Water Resources; plus
• Six years directly related experience with water infrastructure or close equivalent including significant field experience.

Equivalencies will be considered: 1 year of related education equals 1 year of related experience. Additional Requirements:

• Proficiency with Microsoft Excel, Access, and computer database systems including data processing, analysis and reporting.
• Basic understanding of the principals of hydrology, hydraulic civil structures, and geotechnical concepts.
• C.E.T. Certification with ASET or eligibility for certification
• A valid Class 5 driver's license or equivalent

Assets:

• Experience with water management in Alberta including dam and canal infrastructure, and the Water Act of Alberta Legislation.
• Experience conducting field infrastructure inspections, preparing inspection reports, and corrective action maintenance work orders.
• Knowledge of electrical and mechanical hoist systems, Programmable Logic Controllers, and Supervisory control and data acquisition (SCADA) systems.
• Experience with emergency management programs.
• Knowledge and experience with Contract Administration processes.
• Familiarity and experience with the Occupational Health and Safety Act of Alberta.
• Standard First Aid, fall protection, and confined space entry certifications.
• Previous demonstrated experience with stakeholder collaboration.
