The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

Qualifications
- A valid Nova Scotia Teaching Certificate
- Masters of Education degree in Instructional/Educational Leadership or Administration
- A Masters level degree with equivalent leadership education and/or experience may be considered
- Masters degree in Education with emphasis on Meeting the Needs of Diverse Learners is considered an asset
- Minimum five (5) years successful teaching experience.
- Minimum of five (5) years successful experience as a school based or system administrator in a leadership position requiring the supervision of staff or such length and combination of relevant administrative experience that is considered equivalent (with a minimum of three (3) years of school-based administration experience.
- Proven leadership in educational settings and professional learning facilitation.
Expected competencies:
Training and experience in facilitating multidisciplinary teams including regional center staff as well as outside agency staff to achieve appropriate action planning and programming that meets the well-being, physical health, mental health, social-emotional and educational needs of student
Experience supporting school program planning teams and students/families with complex challenges through consultation and collaboration with school/regional staff and staff members of partner agencies to develop evidence-based programming to address student needs
Possess a broad knowledge of community agencies/organizations and government departments and their mandates and service.
Extensive experience in working collaboratively with community agencies/organizations and staff from government departments
Demonstrate excellent leadership, interpersonal, organizational, communication, and decision-making skills.
Has a broad knowledge of and the ability to use current and appropriate technology in developing strong partnerships between the CBVRCE and the Departments of Education, Health, Justice and Community Services as well as other community agencies and organizations to support the implementation of programs designed to augment student well-being, physical health, mental health, social-emotional and educational success

The Coordinator of Integrated Services will work with the staff of government departments and non-governmental agencies as well as regional education and school staff to deliver high quality and inclusive programming to students. The Coordinator will work with and/or develop both formal and informal partnerships to ensure efficient and innovative ways of implementing shared and/or co-located services as well as the delivery of high-quality programming for students across a variety of government departments and Non-governmental Organizations (NGO’s) including (but not limited to) Health, Justice, Community Services, Family Services of Eastern Nova Scotia, Youth Justice, Feed NS, School Food programs, etc. The Coordinator will also supervise staff of the Nova Scotia International Student Program. The Coordinator of Integrated Services will report directly to the Director of Programs & Student Services.
The Coordinator shall perform tasks as are assigned by the Director, Programs and Student
Services. These tasks may vary, from time to time, with the evolution of the organization and may include but not be limited to the following:
- Plan, organize, facilitate team meetings in order to establish, implement and evaluate a variety of specialized partnership programs for students that align with policies including but not limited to, the Inclusive Education Policy, the Special Education Policy, and the Multi-Tiered System of Supports. Create formal agreements with partner departments and community agencies as needed.
- Provide leadership in creating, implementing and updating policies, guidelines, procedures, and evaluations for appropriate Program Partnerships services, consistent with the Department of Education and Early Childhood Development’s Special Education Policy and Inclusive Education Policy.
- Provide direct supervision to Schools Plus and School Social Work staff and provide oversight with regards to the management of staff as well as the processes, policies, and practices of these programs.
- Provide direction to the School Counsellor Department Head in supporting and overseeing school counseling related processes, policies, and practices.
- Provide professional development for the team(s) and organization as a professional learning community.
- Coordinate and collaborate with Health Promoting Schools staff, the School Health Partnership Nurse(s) and Occupational Therapy/Physiotherapy (OT/PT), Youth Health Care Coordinators, School Health Promoters, staff to provide oversight with regards to processes, policies, practices as they pertain to each role within the CBVRCE as well as work collaboratively with the managing partners for the School Health Partnership Nurse and OT/PT staff. Explore the possibility of developing and entering into an agreement of a shared Health Promotion position with Health.
- Serve as the regional center liaison for Youth Health Centre Clinic Managers and staff for clinics that are co-located in schools to provide student health services across the CBVRCE.
- Serve as the liaison for APSEA Itinerant Teachers and their APSEA Supervisors as they provide services/support/teaching/intervention to students who are Blind/Visually Impaired and Deaf/Hard of Hearing within the CBVRCE.
- Manage appropriate departmental budgets and contribute to the annual budget process, including making recommendations for the allocation of staff to schools.
- Work with principals, coordinators, and consultants to outline, oversee, and coordinate appropriate partnership support within schools and in alternate education programs.
- Represent the Regional Centre on provincial and regional committees to develop and advance Program Partnership services.
- Responsible for overseeing the School Food Program and the supervision of the School Food Lead.
- Liaise and collaborate with outside agencies regarding interagency cooperation and agreements to serve students.
- Provide support, education, and communication in a timely manner to parents of students as appropriate.
- As a member of the Programs and Student Services team, the Coordinator of Integrated Services will carry out duties to support schools, including but not limited to:
- Develop strategies to assist Principals with guiding and implementing school improvement, culturally relevant pedagogy and instructional leadership
- Assist in the development and implementation of professional development support for administrators
- Assist in the development and facilitation of professional development opportunities for assigned school-based staff that reflect the Centre’s goals and priorities
- Ensure annual performance appraisals are completed for all direct reports
- Provide leadership, support and supervison to a diverse management team responsible for overseeing and delivering services in the areas of the Nova Scotia International School Program including the assumption of custodianship on days when the custodian is not in the region (share days for Christmas Break and March Break).
The Coordinator of Integrated Services possesses a high level of problem-solving and decision-making authority, particularly in the realm of inter-agency collaboration, program development, and direct supervision of key support staff, including oversight of the Nova Scotia International Student Program.
- External Authority: This role is central to establishing, implementing and evaluating specialized partnership programs. They have the authority to create formal agreements with external partners, which is a significant level of decision-making. The Coordinator provides leadership in creating and updating policies for Program Partnerships services, enduring alignment with provincial education policies. They directly supervise Schools Plus and School Social Work staff, overseeing their management, processes and policies. They also guide the School Counsellor Department Head and oversees the complex web of School Health Partnership staff, including exploring new agreements like a shared Health Promotion position. Budget management for their department, including staff allocation recommendations, falls within their purview. They are expected to investigate and resolve concerns regarding programming brought forth by various stakeholders and represent the Regional Centre on provincial and regional committees, indicating substantial influence.
- Complex Problem Solving: The nature of this role involves navigating complex inter-agency dynamics, differing organizational cultures, and varied funding models. Problems will often involve coordinating services for students with diverse needs, requiring creative solutions and the ability to bridge gaps between different systems (e.g. education, health, justice, community services). This includes ensuring programs align with inclusive education and special education policies, which often presents nuanced challenges.
- Enhanced Student Well-Being and Achievement: By facilitating and optomizing partnerships, this role ensures students have access to a broader range of high-quaity, inclusive programs and services (e.g. health, social work, food security, justice support). This directly impacts their physical, mental and social well-being, which are foundational to academic success.
- Optimized Resource Utilization: The Coordinator's work in developing formal and informal partnerships leads to more efficient and innovative ways of delivering shared services, potentially maximizing the impact of limited resources for students.
- Improved Program Cohesion and Integration: This role ensures that diverse services are not delivered in silos but are coordinated and integrated, creating a more seamless support system for students and families.
- Stronger Community and Governmental Relationships: By acting as a key liaison and representative, the Coordinator builds and maintains vital relationships with external agencies, enhancing the regional centre's ability to serve its students effectively.
- Effective Support for Vulnerable Students: The direct oversight of programs like Schools Plus, School Counsellor, and School Social Work, and liaison with APSEA, directly benefits stgudents with complex needs, ensuring they receive the specialized support required for their success.
- Supports International Student Success: Direct supervision of the Nova Scotial International Student Program ensures the well-being and academic success of these students, contributing to the divesity and global perspective of the regional centre.
