Asset Strategic Investment Planner

Job Responsibility:

Under the direction of the Manager (AMO), Assets and Project Management and Planning, Property and Development, the Asset Strategic Investment Planner leads and manages the Investment Planning process and guides the Department to develop robust, transparent and defendable Investment Plans that consistently deliver established customer service levels at an acceptable level of risk while minimizing the life-cycle costs. This position will liaise with Departmental management and stakeholders to explain/educate on the process to successfully design, develop and implement an Asset Management plan and ensure adherence to relevant policies and Administrative Standards.

The Asset Strategic Investment Planner is responsible to develop the Department's Investment Plans, Asset Management Plans and Service Level Agreement in order to address the requirements of F1-011 the AM Policy and FM-004 the AM Administrative Standard.

The Asset Strategic Investment Planner may also be involved in the delivery of capital projects in accordance with the Project Management Manual.

As the Asset Strategic Investment Planner, you will:

• Coordinate/Lead the development of Departmental Investment Planning Business Cases for building assets.
• Develop Robust Investment Plans for the Department.
• In developing and maintaining the Departmental Asset Management Plans: Support the Service Areas (Divisions) in developing and maintaining their Level of Service/Performance Measures Model and associated Risk Registers.
• Lead Project Management process on capital asset projects related to building assets.

Your education and qualifications include:

• Bachelor or Master's degree in a related field such as Commerce, Engineering, Architecture or Finance or an acceptable equivalent combination of education, training, and experience.

• Five (5) to Seven (7) years' experience related to the duties listed above in Asset Management including Investment Planning, and Project Delivery; preferably in a Public Sector environment.

• Experience providing strategic advice, leadership and guidance to Management on multiple projects/programs including complex Capital Projects.

• Experience working in a project management capacity which includes applying both theoretical and practical aspects of project management and processes and utilizing formal project management techniques.

• Experience building and using data management systems for the purposes of analyzing and interpreting large sets of information to help identify trends and monitor performance in support of business decision making.

• Experience with, risk analysis and risk management techniques in both asset management and project delivery.

• Experience with change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.

• Ability to undertake Business Process Review studies, identifying strengths/weaknesses, working with departments to develop process/organizational improvements, and guiding consensus-building efforts on contentious issues.

• Analytical, problem solving and decision-making skills.

• Verbal communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.

• Written communication skills with ability to clearly convey information to a variety of audiences.

• Interpersonal skills with the ability to facilitate effective working relationships with staff, management, and the including consultants, contractors, vendors and other external groups.

• Microsoft Office skills, including the ability to work with Project Management Systems such as Microsoft Project or similar software.

• Project Management Professional (PMP) designation/Prince II certification is desired or the ability to attain these certifications within 6-12 months of being hired.

• Post-secondary education in Project Management would be desirable.

• Successful completion of the associated professional designations in addition to the education listed above is considered an asset including obtaining a P.Eng., C.E.T/A.Sc.T, MRAIC, CMA, CGA, CA, or CPA.

• Certification in Asset Management is considered an asset.

• Certificate in Quality Management is considered an asset.
