General Accountabilities:

Within the context provided by the Director (or VP) – Transmission System Planning, in alignment with corporate strategies and policies, accountabilities, budget and programs, compliance and performance targets as well as continuous improvement in the regulated planning environment, this role will be accountable for the following: 

• Support the Director (or VP) – Transmission System Planning in effectively planning and establishing the transmission development and sustainment initiatives and programs to meet the transmission needs in Ontario. This role oversees customer load and generation connections, station sustainment and renewal projects, transmission line and station development projects, including bulk system development projects directed by the IESO or Government. Prime focus will be on long term development and innovation.
• Develop and commit prioritized, defensible transmission development and sustainment plans for Ontario consistent with corporate strategy, to meet government policy, customer needs, Regional plans, regulatory requirements and industry standards.
• Manage customer, government and IESO engagements to enable long term development and procurements and support provincial growth.
• Prepare investment business cases and documentation for transmission development and sustainment projects and programs, and obtains approval in compliance with Hydro One Financial Rules, e.g. EAR.
• Oversee and ensure completeness and accuracy of planning technical specifications for transmission investments, including necessary studies and long term policies.
• Prepare business cases and strategies, develop rationale for policies and standards, obtain approvals, and provide input for business planning/budgeting.
• Act as leader and technical expert to provide direction to staff involved with the detailed work related to transmission planning assessments, studies, technical specifications and project developments. Plan, schedule and assign the work with instructions, provide advice and guidance, and check the work to maintain quality, accuracy and productivity.
• Ensure compliance to the defined obligations in the transmission license, OEB codes, market rules, and reliability standards, and ensure alignment with approved corporate objectives and strategies. Identify and assess current and future needs for transmission planning and design policy and strategy.
• Take a lead role for the transmission sustainment and development investment input on yearly business plans and in effectively representing Hydro One in Ontario Energy Board proceedings related to transmission investments (e.g. Interrogatories, Section 92 and Transmission rate applications)
• Provide necessary transmission planning support to other business unit including project delivery, operations, customer relations, indigenous relations, regulatory, legal or real estate, where required. Focus the business on minimizing cost impact to rate payers.
• Develop and maintain positive relationships with customers, maintaining open communications and developing policies and products that address expectations of all customers, including transmission connected loads and generators and improve their knowledge and understanding of Hydro One services and the Ontario market and electricity system, as they affect the customer’s plans, obligations and operations.
• Participate in the negotiation of agreements with interconnected utilities that address planning issues, liabilities, communication protocols, asset operation and maintenance, safety procedures, information and reporting requirements.
• Work with other utilities in Canada and the United States, customer associations (ex. AMPCO), industry associations (CEA, EPRI, etc), reliability authorities (NPCC, NERC, IESO), planning authorities (IESO), equipment manufacturers and environmental stakeholders to discuss effects of changes or trends; to develop complementary policies and strategies (example – climate or resilience); and to influence and persuade external entities to adopt positions that are consistent with the company’s interests and benefits.
• Provide advice and support communications products to external stakeholders (e.g. government agencies, municipalities, consumer groups) and assist in understanding of the transmission planning process, regulatory codes, business policies and strategies.
• Manage staffing needs, interview/selection process, staff development and adherence to HR/Corporate policies and administer department budget. Plan, organize and schedule the group's work; monitor work progress and quality; conduct performance reviews and provide direction on problem areas. Provide effective recommendations concerning promotions, transfers, pay, disciplinary action, etc. of staff within the department per collective agreements. Develop succession plans and provide on the job staff development. Monitor and recommend changes to control and meet targets.
• Perform other duties as required.

 
Managerial Accountabilities:

• Manage the unit and achieve the targeted results through diligent and accurate oversight of the financial aspects of the department.
• Ensure employees are able and willing to produce the desired output and the team continually improves the processes for achieving those outputs.
• Provide staffing recommendations for their function as requirements and objectives evolve, especially in the face of new projects and changing regulatory frameworks.
• Assess staff capability to do the required work, now and in the future
• Conduct personal effectiveness reviews of subordinates managers/specialists to build relationships and trust, and to improve effectiveness
• Advocate the acquisition of appropriate tools and skills to optimize the performance of staff.
• Mentor, counsel and foster the personal development of all subordinates.
• Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities.
• Translate the corporate goals and objectives into a direction which guides the work of the unit and communicate that direction to all staff

 
Selection Criteria:

Education:

• The completion of 4 years university degree in electrical engineering and a post graduate degree (preferred) or equivalent post graduate studies in power system analysis is considered necessary.
• A Registered Professional Engineer in the Province of Ontario

Experience :

• Knowledge and experience of integrated power system planning and operations, including asset life cycle and renewal principals, generation and transmission components and their impact on system security.
• In depth knowledge of the planning and investment process, including IESO transmission and resource procurement.
• Ability to assess, develop, recommend and implement transmission sustainment and development plans and processes with due regard for technical and commercial risks.
• Ability to provide advice to decision-makers, which has resulted in adoption of recommendations and significant business improvements.
• Ability in planning and maintaining control of quality, cost and work performance.
• Ability to work effectively as a leader or multi-functional team, interacting with others to develop co-operative working relationships.
• Ability to break down complex problems and issues into critically important component parts, analyzing the available information and expressing the results of the analysis and solutions with concise clarity.
• Ability to be innovative and find new effective ways of putting together solutions and ability to recognize opportunities/issues and recommend course of action.
• Challenge current practices and recommend programs with calculated risks to improve operation and develop new opportunities.
• Ability to work in a project environment, under tight deadlines, interfacing with other experts, as well as customers, field staff and the project leader.
• Ability to manage and act as a mentor for junior staff in the department
• Demonstrated strong customer orientation and sensitivity to business objectives.
• Ability to coordinate work and manage the team.
• Demonstrated clear and concise communication skills both verbal and written on topics with significant depth and/or complexity.
• Excellent knowledge, experience and understanding of the planning process, asset management, operations and performance of large interconnected power system, including the performance of system equipment.
• Experience and capability in analyzing complex power systems, coordinating and preparing technical reports, equipment performance specifications and business case summaries for management approvals.
• Experience and understanding of planning criteria and the internal and external approval process.
• Thorough knowledge of established reliability standards e.g. security criteria, the NERC, NPCC, IESO and Hydro One operating policies, and procedures
• Knowledge of Market rules and the IESO processes related reliable operation of the interconnected power system.
• Proficient in reviewing and supervising work that involves power system analysis tools (PSSE) for conducting power flow, dynamic stability and short circuit studies. Ability to review and approve complex system studies and specifications that are critical to the equipment, personnel and public safety.
• A period of a minimum 8-10 years work experience in planning, asset management, engineer/design or operating power systems is considered necessary to gain this experience.
