Instrumentation and Control Engineer – Team Leader

We are looking for a Instrumentation and Control Engineer – Team Leader for our Peterborough, Ontario site. BWXT NEC's Fuel and Fuel Handling business is involved in the design, manufacture, development, testing, parts supply, and service of on-power refueling, reactor maintenance, and nuclear medicine delivery tooling sold around the world. We are the original designer of the automated systems that allow 24/7 on power refueling of CANDU reactors and aim to solve some of the Nuclear Industry’s most challenging problems. Today, BWXT’s equipment is being used in most of the nuclear power plants in Canada and is critical to delivering carbon free energy production and lifesaving medical isotopes.

JOB SUMMARY:

This position reports to the Instrumentation and Controls Engineering Manager. Responsibilities of the engineer performing this role include setting the technical direction for the overall project and acting as the main technical interface point to both internal and external customers. The Instrumentation and Controls Engineering department largely focuses on the control systems and instrumentation involved within Fuel Handling Systems, other parts of the plant, tooling, medical isotope systems as well as remote delivery machines. These systems are often complex and are in specialized areas. The department has the expert knowledge, legacy information and skillset to support our customers with engineering design, troubleshooting, maintenance and support work. We use such tools as AutoCAD®, AutoCAD Electrical® and IntEC® to create concept drawings, detailed designs, elementary drawings, BOMs, wiring diagrams and can also provide design replacement solutions for obsolete components such as relays, motors and circuit cards.

RESPONSIBILITIES:

• Facilitate the preparation of proper plans and schedules (level 3) with individual contributors. Take ownership of the cost/schedule commitments of your team.
• Create and enforce the use of Task Definition Forms (TDFs) for work assignments.
• Provide leadership and direction of design activities in conjunction with the technical counselors. Measure and drive job scope control with individuals to improve overall performance.
• Maintain task surveillance through active engagement with your team and driving accurate work planning through consistent meetings.
• Attend weekly leadership meetings with FM and TLs, conduct bi-weekly team meetings, approve team's weekly timecards.
• Prepare/verify elementary drawings/schematics, electrical assembly drawings, single line diagrams, equipment specifications, technical documents in compliance with applicable codes & standards.
• Execute walk downs of various equipment in the plant.
• Prepare and present technical data to internal and external customers.
• Ensure designs comply with applicable company, technical, and regulatory standards
• Present and report on status, issues/solutions, improvements, escalate resource needs as required.
• Build customer relationships and ensure market alignment. This position requires frequent interaction with external customers, subcontractors, and cross functional internal teams.
• Take an active role and responsibility in driving proposal development and review including scope review and estimate preparation as well as technical and product presentations to the customer. Lead proposals as assigned Proposal Estimate Lead (PEL) roles as required. Assist FM in the review and approval of proposals and estimates up to 300 hours.
• Proactive and timely identification of project risks, analyze solutions, and take decisive action to resolve issues and communicate these to the leadership and/or executive team as required.
• Provide assurance of health and safety associated with the execution of all projects and activities.
• Short term travel may be required for the purpose of meeting with clients and stakeholders.

QUALIFICATIONS:

• B.A.Sc. in Electrical/Instrumentation & Control/Automation or related Engineering discipline.
• Holds a current PEO license.
• Typically requires 15 years’ experience in design engineering in Nuclear, Aerospace, Transportation, Oil and Gas, Mining, or other highly regulated and process based design.
• Typically requires 8 years’ experience in design and development, with proven success in a technical leadership role.
• Demonstrated ability in helping lead engineering projects and a key design team member for complex projects over their complete EPC life cycles.
• Demonstrable experience with project schedules, working within budgets, financial metrics and other project management methodologies.
• Experience with a broad range of interdisciplinary activities: systems design, requirements development, interface design and testing.
• Experience working with and writing design documentation, including but not limited to:
  • Assembly drawings
  • Elementary/schematic drawings
  • Connection wiring diagrams
  • Component specifications
  • Design requirements
  • Commissioning requirements
  • Test procedures
• Exposure to a broad range of interdisciplinary departments: mechanical, software design, systems engineering and manufacturing.
• Excellent written and oral communication skills, understandable by a diverse audience.
• Creative problem-solving skills, outstanding analytical abilities, demonstrated leadership skills, strong technical experience and the ability to work in a team.
• Flexibility to work remotely on short-term customer site assignment.
• Most importantly…. creative and innovative thinkers!

DESIRED CHARACTERISTICS:

• Experience with IBM DOORS.
• Experience in the CANDU Nuclear Industry.
• Familiarity with CSA Nuclear Codes and Standards.
• Strong communication, presentation, and technical writing skills.
• General understanding of Engineering Change Control (ECC) concepts for the nuclear industry or other industries.
• Ability to interface with project team members, vendors and customers to ensure scope and requirements of the project are understood, and to ensure the project is executed per the project schedule and budget.
• Ability to work on scheduled tasks independently and interface with other team members with varying functions (project managers, mechanical designers, software designers, etc.).
• Ability to navigate the Canadian Electrical Code (CEC) and ensure designs comply to the CEC and other related standards.
• Project management and controls training; at minimum exposure working within these controls.

The base salary range for this position in Ontario at the start of employment is expected to be between $92,000 and $142,000 per year. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
