The Intergovernmental Affairs Consultant role exists to enable The City of Calgary to effectively navigate and influence decisions made by other orders of government that have an impact on municipal priorities and operations. The role provides strategic advocacy services by identifying legislative, policy, and funding opportunities, and coordinating corporate responses to external government actions. Primary Duties include:

• Monitor and analyze legislation, policies, programs, and funding decisions from other orders of government.
• Identify and interpret potential impacts on The City's operations, priorities, and services.
• Track political and legislative activity, including:
  • bills, regulations, and policy changes;
  • political trends and emerging issues;
  • legislative sessions and government announcements;
  • budgets and funding programs;
• Lead cross-corporate efforts to identify issues and develop corporate advocacy positions.
• Coordinate subject matter experts and leadership to resolve competing priorities and achieve a unified position.
• Lead coordination of engagement with other orders of government and external partners on policy, legislation, and programs.
• Develop strategic approaches to engagement, including messaging, spokespersons, and information-sharing approaches.
• Represent The City's interests in discussions and negotiations, working to influence outcomes and align priorities.
• Ensure consistent, coordinated messaging across the corporation (One City, One Voice).
• Prepare strategic communication materials to support decision-making and advocacy.
• Develop briefing packages and materials to support intergovernmental meetings and advocacy initiatives.
• Translate complex policy and technical information into clear, concise messaging for diverse audiences.
• Coordinate corporate-wide responses to emerging legislative, policy, and funding issues.
• Synthesize information from multiple sources to support consistent internal awareness and decision-making.
• Develop and share regular updates on intergovernmental activities and emerging issues across the organization.

Qualifications

• Degree in a related discipline, supplemented by additional formalized training/education in a related field, and at least 5 years of progressive related experience.
• Ability to develop briefing notes, memos, and Council reports for senior leadership and Council that synthesized complex policy issues into clear, actionable recommendations is required.
• This position requires a commitment to political neutrality while carrying out job responsibilities and representing The City.
• Success in this position requires well-developed communication skills to translate complex, technical public policy, legislative, and intergovernmental issues into clear, accessible messages for a wide range of audiences.
• Political neutrality is required.
• Strong presentation and problem solving skills are required.

• Compensation: Pay Grade 13 $50.92 - 68.15 per hour
• Hours of work: Standard 35 hour work week.
• Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
