Purpose of Position
The Planning Technician supports the delivery of land use planning, development, and building services for TteS. Working with planning and engineering professionals, the role contributes to public engagement, long-range planning, and policy development.
This position reviews development proposals and building permit applications for commercial, industrial, and multi-family projects to ensure compliance with Band bylaws and applicable regulations. Responsibilities include preparing reports, agendas, correspondence, and processing rezoning and development applications.
The Planning Technician plays a key role in supporting efficient, compliant development while providing respectful, culturally aware service to members, residents, and developers, contributing to sustainable, community-aligned growth.
Duties and Responsibilities
Land Use Planning (25%)
- Support the development and implementation of land use plans, master plans, housing strategies, facility plans, and other long-term planning initiatives.
- Conduct planning research, policy reviews, spatial and data analysis, land use projections, and technical reporting to support informed decision-making and long-term community planning objectives.
- Support planning projects by establishing milestones, monitoring scope, budgets, timelines, and consultant deliverables, and reporting on project progress.
- Facilitate inclusive and culturally respectful public engagement and consultation processes, including preparing engagement materials, participating in community events, managing correspondence, and summarizing feedback and survey results.
- Prepare and present planning reports, briefing notes, maps, graphics, confidential evaluations, and policy recommendations for leadership, internal committees, Chief and Council.
- Identify and support funding and grant opportunities related to planning and development initiatives.
- Recommend planning approaches that promote sustainability, infrastructure resilience, and economic growth.
- Collaborate with internal departments to support integrated community planning and development.
- Plan and design public spaces, integrating planning, engineering, and servicing requirements.
- Assess project feasibility, considering technology, market demand, and resource needs.
- Utilize urban land economics and budgeting principles in project planning.
- Act as a liaison with local businesses and support economic development planning.
Support TteS Planning Initiatives
- Housing strategies, community infrastructure, parks and recreational facilities planning.
- Support Chief and Council with strategic planning and annual budgeting.
- TteS Comprehensive Community Plan - land use maps, and implementation reporting.
- Community Energy Plan - progress tracking.
- Master Plans and design guidelines for areas including:
- Chief Louis Centre
- Mt. Paul Industrial Park
- Sun Rivers development
- 7Mile development
Development Services (25%)
- Review land use, subdivision, rezoning, and development applications for compliance with TteS regulations, legislation, and best practices.
- Provide technical guidance on permitting processes and respond to land use inquiries.
- Provide information to members of the public, staff and external agencies regarding bylaw and policy interpretation and advice related to planning.
- Prepare reports, presentations, and recommendations for the TteS Development Approval Board.
- Recommend best practices in site planning, urban design, and sustainable development.
- Maintain professional relationships with external agencies, including the City of Kamloops, Kamloops Fire Rescue, TNRD, and Indigenous Services Canada.
- Participate in internal and external meetings as needed.
Project Management (25%)
- Support P&E capital projects team with project delivery, including new construction, alterations, renovations, or heritage restoration of buildings, and urban design projects.
- Support TteS departments in defining project goals and available resources.
- Develop terms of reference, budgets, and schedules for planning projects.
- Ensure projects align with TteS standards and are executed professionally.
- Assist with grant funding applications for capital and planning projects.
- Lead consultant selection and oversee consultant work.
- Engage with community members, stakeholders, and internal teams throughout project lifecycles.
- Organize and facilitate public meetings and workshops.
- Track project budgets and monitor performance.
- Prepare monthly reports and updates for technical committees and leadership.
Contribute to the Ongoing Improvement of TteS Administrative Systems (20%)
- Support the drafting and updating of relevant policies, bylaws, and departmental procedures.
- Contribute to the ongoing development of TteS Asset Management Program.
- Support GIS mapping and spatial analysis to inform planning efforts.
- Follow all TteS policies and standards.
- Incorporate principles of reconciliation and UNDRIP into all planning activities.
- Maintain confidentiality in all matters.
Support Municipal Type Service Agreements with Other Governments:
- City of Kamloops Fire Protection, Transit, and Sanitary Sewer Agreements.
Other Duties (5%)
Perform additional responsibilities as needed to support the role.
Financial Responsibility
- Develop terms of reference, budgets, and schedules for planning projects.
- Track project budgets and monitor performance.
Professional Certification, Education and Experience:
- Diploma or certificate in planning, geography, engineering technology, building inspection, or a related field.
- Supplemented by 3 years’ previous work experience in the planning field. An equivalent combination of education and experience may be considered.
- Working understanding of municipal and/or First Nations development processes, including land use planning, land management, policy frameworks and regulatory systems.
- Proven ability to lead public engagement processes and manage external consultants effectively.
- Must possess a Valid Class 5 Driver’s Licence with reliable transportation.
Skills and Abilities
- Knowledge of applicable bylaws, building codes, regulations, municipal planning principles, policies, and legislation.
- Strong analytical, judgement, and decision-making skills, with the ability to interpret regulations, review complex planning and development proposals, and provide clear recommendations.
- Proficiency in office software applications, records management systems, research methodologies, and data collection practices.
- Ability to assess, analyze, and respond to inquiries related to planning and development applications.
- Strong organizational skills and attention to detail, with the ability to manage multiple priorities and meet tight deadlines.
- Ability to work effectively and professionally with developers, contractors, and members of the public using tact and diplomacy.
- Proven ability to work independently and collaboratively within a team environment.
- Excellent oral and written communication skills, including report writing, facilitation, and presentations.
- Strong ethics and knowledge of confidentiality.
- Ability to work in cross-cultural settings and interest in learning about TteS language, culture and history.
- It is expected that all TteS employees be willing to continuously upgrade their skills and knowledge, and to further their formal training.

PAY GRADE: Starting at $25.98 - $31.41/hour depending on education & experience
