Closing Date: Sunday, July 6, 2025 at 4:30 PM PURPOSE AND SCOPE:
Reporting to the Environmental Compliance Supervisor, this position will complete regulatory compliance administration and monitoring activities. This role will also research, develop, implement and evaluate compliance programs and initiatives primarily related to drinking water, wastewater and stormwater. KEY RESPONSIBILITIES:
- Provide timely, accurate information to the senior administration staff and respond to the decisions and directions generated by same.
- Participate in the development, implementation and maintenance of processes, policies, and procedures to monitor and maintain compliance with legislation and industry best practices related to drinking water, wastewater, and stormwater.
- Prepare reports and documentation as prescribed by regulatory requirements for liquid phases.
- Prepare required documents for risk assessments, QMS auditing and asset management.
- Conduct data collection and analysis within the area of focus to complete annual compliance reports and respond to data requests.
- Through auditing and training delivery activities, ensure Environmental Services staff are trained on operational standards and adhere to legislated requirements; prepare recommendations for remediation as required.
- Monitor regulatory/legislative changes and proposals and evaluate their potential impact on Environmental Services’ compliance obligations.
- Remain current on all applicable legislation including Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health and Safety Act, Environmental Protection Act, Clean Water Act, Ontario Underground Infrastructure Notification System Act, etc. and all associated regulations.
- Conduct compliance auditing of Water, Wastewater, and Storm Assets which includes but is not limited to coordinating with Operations to gather data related to system condition assessments.
- Provide technical expertise and support in content development for outreach programs.
- Support the maintenance and administration of the Operational Plan in accordance with the Drinking Water Quality Management Standard (DWQMS) as directed.
- Conduct on site reviews to ensure compliance with Health and Safety requirements.
- Monitor, track and document certification and training records.
- Organize, facilitate and/or conduct training sessions and opportunities.
- Liaise with Ministry of Environment officers and DWQMS auditors.
- Participate in Ministry of Environment inspections.
- Investigate and follow-up on water quality complaints.
- Communicate professionally, and effectively with all stakeholders, promoting a high standard of customer service

- Perform other duties as required.’
Minimum Qualifications:
- Valid Class “G” Driver’s license with safe driving record, to be held and maintained.
- Strong research, problem-solving, communication (written and oral), and report-writing skills.
- Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.
- Successful completion of a Bachelor’s Degree from a recognized institution in Environmental Science, Environmental Studies, or Engineering.
- Certified Engineering Technician (C.Tech.) or Technologist (C.E.T.) designation from Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Operator-in-Training (OIT) certificate for water and/or wastewater (as per Ontario Ministry of the Environment, Conservation and Parks – MECP).
- Excellent interpersonal skills with demonstrated ability to influence without direct authority.
Required Qualifications:
- Minimum Three (3) years’ experience working in a public sector/municipal, construction or industrial environment supporting compliance initiatives.
- Thorough knowledge of applicable Federal, Provincial and Municipal legislation, regulations, bylaws and policies as they pertain to drinking water, wastewater and stormwater.
- Strong project management skills with demonstrated ability in full cycle project delivery.
- Ability to communicate and interact effectively with all levels of management, employees, and external stakeholders.
- Demonstrated ability to coordinate and collaborate with other departments with the ability to solicit cooperation and interdepartmental collaboration.
- Self-motivated and able to work independently with minimal supervision.
- Demonstrated analytical and problem-solving skills and detail-oriented, particularly as it relates to auditing and record keeping
- Proficient computer skills, including working knowledge of MS Word, Excel, SharePoint and Outlook software
- 5 years public sector/municipal experience.
- Experience in a compliance role related to drinking water, wastewater and/or stormwater.
- Experience working with Quality Management Systems.
