Data Governance Solution Consultant
1. Overview
This Statement of Work (SOW) outlines the engagement of a Data Governance (DG) Solution Consultant to plan and support the implementation of Collibra, with a focus on best practice towards establishing scalable data governance across a modern data ecosystem built on Microsoft Azure and Databricks. The Solution Consultant will be working alongside the DG Solution Architect, Manager of Enterprise Data, Collibra Specialist, and other Solution Owners. This role will report to the Solution Owner Team Lead overseeing Data Governance.
2. Objectives
• Support creating the vision for Collibra based on enterprise best practices
• Define a Collibra foundational delivery plan
• Implement a Collibra foundation that is aligned with the enterprise data governance strategy
• Define and implement metadata and data quality requirements
• Provide guidance on integration with Databricks (Unity Catalog) and ecosystem tools
• Advise on foundational automation to support change management (dev to prod)
• Support a pilot rollout focused on critical ERP datasets
• Drive delivery of a DG solution in an Agile framework
• Ensure long-term sustainability of the Collibra configuration
3. Scope of Work
• Current state assessment of tools and systems
• Collibra vision
• Base implementation delivery plan including catalogue and data quality
• Documentation of business requirements, including stories, workflows, and configurations
• Implementation and change management with documentation
• Validation of the solution
• Transition plan for successful handoff to Client team including knowledge transfer and training
4. Technical Requirements
4.1 Collibra Platform Expertise
• Collibra Data Intelligence Cloud (or equivalent on-prem setup)
• Best practice configuration of:
o Data Catalog
o Data Quality
o Business Glossary
o Data Lineage
o Data Helpdesk / workflows
• Customization of:
o Asset models and relationships
o Domains, communities, and responsibilities
• Workflow design using Collibra workflow engine
• Role-based access control (RBAC) configuration
4.2 Metadata Management & Modeling
• Design and implement custom metadata models in Collibra
• Define:
o Critical Data Elements (CDEs)
o Business and technical metadata schemas
o Data classification frameworks (e.g., sensitivity, PII)
• Implement metadata standards including:
o Naming conventions
o Align business glossary ?-? technical assets
o Required attributes and completeness rules
4.3 Databricks & Modern Data Platform Integration Exposure to Collibra integration with Databricks Unity Catalog to advise on:
• Catalogs, schemas, tables, columns
• Permissions and ownership mapping
• Metadata ingestion from:
o Delta tables
o Notebooks / pipelines (where applicable)
• Lakehouse architecture
• Medallion architecture (Bronze / Silver / Gold layers)
4.5 Collibra Functionality
Experience implementing end-to-end data lineage in Collibra Data Lineage, including:
• Source -? transformation -? consumption layers
• (Nice to have) integration with:
o Databricks lineage (Unity Catalog lineage where available)
o External lineage tools (if applicable)
• Setting up data quality rules for critical datasets
• Data quality dimensions (accuracy, completeness, timeliness, etc.)
• Monitoring and surfacing DQ metrics in Collibra
• Data stewardship assignment
• Glossary term lifecycle (create/approve/update)
• Issue management and resolution
• BPMN-based workflow configuration in Collibra
• Notifications and task assignm
7. Required Skills & Experience (Enhanced)
• 3+ Collibra implementations (end-to-end preferred)
• Proven experience with:
Metadata modeling
API-based integrations
Workflow automation
• Experience in data governance operating model implementation
• Strong communication across business & technical stakeholders
