Municipal Law Enforcement Officer

Position Summary

Responsible for responding to complaints; investigating alleged by-law infractions; enforcing compliance with Town by-laws, regulations and Provincial Acts and regulations as they apply to the Municipality, including but not limited to Property Standards, Parking Control, Dog Control, Clean and Clear and Zoning infractions; assisting in or preparing related evidence for court; assisting in or preparing crown prosecution briefs; issuing Administrative Monetary Penalties and Provincial Offence Notices, as well as Parking Infraction Notices; conducting enforcement patrols; interreacting with residents, visitors and businesses in a courteous, friendly and efficient manner to promote a high standard of customer service and public relations at all times.

Duties & Responsibilities

1. Investigating inquiries and complaints and conducting pro-active patrols regarding relevant Town by- laws and regulations, including but not limited to, parking, canine control, signs, clean and clear and ensures that appropriate action is taken to resolve the matter(s) or enforce compliance and complaint response follow-up in a kind and courteous manner.


2. Enforcing the Ontario Building Code Act with respect to Property Standards and any other legislation be it provincial or municipal, pertaining to specific enforcement criteria (Property Standards By-Law, Comprehensive Zoning By-Law, the Planning Act, etc.)


3. Issuing and Enforcing Notices and Orders pursuant to the Ontario Building Code Act and Municipal Act; ensuring compliance and where required, proceeding with legal or compliance action; ensuring Orders and Notices have been served in accordance with the appropriate legislation and are properly recorded into the municipal database.


4. Preparing detailed reports and notes as requested by the Manager of By-Law Services on various matters related to duties, and with respect to services provided by Municipal Law Enforcement issues.


5. Shows the ability to self-regulate, provide an organized workspace, and exercise good judgement. Will be required to work with minimal supervision in a shift type operation.


6. Preparing detailed court briefs and collecting evidence for use in court; assisting Town Prosecutor with court evidence as required. Attending court as required.


7. Maintain a daily detailed handwritten officer notebook, containing daily inspections and activities.


8. Being a proactive and engaging member of the Municipal Law Enforcement team, including following up with team members to ensure satisfaction of daily responsibilities and duties.


9. Preparing and issuing correspondence relating to ongoing investigations and cases as well as maintaining accurate records and up-to-date information.


10. Maintaining effective and co-operative liaison, and exchanging information, with other staff, municipalities, government agencies, other organizations, members of the public, etc.; dealing with all contacts in a courteous, friendly and efficient manner to promote a high standard of customer service and public relations at all times.


11. Where necessary, participating in a rotating schedule, including nights, evenings, weekends, overtime and statutory holidays; split shifts may be required.


12. Performing other duties, including providing coverage for school crossing guards where necessary and assisting with special projects as may be assigned in accordance with corporate objectives.


13. Acting as a professional role model for seasonal summer students, guiding them through complex tasks while supporting their academic and career goals.

Education, Skills & Experience 

1. Community College diploma or a graduate of Police College and/or successful completion of the training systems of the Ontario Police College or other recognized police training facility, the Municipal Law Enforcement Officers Association or a Community College in the field of law enforcement.


2. Thorough understanding of Municipal by-laws, Provincial Offences Act, and their enforcement; understanding of legal wording, by-laws and agreements; and the Occupational Health and Safety Act.
   


3. Two (2) to Three (3) years’ experience as a Municipal Law Enforcement Officer, preferably in a municipal environment.
   


4. Excellent interpersonal, project/time management, analytical, communication, presentation, public/media relations and problem-solving skills.
   


5. Ability to think and act strategically in a political and community service environment, to build strong and enthusiastic staff teams and external alliances/partnerships, to align departmental programs/services with corporate goals and objectives, and to champion the mission and values of the Town.
   


6. Extensive experience with situational awareness including but not limited to enforcement, de-escalation, and positive customer service.
   


7. Ability to interact effectively and courteously with all levels of staff and contacts in a Customer Service focused environment; build cooperative, collaborative working relationships with internal and external customers.
   


8. Experience in court litigation proceedings, including the preparation and delivering of evidence.


9. Skilled in negotiating legal compliance and mediating highly sensitive, controversial disputes and navigating complex situations to secure compliance with legal frameworks.


10. Township internal processes considered an asset include but are not limited to, Cloud Permit, Marmak, word-processing, excel spreadsheet, Adobe software, the Internet, MTO ARIS, Paymentus and GeoHub.
    


11. Demonstrate a history of strong performance, reliability and the physical stamina required to execute all operational duties.
    


12. Possession of a valid Ontario Class G driver's license and a clean driving record.


13. Where required, must be able to provide availability to attend evening meetings or other events.

The following education, skills and experience would be considered an asset:

1. Municipal Law Enforcement Certificate (MLEOA Foundations/MLEOA Advanced)


2. Member in good standing with the Municipal Law Enforcement Officers Association.


3. Property Standards Certification (PT 1, PT 2, PT 3)


4. Member in good standing of the Ontario Property Standards Association.


5. Other industry standard recognized training, education or certification.

Physical/Psychological Demands and Working Conditions

Environment: Work is conducted in an office environment with some exposure to criticism from the public. Ability to work in and around building and construction sites; exposure to inclement weather conditions, mechanical hazards, noise, and dust. Requirement to juggle priorities, verbally communicate to exchange information. deal with constant interruptions and changing demands during the course of a working day; occasions whereby an extremely short amount of time is available to complete a project or task (regularly); wide variety of tasks requiring ability to manage multiple projects and make independent decisions (daily); while maintaining a pleasant, professional and positive demeanour.

Physical: Requirement for sufficient physical ability and mobility to work in an office setting and in a field environment; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicle.

Hours of Work & Scheduling:

• Standard Hours: 35 paid hours per week, with scheduling flexibility required to meet changing operational demands.


• Shift Windows: Shifts may be scheduled from Monday to Sunday depending on operational needs.


• Daily Breaks: Includes a daily one-hour unpaid lunch break and two paid 15-minute rest periods.
