About the Role

Rothmans, Benson & Hedges Inc. (RBH), subsidiary of Philip Morris International in Canada, is transforming its business to focus on smoke‑free products. This role will shape policy and regulatory strategy in a rapidly evolving industry.

Key Responsibilities

  • Build and manage relationships with key political stakeholders, including government officials, advisors, and relevant third parties, to advance regulatory and business objectives
  • Identify and engage influential stakeholders to shape regulatory and fiscal agendas
  • Monitor, analyze, and anticipate political and legislative developments to inform strategy and decision‑making
  • Develop and execute stakeholder engagement and advocacy campaigns
  • Lead and develop a high‑performing Government Relations and Regulatory Affairs team, fostering collaboration, capability building, and engagement
  • Ensure an effective organizational set‑up, optimizing resources and driving performance
  • Ensure all activities comply with applicable laws, regulations, and RBH & PMI policies and standards

Qualifications

We are seeking an experienced government relations leader with a proven ability to shape policy, influence stakeholders, and advance business priorities in complex, regulated environments.

  • Bachelor’s degree required; Master’s in Public Policy, Law, Political Science, or related field is an asset
  • 8–12+ years of experience in government relations, regulatory affairs, or public policy
  • Proven track record of engaging and influencing senior government stakeholders
  • Strong understanding of Canadian political and regulatory environments
  • Experience developing and executing policy and advocacy strategies
  • Leadership experience with the ability to manage and develop teams
  • Excellent communication, negotiation, and stakeholder management skills
  • Experience in highly regulated industries is an asset

Salary: $215,600 CAD per year (base).
