Our main responsibilities are:

  • Funding supports for municipalities
  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
  • Protections for new home buyers and required licensing for home builders
  • Province-wide support for access to public library services for Albertans
  • Management of about 2.6 million acres of public land in the province's three Special Areas
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

The Assessment Services Branch is looking for an experienced Communications professional to create and implement communications strategies that further our goals. The successful candidate will interact and establish productive relationships with key stakeholders and policymakers. Applicants should be excited about developing and implementing plans to engage target audiences in municipal governments, the property assessment community, and industry, and communicate initiatives related to designated industrial property assessment. The ideal candidate should have a proven track record of success in communications, stakeholder relations or related fields, as well as excellent written and verbal communication skills. Reporting to the Manager of Finance and Administration, this position provides coordination and support to stakeholder engagement initiatives as well as communications support for the Assessment Services Branch which has two business units, the Centralized Industrial Property Assessment (CIPA) and the Linear Assessment & Data Management (LADM). This position is also challenged in coordinating engagement initiatives with an expansive stakeholder group. There are 340 municipalities and in regular contact with approximately 170 of those municipalities as well as related associations, industry, assessors, and ministry stakeholders. Key responsibilities and activities include: 1. Coordinate the development and implementation of stakeholder engagement initiatives for the Assessment Services Branch (ASB).

  • Coordinate the development and implementation of stakeholder engagement initiatives for the Assessment Services Branch (ASB).
  • Coordinate discussions with an expansive stakeholder group to identify potential for stakeholder driven strategies on issues in support of two-way information exchange.
  • Support committee meetings and individual meetings with representatives of municipal organizations, property taxpayers (including industry organizations), municipal assessors and other stakeholder groups.
  • Identify emerging themes and key messages at stakeholder meetings to gauge satisfaction or dissatisfaction with assessment matters and:
  • Identify and provide analysis of stakeholder reactions to unit/branch decisions;
  • Identify and analyze issues that may not be clearly stated; and
  • Coordinate branch participation at stakeholder meetings or conferences as required.
  • Consolidate and prepare reports on the unit/branch's review of written and verbal feedback from stakeholders and make/provide recommendations on the proposed changes in response to stakeholder comments and concerns.
  • Provide coordination and support for speaking engagements, conferences, and other stakeholder events.
  • Support the Manager, Finance and Administration in the development, implementation, and evaluation of related plans and strategies including the Stakeholder Management Plan and communications strategy.
  • Support positive, productive, and standing working relationships with the branch's key stakeholders, in particular municipalities, assessors, and industry.

2. Provide communications support for ASB including the preparation and review of reports and other written correspondence.

  • Prepare and distribute regular newsletters to key stakeholders.
  • Coordinate and prepare materials for presentations, particularly presentations to municipal councils.
  • Prepare and/or edit written correspondence including stakeholder engagement session briefings, reports, key messages, background materials, briefing notes, action requests, ministerial reports, submissions, and discussion papers for both internal and external distribution. This includes reports or information packages for senior Ministry officials or key stakeholder groups.
  • Respond to requests for timely briefings on ASB operational matters. Collaborate with unit and other branch staff in determining the overall purpose, messages and content to be covered in major reports or information packages.
  • Ensure deliverables are met for written products and are of appropriate quality and meet government standards.
  • Liaise with department communications regarding program initiatives and development of messaging and communications to stakeholders and the public.
  • Develop, post, and/or coordinate website content in cooperation with the department communications area and support development of web-based tools intended for use by stakeholders and as a means of fostering engagement.

3. Provide research, analysis, and resulting recommendations to management.

  • Provide research and analysis in the ongoing continuous improvement of strategies and in the centralization of DI property within the Assessment Services Branch.
  • Provide input, advice, and recommendations to management regarding the transition of the assessment function for DI properties.
  • Coordinate special projects that may be assigned.

Qualifications

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification. Refer to A related university degree such as Communications, Journalism, Public Administration, Political Science or business plus a minimum 2 years progressively responsible related experience, or equivalency; I year of education for 1 year of experience, or 1 year of experience for 1 year of education. Requirements Recommended knowledge, experience and skills include:

  • Strong working knowledge of stakeholder/community engagement, project management, facilitation, or consultation. Experience and understanding program goals, strategies and outcomes related to Assessment Services is an asset.
  • Awareness of the municipal stakeholder groups and familiarity with issues, trends, and directions.
  • Knowledge of models and practices relating to stakeholder consultation, communications, and stakeholder engagement.
  • Knowledge of related legislation, regulations, policies, and programs (e.g. Municipal Government Act and property assessment regulations) is an asset.
  • Knowledge of the political environment within which the Ministry operates and government approval processes and public administration practices.
  • A high level of proficiency with the Microsoft Office Suite (Excel, Word, and PowerPoint) and other communication applications.
