NL Health Services is seeking a strategic and collaborative leader to serve as Senior Director, Provincial Budgeting, Sustainability and Data Quality.

The Role
Reporting to the Vice President, Corporate Services and Chief Financial Officer, the Senior Director, Provincial Budgeting, Sustainability and Data Quality is a member of the senior leadership team responsible for providing strategic leadership and oversight of provincial budgeting, forecasting, financial planning, performance reporting, sustainability initiatives, and data quality across NL Health Services.

The Senior Director plays a critical role in the preparation, management, and monitoring of the operating budget and the delivery of accurate, timely, and meaningful financial and performance information to Executive Leadership, the Board of Trustees, and the Department of Health and Community Services.

Working collaboratively with senior leaders throughout the province, the Senior Director will support organizational decision-making through robust financial analysis, business intelligence, performance measurement, and strategic resource allocation while helping ensure a sustainable healthcare system for the people of Newfoundland and Labrador.  

Key Accountabilities
Strategic Leadership

• Provide strategic leadership for provincial budgeting, sustainability, business intelligence, performance measurement, and data quality functions.
• Contribute to enterprise-wide strategic planning and organizational transformation initiatives.
• Partner with Executive Leadership to establish long-term financial strategies and priorities aligned with NL Health Services' mission, vision, and strategic objectives.
• Participate in organizational policy development, planning, and decision-making as a member of the senior leadership team.

Provincial Budgeting and Financial Planning

• Lead the development, implementation, monitoring, and evaluation of the operating budget across the organization.
• Oversee forecasting processes and provide strategic financial advice to Executive Leadership and senior management.
• Support informed decision-making through comprehensive financial analysis, scenario planning, resource modelling, and reporting.
• Ensure budget processes and reporting comply with relevant legislative, governmental, regulatory, and professional accounting requirements.

Financial Sustainability and Resource Stewardship

• Advance financial sustainability initiatives that support high-quality, patient-centred care.
• Ensure effective stewardship of financial resources through responsible planning, allocation, monitoring, and reporting.
• Support long-term business planning and operational sustainability initiatives.
• Promote evidence-based resource allocation decisions that align with organizational priorities and service delivery requirements.  

Senior Director- Budgeting, Sustainability and Data Quality

• Lead the development and implementation of performance measurement frameworks, scorecards, dashboards, and key performance indicators.
• Leverage business intelligence tools and organizational data to support decision-making, accountability, transparency, and continuous improvement.
• Provide actionable insights that support clinical, operational, human resource, and financial performance.
• Ensure performance data is meaningful, timely, accurate, and aligned with organizational objectives.

Data Quality and Corporate Reporting

• Provide leadership for provincial data quality initiatives to strengthen the integrity, consistency, and reliability of organizational information.
• Establish standards, processes, and controls that support high-quality financial and operational reporting.
• Collaborate with clinical, operational, and corporate leaders to ensure the accuracy and integrity of performance information.
• Support enterprise reporting requirements through the delivery of accurate and timely financial and statistical information.

Continuous Improvement and Integration

• Lead initiatives that standardize and modernize budgeting, reporting, and performance management processes across the province.
• Develop provincial policies, standards, and operating procedures that improve consistency, efficiency, and service quality.
• Identify opportunities for process improvement and innovation through the effective use of technology, data, and analytics.
• Support ongoing health system integration efforts and the establishment of unified provincial services.  

Relationship Management and Communication

• Foster productive partnerships with Executive Leadership, operational leaders, government stakeholders, clinicians, and external partners.
• Develop effective communication strategies to support the dissemination of financial, performance, and organizational information.
• Present complex financial and operational information clearly and effectively to diverse audiences.

Talent Leadership

• Build and lead a high-performing, diverse, and engaged team.
• Foster a culture of accountability, innovation, inclusion, continuous learning, and employee well-being.
• Support workforce planning, succession planning, leadership development, and performance management.
• Ensure employees have the resources, support, and development opportunities required to succeed.

Qualifications
The ideal candidate will possess:

• A Chartered Professional Accountant (CPA) designation or an equivalent combination of education and senior leadership experience.
• A minimum of 5 years of progressive senior leadership experience in budgeting, financial planning, forecasting, business intelligence, performance measurement, reporting, analytics, and organizational strategy.
• Demonstrated experience leading large-scale financial planning and reporting functions within a complex organization
• Experience leading organizational transformation, change management, and continuous improvement initiatives.
• Exceptional leadership, communication, relationship-building, and stakeholder engagement skills.
• Demonstrated ability to think strategically while driving operational excellence and measurable results.
