Parking and Capital City Clean Up Manager

Reporting to the Director of Complaints & Investigations, the Parking and Capital City Clean Up Manager provides leadership for Edmonton's Contracted Parking Enforcement Services and Private Agency Parking Program in support of safety, accessibility, and management of parking violations across the City. The Manager also oversees the many components of the Parking and Capital City Clean Up Program, with a mandate of creating a cleaner, safer, more inviting City, by integrating and mobilizing various civic operations, the business sector and the community.

In both portfolios and with a mindset of continuous improvement, you will be responsible for setting strategic direction and driving the performance of teams to achieve key outcomes. This includes program development and management in alignment with the City's Vision, Council priorities, and relevant legislation and bylaws. You will set policies and procedures, manage a budget, ensure contract performance, develop training, and evaluate and report on program achievements.

What will you do?

• Responsible for coordinating, monitoring, contract management, and overseeing the delivery of Parking Enforcement Services for the City of Edmonton
• Develop and implement parking enforcement strategies and tactics to assist internal and external stakeholders and address community-specific parking concerns
• Manage all aspects of program development, social marketing, stakeholder relationships, and community outreach in support of Capital City Clean Up
• Provide direct supervision,ongoing direction, performance management and evaluation to a team of up to 11 staff
• Lead and manage the RFP processes for parking and capital city clean up contract vendors and Capital City Clean Up projects and initiatives
• Develop reporting approaches to communicate success and productivity of programs including composing and contributing to various Council Reports on an ad hoc basis
• Provide input to the Director with managing, oversight and developing the operational budget
• Provide recommendations to the Director regarding long term program goals and opportunities for improvement and innovation
• Address the general public on questions, inquiries, and issues. Respond to various inquiries and requests from all levels of the City including Councillors and Mayor's Office in a timely and accurate manner

Qualifications :

• Knowledge, training and/or education in Criminal Justice, Criminology, Marketing, Community Development, or a related field
• Proven experience in customer service and public relations, with a demonstrated ability to manage and resolve public inquiries and complaints
• Demonstrated success in building and maintaining relationships with community members and stakeholders
• Experience in program development and delivery including determining performance standards, priorities, directions, and expectations for contract service providers
• Experience in contract procurement and management
• Experience in maximising contract performance over the life of a contract, using a variety of strategies and best practices

Conditions of employment & work environment:

• Hire is dependent upon a Police Information Check including Vulnerable Sector Check satisfactory to the City of Edmonton
• Valid Alberta Class 5 driver's licence (or provincial equivalent). Must obtain business auto insurance for personal vehicle use while on City business
• Up to: 1 Permanent Full-time position
• Hours of work: 36.9 hours per week, Monday - Friday. This position may be eligible for the Hybrid Work Program.
• Salary: $89,766 - $128,237 (Annually)
• Management and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit. If this position is impacted, the incumbent will be notified accordingly.
