Preconstruction Manager

Position Description:

Manage Business Unit Estimating department and accountable for estimating functions throughout preconstruction phase.

Annual base salary range for this position may be CAD$140,000 to CA$170,000, depending on experience and fit.

Essential Duties & Key Responsibilities:

• Extensive knowledge of the local market, competition, and industry trends.
• Attend site walks and pre-bid meetings as necessary for project pursuits
• Developing win strategies for bid and proposal submissions
• Establish and maintain key relationships with subcontractors to ascertain the strategic advantages for Turner Construction
• Takes the lead in the development of a Conceptual estimate/GMP/ Lump sum/ Design-build bid submission. Acts as a liaison with external consultants and project management organizations to estimate project budget requirements and coordinates tender development process on behalf of clients
• Overall management of developing lump sum bids and review for senior management approval.
• Prepare quantity take-offs, analysis, estimates, and studies for all building system items incorporated in the assigned scope from conceptual design through completed construction documents. Preliminary design work may be required to complete conceptual estimates.
• Extensive knowledge of key principles involved in bid preparation, including quantity take-off procedures, sub-trade procurement, pricing and bid closing procedures
• Ability to build an estimate without drawings/specifications
• Identifies competitors and understands current market conditions
• Ability to identify risks associated with contract/project documents
• Solicits pricing from subcontractors and suppliers for labour, equipment and materials, to ascertain the most competitive price while meeting Turner’s safety and quality standards
• Provides information and guidance to project management staff during contract turnover.
• Manage Business Unit (BU) Estimating department and estimating functions during preconstruction phase and allocate appropriate resources for estimation of projects.
• Experience managing teams to deliver exceptional outcomes.
• Manage and be accountable for reimbursement of estimating staff and costs as related to General and Administrative (G&A) expenses.
• Develop and maintain relationships with clients, architects, design community, and trade partners to enhance future business development opportunities.
• Participate in hiring process, onboard and deliver timely performance feedback for direct reports, execute/contribute to performance appraisals during annual performance cycle, utilize talent management systems, and identify appropriate training to help with development needs.
• Oversee and manage processes to review drawings, specifications, and other construction documents; inform senior management of design-related problems, completeness of documents, and other potential risks.
• Conduct market research information for upcoming work.
• Coordinate and review development of General Conditions/General Requirements (GC/GR) estimate with operations team.
• Maintain local and national historical data and develop cost trends.
• Manage and oversee Value Engineering process during preconstruction.
• Collaborate with Business Development to prepare proposals and participate in sales and client presentations.
• Collaborate with Procurement to develop and evaluate procurement schedules and resources and analyze subcontractor proposals.
• Coordinate with Operations Lead to support Launch Matrix preparation, scheduling, evaluating, executing, and managing meetings for each estimating milestone.
• Participate and contribute to Constructability Reviews for milestone estimates per Launch Matrix. Work with Operations Lead to ensure timely and complete Constructability Reviews and incorporate into milestone estimates to extent required by contract.
• Coordinate with Lean Manager to develop and execute Pull Plans for design, estimate, and GMP schedules.
• Prepare comparison analysis to previous estimate and develop clear and concise messages to explain variances for each project stakeholder.
• Generate, coordinate, and manage Budget Control Reports between each milestone estimate to manage cost events and value engineering opportunities. Provide variance reports for each milestone estimate to communicate scope development.
• Lead or support establishment of Target Value Design process as appropriate for select projects.
• Experience with a variety of building construction types desired.
• Thorough understanding of drawings and specifications, general contract and subcontract documents, materials, means and methods
• Ability to provide accurate qualitative and quantitative analysis of estimating documents.
• Thorough knowledge of construction cost, scheduling, estimating, procurement and engineering principles and techniques, and accounting principles
• Ability to develop client relationships, identify sales opportunities and collaborate on solutions to secure work
• Advanced project management skills, able to manage high volumes of work and ability to move projects forward in a complex environment in a timely manner
• Management experience is required, and ability coach and mentor others.
• Negotiation skills with ability to influence and engage others
• Executive level presentation skills, anticipates needs of audience, and tailor’s communications appropriately
• Pursues everything with energy, drive and sees initiatives through to completion
• Process and critical thinking skills with sound judgement decision-making
• Ability to leverage lean concepts and continuous improvement methods and tools
• Able to observe performance, identify areas of development, and effectively provide performance feedback

Qualifications:

• Bachelor’s Degree or College Diploma from accredited program in Engineering, Architecture, Construction Management, or related field, and minimum of ten (10) years of Building Construction experience required, or equivalent combination of education, training, and experience.
• Proven written and verbal communication abilities; proficiency with computer applications, including Microsoft Office suite. Ability to read, understand and interpret contract documents, drawings, specifications, scopes of work and project schedule. Demonstrated leadership and interpersonal skills.
• Delivering projects using CCA5a, CCA5b, CCDC2, CCDC3, CCDC14 and CCDC30 Prime Contracts
• PQS designation form the Canadian Institute of Quantity Surveyors is an asset.
• Gold Seal Certification for the Canadian Construction Association is an asset.
• Proficient computer skills and Microsoft Office suite of applications
• High level of integrity in all aspects of the work.
• Active participant in community and industry related activities
• Limited travel
