The Ministry of SaskBuilds and Procurement is recruiting a dynamic and motivated individual to join the Asset Management team as a Senior Program Engineer in the Infrastructure Planning and Priorities branch. The Asset Management team administers the building condition assessments program for public facilities in Saskatchewan to assist in planning for long-term renewal. The types of buildings involved include the Saskatchewan Legislature, health-care facilities, schools, and courthouses. Our work provides critical data and reports for the Ministry's facility condition metrics that result in better decision-making for government spending on infrastructure.

As Senior Program Engineer with the Asset Management team, the successful candidate will report to the Director of Asset Management and lead a team of engineers and engineering technologists. The primary role for this position is to develop and maintain the Facility Condition Assessment Program. This will include client management, consultant management, development and evaluation of RFPs (Request for Proponent), development of contracts, creation of standards and frameworks, and quality control of reports.

You will have graduated from an accredited Engineering program to qualify for this position. The successful candidate will be eligible for registration in the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) and have a minimum of four (4) years of experience in related work. A professional designation with APEGS or in project management would be considered an asset.

Any discipline of engineering is suitable; however, preference will be given to:

• Civil, Environmental, Structural, Architectural, or Building Engineer.
• Mechanical or Industrial Systems Engineer.
• Electrical or Electronics Systems Engineer.

Knowledge of the following is an asset:

• Project management and/or consultant management.
• Staff management.
• RFP Creation and Evaluation.
• Contracts.
• Assessment Software.
• FCAs and/or Property Condition Assessments (PCAs).
• Ability to understand construction drawings; accessibility acts and regulations (BASA).

You will have the demonstrated ability to:

• Verbally and in writing, clearly, accurately, and courteously explain issues, policies, and procedures referencing legislation and other information to clients, consultants, and staff, at a level applicable to the audience.
• Create and review complex data and technical writing.
• Establish and maintain effective productive working relationships with client groups including industry, and other government personnel.
• Effectively lead a team to complete work assignments, achieve common goals, and contribute towards a positive working environment.
• Plan for the future that aligns and uses resources to meet long-term strategic goals by researching, assessing, developing and implementing building components inspections and assessments.
