Role Overview

• Organization: Canadian Forces Morale and Welfare Services (CFMWS) – Directorate of AI & Innovation 
• Job Title: Innovation & AI Solution Architect (Copilot Studio / Agentic AI) 
• Engagement Type: Time & Materials Contract (Full-time structure, 7.5 hours/day) 
• Term: 6-Month Base Contract (October 1, 2026 – March 31, 2027; extension potential) 
• Work Location: Hybrid (Remote with attendance at CFMWS Ottawa locations as required) 
• Security Clearance: Security clearance may be required (Timing/Level TBD) 
• Language Requirement: English required; French bilingual capability is an asset 

Job Summary

CFMWS is seeking a hands-on Innovation & AI Solution Architect to act as technical design authority and primary builder across Innovation Lab AI use cases. The role combines technical oversight with direct delivery in a Microsoft-first environment, building primarily in Copilot Studio while leveraging Azure AI Foundry, Power Platform, and Microsoft security and governance tooling where pro-code depth is required. 

Key Responsibilities

Solution Architecture & Technical Authority

• Select appropriate solution patterns—single agent, multi-agent, Retrieval-Augmented Generation (RAG), or workflow automation—and define data, identity, security, residency, and integration requirements. 
• Produce technical designs and reference architectures, maintain an agent/prompt reuse library, and align all builds with CFMWS responsible-AI controls. 
• Participate in lab sessions, design reviews, gate decisions, risk escalations, and technical coaching. 

Agent Engineering & Microsoft Platform Delivery

• Build, configure, test, and publish enterprise AI agents in Microsoft Copilot Studio. 
• Utilize Azure AI Foundry, Azure OpenAI, Semantic Kernel, or Microsoft Agent Framework for pro-code depth when needed.
• Implement prompt engineering, knowledge grounding, connectors, Model Context Protocol (MCP) integrations, workflow automation, and multi-agent orchestration.

Evaluation, Governance & Observability

• Define test sets and success metrics for accuracy, source traceability, safe escalation, latency, and cost. 
• Embed enterprise security and privacy controls using Entra ID, Purview, Defender, Azure AI Content Safety, Presidio, least-privilege access, and Canadian data residency requirements. 
• Prepare, connect, mask, and reconcile approved lab data across sandbox environments. 

Documentation & Enablement

• Produce runbooks and operational handoff packs to ensure seamless ownership transfer to Digital Capability Teams. 
• Collaborate closely with business analysts, division SMEs, systems/network teams, security leads, and data owners. 

Core Qualifications & Requirements

• Architecture & Hands-On Build: Demonstrated ability to architect and personally build governed enterprise AI agents in Microsoft Copilot Studio. 
• AI Stack Mastery: Deep expertise in Azure AI, RAG, prompt engineering, multi-agent orchestration, and enterprise integration. 
• Grounding & Data: Practical experience with Azure AI Search, embeddings, vector/hybrid retrieval, source citations, and data preparation/masking. 
• Security & Governance: Hands-on experience implementing Microsoft security tooling (Entra ID, Purview, Defender), Canadian data residency, prompt-manipulation defenses, and audit trails. 
• Integration Ecosystem: Direct experience with Power Automate, Power Apps, Dataverse, SharePoint, enterprise connectors, and MCP. 

Preferred Assets

• Certifications: Microsoft Certified: Agentic AI Business Solutions Architect or comparable Copilot / Azure AI credential. 
• Publishing Experience: Hands-on delivery experience publishing Copilot Studio agents to Microsoft 365 / Teams with analytics tracking. 
• Sector Experience: Background in Canadian public-sector, defense, or regulated privacy and security environments.
