We are looking for Manager (Domestic Portfolio):

A Manager within the domestic portfolio at Colleges and Institutes Canada (CICan) is responsible for overseeing the planning, execution, and closure of projects within the domestic portfolio. This role involves providing expertise and direction throughout the entire project lifecycle to ensure projects are completed according to the agreed project plan and budget, maximizing value to members and partners while meeting the highest standards of quality and compliance with funders' requirements. The Manager will provide leadership in project management and communications for externally funded projects and programs, ensuring that CICan's projects are completed on time, within budget, and in accordance with the terms of individual funding agreements.

The Manager plays a critical role in sustaining effective partnerships with a wide range of stakeholders, including federal funders, member institutions, and the private sector. Strong leadership skills, problem-solving, and decision-making capabilities are essential for this role. The Manager must be results-oriented and possess a thorough understanding of project development and management principles and practices.

MINIMUM REQUIREMENTS

EXPERIENCE

• Minimum of 5 years of experience in project management such as work researching, designing and executing complex projects involving multiple partners and funders
• Identifying potential project risks and developing mitigation strategies to minimize impact
• Project monitoring and evaluation
• Minimum of 5 years of experience in budgeting and financial management (budgeting based on work breakdown structures, creating budget plans, preparing reports and forecasts, cost controls to manage expenses and optimize resources)
• 5 years of progressive experience supervising and managing employees in a diverse work environment
• Building partnerships and managing stakeholder engagement
• Preparing narrative and financial reports in English and French that meet funder's guidelines
• Preparing communication materials in English and French (briefing notes, presentations, proposals and concept papers)
• Preparing requests for proposals
• Managing consultant deliverables
• Leading complex change management initiatives
• Leading the development of large project delivery processes, infrastructure and systems
• Organizing high-profile events, consultations and engagement activities
• Working with federal government funding is an asset

KNOWLEDGE

• Project management methodologies, tools, and software (e.g., MS Project, Asana, Trello).
• Cost benefit, risk and statistical analysis techniques
• Prioritization, time management, and communication, is required to lead consultations and liaise with college partners, government funders and other stakeholders
• Human resources management principles, methods and practices to attract, train, coach, motivate and retain staff
• Conflict resolution methodologies
• Data management principles (how to handle, store and process data)
• Privacy and security requirements such as protocols and regulations to protect information
• Presentation techniques, methods and practices to present effective information to senior management and project stakeholders in English and French
• MS Excel (able to use formulas, functions, data analysis for budgeting)
• Colleges and institutes system in Canada, including current trends, pressures and opportunities an asset
• Federal government structure, policies and programs, with a focus on the mandates and programs of departments related to CICan's mandate is an asset
• Microsoft Office suite

EDUCATION

• Post secondary diploma in Project Management, Business Administration, or a related field or an acceptable combination of education and/or experience.
• PMP or equivalent project management certification is highly desirable

Compensation: $93,356 to $123,388 (Management I)

Status: 2 temporary full-time positions (one ending July 2025 and the other ending March 2026)

Location: 1 Rideau Street, suite 701, Ottawa, Ontario, K1N 8S7

Working conditions:

• Domestic travel
• Hybrid work environment located in Ottawa, Ontario

Language: Bilingual - French and English (written and verbal)
