Job Summary and Work Unit Description:

As a member of Toronto Water's Capital Planning & Implementation Support Team, Project Managers in the Capital Works Delivery (CWD) unit are responsible for providing effective management of planning, studies, design and construction of assigned multidisciplinary municipal infrastructure.

This job posting seeks to fill a Project Manager Position within the CWD unit, the Studies & Design (S&D) branch. The Project Manager will report to Branch Chief (Senior Project Manager) and will be responsible for managing studies and/or capital works projects.

Major responsibilities:

• Manages and delivers Water and Wastewater Capital Projects such as engineering studies and preliminary designs for both vertical assets (water treatment plants, wastewater treatment plants, pumping stations) and linear assets, under the guidance of a Senior Engineer throughout the life of a project (Initiation, Planning, Environmental Assessment, Design and Close-out).
• Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
• Leads Municipal Class Environmental Assessment studies to ensure compliance with the Environmental Assessment Act.
• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments and ensures project expenditures are controlled and maintained within approved budgets.
• Responsible for refining scope, schedule and budget through Project Chartering and Risk Analysis with technical advice and operational and maintenance advice from Technical Resources.
• Responsible for co-ordination and management of the project team and project stakeholders, seeking consensus and resolving conflicts with the authority to make a final determination.
• Supports the branch chief by developing processes, guidelines, and work-flows to streamline project delivery and achieve branch's objectives and targets.
• Supports fellow project managers by sharing relevant experience and knowledge, and by acting as a back-up during vacations and absences.
• Acts as a first point of contact between the project team and various departments within Toronto Water and other City divisions and sections.
• Provides support to the Capital Works budget process, and assist in controlling expenditures of consultants, contractors, and internal staff.
• Provides input and supports the development and implementation of technical standards and policies associated with management and stewardship of municipal infrastructure through routine review and audit reports.
• Liaises and coordinates with divisional and corporate support sections as well as other facility representatives; Managers, Supervisors, Engineers, IT System Analysts, and Operational/Maintenance staff.
• Coordinates related work between various stakeholders; Engineering and Construction Services, Capital Works Delivery, Contracted Services, and Integrated Technology Management Support staff.
• Prepares estimates to assist in preparation of capital budget.
• Leads project teams and supervises/directs project team members, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
• Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
• Assists with the preparation of Committee and Council reports, briefing notes, presentations, purchasing documents, contract plans, specifications and estimates.
• Evaluates proposals and/or bids and makes recommendations for award of contracts.

Key Qualifications:

1. Considerable experience in managing planning-level assignments (studies) and detailed design projects, preferably related to some or all of the following: municipal water treatment, wastewater treatment, stormwater management, and distribution/collection systems.
2. Considerable experience with using project management tools, such as scheduling, resource allocation, task tracking and team coordination and management in an engineering environment, preferably on municipal infrastructure study and detailed design projects.
3. Possession of a university degree in engineering or planning. Designation as a Professional Engineer or Planner in good standing and licensed to practice in Ontario, or the approved equivalent combination of education and experience would be an asset.
4. Understanding of all stages of the project life-cycle, such as initiation and chartering, scope development, procurement, bids evaluations and award, project delivery, project close-out, and warranty period.
5. Understanding of Municipal Class Environmental Assessment Process, including public and stakeholder consultation would be an asset.
6. Fair understanding of hydraulic and hydrological modelling of urban stormwater runoff and wastewater collection systems using InfoWorks software or equivalent.
7. Strong computer literacy and data organizational skills to ensure comprehensive project data records are maintained and are easily accessible by anyone within the City.
8. Demonstrated problem solving skills and ability to communicate both orally and in writing. 
9. Strong interpersonal skills with ability to establish effective working relationships with all stakeholders, employees, client departments, outside agencies or other levels of government.
10. Ability to manage multiple assignments and conflicting priorities.
11. Ability to communicate effectively both verbally and in writing at all organizational levels.
12. Ability to work in an environment using hazardous chemicals associated with water/wastewater treatment.
13. Working knowledge of government legislation in the areas of employment, labour, human rights, the Occupational Health and Safety Act, and City policies and procedures.
14. Must possess a valid Province of Ontario Class "G" Driver's License to travel to various work locations and construction sites in a timely and efficient manner.
