Position Summary

The Operations Manager is a senior, cross-functional role responsible for the operational health, capital planning, and project delivery of NNDDC’s physical assets and infrastructure across its subsidiaries and holdings. Reporting to the Chief Operating Officer, this role oversees day-to-day operations, safety programs, maintenance and infrastructure frameworks, and procurement, while leading the development and management of annual and five-year capital budgets. The Operations Manager also supervises capital projects from initiation through close-out — coordinating contractors, sub-trades, and project staff — and leads recruitment, mentorship, and professional development for direct reports and cross-functional teams, with particular attention to FNNND Citizens and Indigenous Peoples.

A significant portion of this role is forward-facing, requiring regular engagement with a wide range of stakeholders including FNNND Citizens and businesses, commercial and residential tenants, corporate partners, the Village of Mayo, Yukon Government, and the Federal Government. Success in this role requires strong project and construction management experience, financial and commercial acumen, and a genuine commitment to leading in accordance with Dooli — the FNNND values of Respect, Sharing, Caring, and Teaching.

Key Responsibilities & Duties

Operations Management

• Oversee the day-to-day operational health of NNDDC's physical assets across subsidiaries and holdings
• Develop and implement operational policies, procedures, and frameworks including:
  • Safety policies and procedures in accordance with applicable legislation
• Maintenance schedules and infrastructure management frameworks
• Procurement strategies and process management
• Tools, documentation, and materials that support improved project and operations delivery
• Maintain a robust records management system for all asset, infrastructure, and operations-related materials
• Maintain a comprehensive inventory and condition-assessment schedule across all asset classes, including vehicles, heavy equipment, buildings, and industrial/utility infrastructure
• Develop and manage a fleet management program, including vehicle acquisition, maintenance scheduling, fuel/usage tracking, and disposal/replacement planning
• Establish asset-specific preventative maintenance schedules calibrated to each class's duty cycle and regulatory requirements (e.g., commercial vehicle inspections vs. building mechanical systems)
• Track asset lifecycle costs (acquisition, operating, maintenance, depreciation) to inform capital renewal planning and budget forecasting
• Maintain compliance documentation for regulated assets (vehicle safety inspections, pressure vessels, electrical/mechanical systems) in accordance with Territorial and Federal regulations
• Develop criteria for asset condition rating and prioritize capital renewal/replacement based on risk, cost of failure, and remaining useful life
• Oversee insurance, warranty, and risk management considerations across the asset portfolio
• Recommend and implement an asset management software/tracking system to centralize records across all asset types
• Act as NNDDC’s safety program manager and ensure safety team is trained in this area

Capital Planning & Budget Management

• Lead development of annual and five-year capital budgets for Executive Leadership Team (ELT) review and approval
• Co-develop annual operational budgets pertaining to this role's areas of responsibility
• Monitor and maintain capital and operational budgets; actively work to secure revenue and funding to improve sustainability of initiatives
• Complete project risk assessments, including identification and quantification of risks
• Identify and pursue grant, funding, and financing opportunities that support capital renewal and operational improvement
• All other reasonable duties as required

Capital Project Delivery

• Supervise capital projects from initiation through close-out, ensuring on-time and on-budget delivery
• Coordinate and supervise all project staff, contractors, and sub-trades
• Ensure construction and capital projects comply with applicable building codes, Territorial and Federal regulations
• Develop, implement, and monitor preventative maintenance strategies and schedules across NNDDC assets
• Respond to, or manage the organizational response to, operational emergencies including water, sewer, buildings, equipment, and energy systems
• Prepare and present status reports, project updates, and presentations to the ELT and relevant stakeholders
• Lead project risk management processes

Team Leadership & Succession Planning

• Lead recruitment, onboarding, performance management, and professional development of direct reports, with particular attention to First Nation of Na-cho Nyak Dun Citizens and other Indigenous Peoples
• Work closely with the executive team, senior managers, and partners to develop organizational capacity — cross-training is strongly encouraged at NNDDC
• Model and champion NNDDC's values: community, interconnection, innovation, and sustainability
• In collaboration with the broader NNDDC Team, creation of a mentorship program to mentor community members interested in marketing, public relations, communications or related field, with a particular focus on FNNND youth
• Manage communications with external partners, including the territorial and federal governments, to support NNDDC’s strategic initiatives, advocacy efforts, and funding opportunities.

Conditions of Employment

• Valid Class 5 Yukon Driver's License, maintained for the duration of employment
• Ability to periodically travel to Mayo, Yukon if not already residing there
• 10+ years of professional experience in a related field
• Ability to respond to occasional after-hours or emergency calls

Qualifications and Skills

Requirements

• Excellent written and verbal communication skills
• Demonstrated project and construction management experience
• Must possess strong commercial awareness and financial acumen
• Experience with procurement, contract management, and project controls
• Solid understanding of the lifecycle management of infrastructure assets
• Strong technical, analytical, and problem-solving capabilities

Assets

• Journeyman Trade Certification (carpentry preferred, other trades considered)
• Experience working for or with an Indigenous organization, First Nation government, or Development Corporation
• Completion of courses or credentials in construction management, estimating, budgeting, inspections, or supervision
• Familiarity with Yukon regulatory environment, building codes, and Territorial procurement frameworks
• Experience developing or implementing large capital projects
• Project planning, feasibility study, and business case experience
• Ability to simplify complex information and synthesize it into clear, actionable materials
