Office of the Chief Congestion Officer (CCO)

The Chief Congestion Officer is a function within Infrastructure Services that serves as the City of Toronto’s central authority on congestion management. The Chief Congestion Officer and Executive Director, Strategic Capital Coordination Office (CCO) has a mandate to provide strategy and advice to senior leadership, the Mayor and City Council on the management of traffic congestion and plays a lead role in engaging with partners and interest groups on congestion-related issues. Reporting to the Deputy City Manager, Infrastructure Services, the CCO leads city‑wide coordination to proactively identify, mitigate, and manage congestion by aligning policies, actions, capital programming, construction sequencing, and communications across City divisions, agencies, utilities, private developers, and external government partners. Through oversight of the Strategic Capital Coordination Office (SCCO), the CCO strengthens accountability for capital coordination, improves predictability and efficiency in project programming, and reduces disruption to residents, businesses, and visitors, while providing advice to City leadership and Council and clearly communicating the City’s approach to keeping Toronto moving amid sustained growth and development.

Position Summary

The Chief Congestion Officer & Executive Director is seeking a strategic policy and program professional for the role of Program Manager, Office of the Chief Congestion Officer & Executive Director, Strategic Capital Coordination Office.

The Impact You Will Make

As Program Manager, you will work closely with the Chief Congestion Officer to advance key priorities and support the effective operation of the Strategic Capital Coordination Office.

You will lead and coordinate policy and strategic initiatives, provide advice on complex and emerging issues, and help develop options and recommendations to support executive decision-making. You will conduct research and analysis, prepare briefing materials and Council reports, and contribute to initiatives that support the City's congestion management objectives.

You will play a key role in issues management, helping the Office respond to emerging priorities, stakeholder concerns, political issues, media inquiries, and other time-sensitive matters. In a small office environment, you will be expected to demonstrate flexibility, sound judgment, and the ability to shift priorities quickly in response to changing business needs.

Working across the organization, you will collaborate with City divisions, agencies, boards and commissions, Council offices, and the Mayor's Office to advance initiatives and support the coordination of divisional priorities. You will also represent the CCO at meetings, forums, committees, and corporate initiatives as required.

In This Role, You Will:

• Provide strategic policy advice and operational support to the Chief Congestion Officer and senior leadership team.
• Lead and support policy development, analysis, and strategic initiatives related to the Office's priorities.
• Research, develop, and evaluate policy options, recommendations, and implementation approaches.
• Conduct research and analysis on legislation, regulations, corporate initiatives, and developments in other jurisdictions.
• Develop and implement issues management strategies and coordinate responses to emerging issues and critical occurrences.
• Prepare and review briefing notes, Council reports, correspondence, presentations, speaking notes, and policy documents.
• Review reports to Council and its Committees and help coordinate divisional agenda items.
• Liaise with Council offices, the Mayor's Office, City divisions, agencies, boards, commissions, committees, and other stakeholders.
• Represent the Chief Congestion Officer on meetings, forums, committees, task forces, and city-wide initiatives.
• Support strategic planning, organizational reviews, performance measurement, and business planning activities.
• Administer assigned budgets and monitor expenditures within approved limits.
• Handle confidential and sensitive information with discretion and professionalism.
• Provide guidance and direction to assigned staff and project resources as required.

Key Qualifications

• Post-secondary education in Public Administration, Business Administration, Political Science, Urban Planning, Transportation Planning, or a related discipline, or an equivalent combination of education and experience.
• Extensive experience providing strategic policy advice, executive support, and operational leadership in a complex public-sector, municipal, governmental, or similarly regulated environment.
• Extensive experience leading large-scale projects, strategic initiatives, and cross-functional programs involving multiple stakeholders.
• Strong understanding of municipal government processes, public administration principles, governance frameworks, and policy development practices.
• Extensive experience managing politically sensitive issues and providing advice on complex operational, organizational, and strategic matters.
• Proven ability to develop and implement issues management, stakeholder engagement, communications, and public relations strategies.
• Considerable experience reviewing and preparing executive-level reports, briefing notes, Council reports, correspondence, presentations, and policy documents.
• Strong analytical and research skills, including the ability to assess legislative, regulatory, and policy impacts and develop practical recommendations.
• Considerable experience with strategic planning, organizational performance measurement, business planning, and continuous improvement initiatives.
• Demonstrated financial management experience, including budget administration, expenditure monitoring, and resource planning.
• Proven ability to build collaborative relationships with senior leaders, elected officials, staff, external agencies, and community stakeholders.
• Strong leadership and people management skills, with experience coaching, mentoring, developing, and motivating teams.
• Excellent political acuity, sound judgment, and the ability to manage confidential and sensitive information with discretion.
• Ability to manage multiple competing priorities and deliver results in a fast-paced, high-profile environment.
