District of Oak Bay

Senior Human Resources Advisor

EXEMPT - Regular Full-Time ($102,140.49 - $117,152.55 annum) 2026 Rates

We acknowledge and respect that the District of Oak Bay lies in the traditional territory of the lakwal)an people, known today as the Songhees and Esquimalt Nations, and that their historic connections to these lands continue to this day.

The District of Oak Bay is a picturesque seaside community located within the Greater Victoria Region, with a population of+18,000. While offering all the amenities of a large metropolitan urban centre, Oak Bay has succeeded in maintaining all the peacefulness and charm of a small community. Residents enjoy an exceptional quality of life, with kilometers of spectacular ocean shoreline, brilliant beaches, parks and greenspace, quaint tree-lined streets and vibrant, boutique villages just beyond their doorsteps.

Join our team at the District of Oak Bay as a Senior Human Resources Advisor and play a key role in supporting a positive, inclusive, and high-performing workplace culture. Reporting to the Director, People Safety & Compensation, the Senior Human Resources Advisor provides strategic, advisory, and operational human resources services across the organization.

This dynamic role supports a broad range of HR programs and initiatives, including recruitment and selection, onboarding, job evaluation, employee engagement, staff development and training, disability management, and employee and labour relations. The Senior Human Resources Advisor also contributes to the development and implementation of corporate people strategies, policies, and programs that align with organizational goals while fostering a collaborative and engaged workplace environment.

The successful candidate brings strong HR advisory experience, with the ability to support and influence managers on complex HR matters in a unionized environment. They are skilled in interpreting and applying collective agreements, employment legislation, and HR policies consistently across the organization, and demonstrate sound judgment in employee and labour relations, including performance management, conflict resolution, investigations, and disability and accommodation matters.

They have experience supporting recruitment and workforce planning, job evaluation, organizational reviews, and classification processes, and are comfortable delivering training, analyzing HR trends, and contributing to organizational development, employee engagement, and change initiatives. The role requires strong interpersonal, communication, organizational, and analytical skills, with the ability to build effective relationships, provide high-quality service, and maintain confidentiality.

An undergraduate degree in a related field is required, along with a CPHR designation preferred and a minimum of five (5) years experience delivering human resources services, preferably in a unionized public-sector environment, or an equivalent combination of education and experience.

In addition to a competitive salary, we offer a supportive and collaborative work environment, continued career and professional development opportunities, employee engagement events, work-life balance, and a staff membership. An employer of choice, the District of Oak Bay is committed to fostering a culture of empowerment, accountability, and teamwork.
