ABOUT THIS OPPORTUNITY

Reporting to the Vice President, Engineering & Operations, the Manager, Engineering & System Planning will provide strategic and technical leadership in the planning, design, prioritization, review, and approval of the Company’s electrical distribution, station, protection and control systems, automation, SCADA, and operational communications systems and infrastructure.   The Manager will lead a team responsible for delivering safe, reliable, cost-effective, and customer-focused solutions aligned with the Company’s operational and long-term system needs. The Manager will help shape the Company’s infrastructure strategy by monitoring evolving industry trends, technological advancements, regulatory requirements, and customer needs, and translating them into actionable engineering initiatives, design standards, and policies. With a focus on continuous improvement, the role will advance engineering practices, operational efficiencies, and long-term system planning.

This existing position offers an annual salary range between $118,989 and $148,736. Final compensation will be based on experience, skills, and overall fit for the role. General & Strategic Leadership

  • Monitor evolving industry trends, technological advancements, regulatory requirements, and corporate objectives and translate them into actionable enterprise-wide engineering strategies, policies, standards, and initiatives, capable of supporting all facets of the organization;
  • Accountable for ensuring engineering activities, standards, designs, asset management practices, and infrastructure planning comply with Ontario Regulation 22/04, the Distribution System Code, and other applicable regulatory requirements;
  • Develop, manage and monitor departmental operating and capital budgets in accordance with approved corporate financial plans;
  • Lead continuous improvement of engineering processes, workflows and service delivery through standardization, proper documentation, performance monitoring and workforce optimization.
  • Support enterprise-wide business initiatives, including digitization, data governance and quality, technology implementation, and integration of different systems;
  • Provide technical and strategic input into corporate business planning, budgeting, and organizational initiatives;
  • Lead a highly skilled team of engineers, technologists, technicians, and other technical professionals to deliver high-quality work; monitor design throughput, budgets, and quality variances, implementing corrective actions as required;
  • Other duties as assigned;

Design & Engineering: Distribution & Station Infrastructure

  • Oversee the preparation, technical review, and approval of distribution system and station engineering designs, ensuring compliance with applicable standards, safety and regulatory requirements, and engineering best practices;
  • Serve as the Company's technical authority for distribution system design, station facilities, protection and control systems, distribution automation, SCADA, and related grid technologies.
  • Lead the development and maintenance of engineering design standards, material specifications, standard drawings, and construction practices;
  • Provide technical oversight for customer connection studies, equipment assessments, system studies, and engineering evaluations;
  • Accountable for engineering decisions, technical standards, design approvals and engineering recommendations affecting the distribution system;
  • Coordinate engineering activities with internal departments and external stakeholders to ensure the efficient delivery of capital expansion, renewal, enhancements and customer connection projects;
  • Direct, prioritize and oversee the work of design staff, providing leadership, coaching and technical guidance as required;
  • Review, approve and stamp engineering designs and deviations; conduct engineering studies, assessments and calculations using appropriate software;
  • Provide engineering oversight and technical support for metering standards, equipment specifications, and emerging metering technologies in coordination with the metering function;

Planning & Management: System & Workforce

  • Lead the development, preparation, maintenance, and execution of the Company’s Distribution System Plan (DSP), ensuring alignment with corporate objectives, regulatory requirements, system needs, and financial constraints;
  • Develop and maintain long-term strategies and technology roadmaps for station modernization, protection and control systems, SCADA, distribution automation, operational communications infrastructure, and grid modernization initiatives;
  • Develop and maintain short- and long-term load forecasts, incorporating historical demand, customer growth, electrification, distributed energy resources, and other emerging load drivers;
  • Conduct capacity assessments, system impact studies, and technical and financial feasibility evaluations for new customer connections and major developments;
  • Lead long-term infrastructure planning, including new stations, feeder extensions, capacity expansions, and system reconfiguration, from initial needs assessment and feasibility through property acquisition, stakeholder engagement, planning, and design;
  • Support regulatory applications, evidence development, interrogatories and engineering-related submissions to the Ontario Energy Board and other regulatory agencies;
  • Evaluate and support the implementation of emerging regulatory and policy initiatives, including non-wires solutions (NWS), Vulnerability Assessment and System Hardening (VASH), and the Minister of Energy’s Integrated Energy Plan (IEP), or any future such policies;
  • Ensure the preparation, accuracy, and timely submission of applicable engineering-related regulatory and industry reports, including those required by the OEB, ESA and IESO;
  • Balance resources to meet planned and emerging capital design work requests; engage procurement and construction staff to prepare for surges in work volume; work toward equalizing work volumes throughout the year and designing planned work ahead of schedule;
  • Support the adoption and integration of digital tools and enterprise systems to improve engineering efficiency, data accessibility, asset visibility, and operational decision-making;
  • Lead, coach, and develop staff through performance management, career development, and targeted training to maintain team proficiency and competence;

Capital Program Management

  • Develop, prioritize, and justify capital investment programs based on system capacity, asset condition, reliability, risk, customer needs, and financial considerations;
  • Oversee the execution of capital programs throughout the DSP period, monitoring expenditures, schedules, scope, and performance against approved plans;
  • Evaluate, document, and justify deviations from approved capital plans, including changes in project scope, timing, costs, and investment priorities;
  • Develop, assess and continuously improve capital project estimates, approve capital project budgets and change orders, and review and approve offers to connects;
  • Coordinate with other Company departments (Finance, Supply Chain, etc.) to align capital planning, design, procurement, and construction activities;

Asset Management & Engineering Standards

  • Develop and implement risk-based asset management strategies for distribution and station infrastructure, incorporating asset condition, performance, criticality, and lifecycle costs;
  • Establish and maintain asset inspection, testing, and maintenance strategies in coordination with Operations, consistent with industry practices, regulatory requirements, and organizational risk tolerance;
  • Monitor asset condition, health, reliability performance and lifecycle risks to support investment prioritization and long-term infrastructure planning;
  • Develop and manage asset renewal and replacement programs using condition assessments, failure analysis, performance data, and lifecycle evaluations;
  • Ensure the integrity and continuous improvement of engineering and asset data, including GIS, equipment records, inspection results, and asset condition information;

Stakeholder Engagement

  • Proactively engage with the shareholder, municipal departments, regional authorities, transportation agencies, developers, and other utilities to anticipate needs, coordinate initiatives, and support long-term planning;
  • Participate in industry forums, committees, and technical working groups; maintain industry knowledge and technical proficiency through training, conferences, and professional development;
  • Represent the Company in regional and bulk system planning initiatives, coordinating with the IESO, Hydro One, neighbouring utilities, municipalities, and other stakeholders;

Safety & Reliability

  • Ensure adherence to OHSA, EUSR, OESC and Ontario Regulation 22/04;
  • Implement appropriate engineering controls, rigor and due diligence in all work processes;
  • Promote and support compliance with corporate health and safety policies, procedures and safe work practices;
  • Routinely accompany inspectors during construction verification; assess build quality, design adherence and the potential for design improvements;
  • Report and document all system problems, equipment failures and defects; work with other engineers or take the lead to conduct root cause analysis and prevent recurrence;
  • Review and analyze equipment and system data; identify trends and recommend upgrades, repairs or design alterations to improve system safety & reliability.

WHAT YOU HAVE TO OFFER:

Education:

  • Bachelor's Degree in Electrical Engineering from an accredited university;
  • Licensed Professional Engineer (P.Eng.) in the Province of Ontario and in good standing.
  • Valid Class G driver's licence in good standing;
  • Formal training or demonstrated experience in utility asset management, infrastructure planning, project management, leadership, or business management is considered an asset;

Experience:

  • Minimum ten (10) years of progressively responsible electrical utility engineering experience involving distribution system design, planning, asset management, capital investment planning, utility operations support;
  • Minimum five (5) years of demonstrated leadership, supervisory, management, project delivery, or team leadership experience;
  • Demonstrated experience with distribution system planning, infrastructure development, and utility capital investment programs;
  • Experience developing engineering standards, technical specifications, asset management strategies, and system planning studies;
  • Experience supporting regulatory filings, evidence preparation, technical submissions, or utility compliance initiatives is considered an asset;
  • Experience involving distribution stations, protection and control systems, SCADA, distribution automation, operational communications systems, or grid modernization initiatives is considered an asset;

Required Competencies

Technical & Regulatory Knowledge

  • Expert knowledge of electrical utility engineering principles, distribution system design, planning, operations, and asset management;
  • Strong working knowledge of distribution system infrastructure, stations, protection and control systems, SCADA, distribution automation, communications systems, and related utility technologies;
  • Strong knowledge of Ontario Regulation 22/04, the Distribution System Code, Ontario Energy Board requirements, OHSA, Electrical Utility Safety Rules (EUSR), and the Ontario Electrical Safety Code (OESC);
  • Working knowledge of utility planning practices, capital investment planning, risk-based asset management, and lifecycle asset management principles;

  • Proficiency with Microsoft Office Suite, CAD, GIS, and other engineering and business software applications;
  • Experience with engineering analysis software such as CYME, SPIDA, or similar utility engineering platforms is considered an asset;
  • Familiarity with digital engineering tools, utility data systems, asset management platforms, and enterprise applications is considered an asset;
